arbcombo -- Notice of Public Workshop on Addition of New Offset Protocols to the California Greenhouse Gas Cap-and-Trade Program

ARB will hold a public workshop on new offset protocol
development.

Staff from the Air Resources Board (ARB) invites you to
participate in a workshop as part of amendments of the California
greenhouse gas (GHG) Cap-and-Trade Program. This workshop will
focus on evaluating the technical details of adding protocols for
Coal Mine Methane Projects and Rice Cultivation Projects to the
Cap-and-Trade Regulation. At the workshop, ARB staff will
provide an overview of the proposed protocols including project
eligibility, proposed quantification methodologies, and
recognition of early action offset credits. We welcome and
encourage your participation in this event.

Background
The California Cap on Greenhouse Gas Emissions and Market-Based
Compliance Mechanisms Regulation went into effect on January 1,
2012. The Cap-and-Trade Regulation contains provisions for the
use of a limited number of ARB offset credits generated under
approved Compliance Offset Protocols to meet an entities
compliance obligation. Currently the Regulation recognizes four
Compliance Offset Protocols: Ozone Depleting Substances Projects,
Livestock Projects, Urban Forest Projects, and U.S. Forest
Projects. ARB publicly announced at the June 2012 Board Meeting
their intent to evaluate additional protocols to help meet the
demand for ARB offset credits in the program. ARB has identified
two new protocols, Rice Cultivation Projects and Coal Mine
Methane Projects, as potentially meeting the requirements
specified in the Regulation for approval as Compliance Offset
Protocols.

The protocol for Coal Mine Methane Projects quantifies reductions
in methane emissions from mining operations. Underground and
surface coal mining can release methane to the atmosphere before,
during and after the mining process. There are two key sources
of methane from active coal mining: ventilation and
degasification. During ventilation dilute methane is vented
through mine ventilation shafts. For degasification vertical or
horizontal wells remove methane from the underground mine before,
during, or after mining. To reduce methane emissions, methane
can be captured and used for energy production or flared. The
protocol would include methodologies to identify eligible project
types, and to identify and quantify of eligible methane sources.

The protocol for Rice Cultivation Projects quantifies reductions
in methane emissions from flooded rice fields. Flooding results
in anaerobic decomposition of organic matter. The organic matter
can originate from soil amendments, plant residues or root
exudates. The amount of methane produced is affected by the
duration of flooding, the rice variety and the availability of
crop residues and organic matter.

The protocol would use the DeNitrification-DeComposition (DNDC)
biogeochemical process model to quantify soil carbon dynamics,
N2O and CH4 emissions. At this time projects would be limited to
California and the Mid-South Region (list states) for which the
DNDC model has been calibrated with empirical data. And the
protocol would be limited to three specific project activities:
(1) replacing wet seeding with dry seeding, (2) early drainage,
and (3) baling of rice straw.

The California Air Resources Board (ARB or Board) invites you to
participate in a public workshop on March 11, 2013, to discuss
proposals for several regulations and regulation amendments
related to on-road heavy-duty vehicles.

At this workshop, staff will be soliciting input on the following
proposals:

•Adopting a new regulation to harmonize with the Greenhouse Gas
(GHG) Emissions Standards for Medium- and Heavy-Duty Engines and
Vehicles that the United States Environmental Protection Agency
(U.S. EPA) adopted in 2011;
•Making amendments to ARB's existing Heavy-Duty Vehicle GHG
Emission Reduction Regulation (Tractor-Trailer GHG regulation) to
align with the proposed new regulation above;
•Adopting a new set of optional oxides of nitrogen (NOx)
standards for heavy-duty vehicle engines more stringent than the
current 2010 model year standard; and
•Making amendments to the Airborne Toxic Control Measure (ATCM)
to Limit Diesel-fueled Commercial Motor Vehicle Idling to expand
compliance responsibility.

Background:

In September 2011, the U.S. EPA adopted a new regulation for
controlling GHG emissions from new medium and heavy-duty engines
and vehicles. ARB staff is proposing to align with the federal
regulation in order to provide California with the ability to
certify engines and vehicles to the new standards as well as
enforce them.


On December 11, 2008, the Board approved the Tractor-Trailer GHG
regulation codified in sections 95300-95312 of title 17,
California Code of Regulations, and later amended it on December
17, 2010. This regulation reduces GHG emissions from long-haul
tractor-trailer combinations by requiring them to utilize U.S.
EPA SmartWay verified or designated technologies that will
improve fuel efficiency. To harmonize the tractor requirements
of the federal and California regulations, ARB staff is
considering modifications to its Tractor-Trailer GHG regulation.

ARB staff will be proposing optional NOx emission standards for
California certified 2015 and later model year engines. If the
optional standards are adopted, ARB's existing incentive programs
such as the Carl Moyer Memorial Air Quality Standards Attainment
program could be modified to give preference to engines certified
to the optional standards.
On July 22, 2004, ARB adopted an ATCM to Limit Diesel-fueled
Commercial Motor Vehicle Idling. This regulation is codified in
section 2485 of title 13, California Code of Regulations, and was
later amended on October 20, 2005 and December 11, 2008. ARB
staff is proposing to extend responsibility for complying with
the requirements of the idling ATCM to the owner of the vehicle.
In addition, staff's proposal would require California-based
shippers and California-based brokers to share responsibility for
compliance with the idling restrictions in the event that they
utilized the services of motor carriers that violated the
regulation and/or they did not settle their outstanding fines.

The California Air Resources Board (ARB) held an auction of
greenhouse gas allowances for use in the California Cap-and-Trade
Program on February 19, 2013. The results of that auction will
be published on the ARB website at 12:00 pm (noon) Pacific Time
on Friday, February 22, 2013.

The results will be posted on ARB's website at:

Once results are posted on the ARB website, auction participants
will also be notified by the Auction Administrator via email of
the availability of their auction results in the Auction
Platform. The auction results will be accessed by logging into

To support stakeholder use of the Compliance Instrument Tracking
System Service (CITSS) and participation in California's
Cap-and-Trade Program, Air Resources Board (ARB) staff are
holding a webinar for new CITSS users and those stakeholders that
have not yet completed user registration or account application.


The webinar, which will include a demonstration of the CITSS and
a question and answer period for stakeholders, will be conducted
on February 27th from 9:30 a.m. to 12:00 PM PT. Future training
will be offered to provide a review of how to transfer
allowances. An agenda will be posted prior to the webinar.

BACKGROUND
California's Cap-and-Trade Program became effective on January 1,
2012, with an enforceable compliance obligation beginning January
1, 2013.

The CITSS is a market tracking system that supports the
implementation of GHG cap-and-trade programs for California and
other jurisdictions. The CITSS is the record of ownership of
compliance instruments; records information related to accounts;
enables and records compliance instrument transfers; facilitates
compliance verification; and supports market oversight through
the collection of relevant information. The CITSS was initially
released in July 2012 for user registration and account
application. User registration is required in the CITSS prior to
applying for entity compliance instrument accounts. Compliance
instrument accounts must be established before an entity can hold
allowances or participate in GHG allowance auctions or reserve
sales.

arbcombo -- Availability of the March 2013 Reserve Sale Notice

The California Air Resources Board will make available the
"Reserve Sale Notice for the California Cap-and-Trade Program
Sale of Greenhouse Gas (GHG) Allowances from the Allowance Price
Containment Reserve (Reserve Sale)" to be held on March 8, 2013.


The March 2013 Reserve Sale will offer for sale allowances that
were transferred to the Allowance Price Containment Reserve
(APCR) from the annual allowance budgets for years 2013 through
2020. These allowances have no vintage year and the prices for
allowances in each tier are determined annually by ARB. The
March 2013 Reserve Sale is scheduled to take place from 10:00 AM
Pacific Time (PT) until 1:00 PM PT.

The March 2013 Reserve Sale Notice will provide information about
participant eligibility, format of the reserve sale, and APCR
allowances offered for sale. The March 2013 Reserve Sale is
different than the February 2013 Quarterly GHG Allowance Auction.
As documented in the Cap-and-Trade Regulation, only California
covered or opt-in entities can participate in reserve sales. At
the March 2013 Reserve Sale, allowances will be sold at
applicable prices for each of the three APCR tiers.

The March 2013 Reserve Sale Notice will be posted at 12:00 PM PT
(Noon), February 6, 2013 on ARB's website at:

ARB and the Reserve Sale Administrator will hold a bidders'

arbcombo -- Report to Legislature on Assembly Bill 32

The California Air Resources Board (ARB or Board) posted a report
to the Legislature on Assembly Bill 32 (AB 32).

The report provides a detailed update on ARB's activities to
achieve the goals of AB 32. ARB has undertaken ground-breaking
climate change initiatives, notably Cap-and-Trade, the Low Carbon
Fuel Standard, and the Advanced Clean Cars Program, and we are
working in close partnership with our regional partners to
implement SB 375. Since AB 32 was passed, ARB has worked
diligently to develop California's climate change programs and to
ensure their smooth implementation. We have made excellent
progress towards achieving our goal of reducing greenhouse gas
emissions to 1990 levels by 2020.

This report was prepared pursuant to the requirements of the
Supplemental Report of the 2012 Budget Act, item 3900-001-0001,
which requires ARB to provide AB 32 program updates semi-annually
and AB 32 fiscal information annually to the Joint Legislative
Budget Committee. The report also meets the requirements of
Senate Bill 1018 (Budget and Fiscal Review, Chapter 39, Statutes
of 2012), to provide semi-annual updates to the Joint Legislative
Budget Committee about Western Climate Initiative, Incorporated
(WCI, Inc.).
