arbcombo -- Regional Public Meetings to Discuss the Draft Proposed Cap-and-Trade Adaptive Management Process

The Air Resources Board (ARB or Board) will hold meetings to
provide an update on the status of the development of the
Cap-and-Trade Adaptive Management Process. The meetings are open
to the public and full participation by all parties is
encouraged.

Locations and dates of the meetings are:

Sacramento: November 5, 2015

Los Angeles: November 9, 2015

Fresno: November 10, 2015

El Cerrito: November 16, 2015

An update on the status of the development of the Adaptive
Management Program will be presented at the November 19, 2015
Public Board Hearing.

An agenda and presentation will be posted before the meetings.

ARB staff plans to continue work on the Cap-and-Trade Adaptive
Management process over the next several months and plans to hold
additional public meetings in early 2016 to solicit public input.
Staff intends to present a final proposed Adaptive Management
Process to the Board in spring/early summer 2016.

Background
Adaptive management is a process of information gathering, review
and analysis, and response that promotes flexible public agency
decision-making. This process is appropriate where complex
systems are involved, where the effects of an agency's actions
might play out over an extended period of time. Adaptive
management is consistent with ARB's long-standing approach to
program implementation that incorporates on-going evaluation of
how programs and regulations are implemented on the ground,
regular updates to the Board, and adjustments to program
implementation and regulatory requirements, as necessary.

ARB committed to use the adaptive management approach as an
integral part of implementing the Cap-and-Trade program in order
to address unanticipated adverse air quality impacts that could
result from the program.
