arbcombo -- ARB Is Now Accepting Applications for the Voluntary Renewable Electricity Program

Application forms and instructions are now available to request
the retirement of California Cap-and-Trade Program GHG Allowances
for purchased and installed voluntary renewable electricity.

The Cap-and-Trade Program allows entities to apply to ARB to have
GHG allowances retired on their behalf for eligible voluntary
renewable electricity purchases, pursuant to California Code of
Regulations, title 17, § 95841.1. Application forms may be
downloaded from ARB's Voluntary Renewable Electricity website at:
http://www.arb.ca.gov/cc/capandtrade/renewable/voluntary-renewable-update.htm

BACKGROUND
The California Cap-and-Trade Regulation (Regulation) went into
effect on January 1, 2012. The Voluntary Renewable Electricity
(VRE) program supports renewable electricity purchases that are
not mandated by the Renewables Portfolio Standard (RPS), and
provides a mechanism for the recognition of voluntary purchases
of renewable electricity in the Cap-and-Trade Program. The
Cap-and-Trade Regulation specifies a percentage of allowances to
be set aside each year for VRE purposes. Voluntary purchasers of
renewable electricity may apply to retire allowances for these
purchases. Retirement of allowances under the VRE program allows
voluntary purchasers of renewable electricity to claim a
reduction in GHG emissions. Renewable electricity plays an
important role in meeting California's GHG emission reduction
goals. The growing voluntary renewable energy market will help
to further reduce emissions from the electricity sector and
stimulate innovation in renewable energy, promote new businesses
and job growth, and reduce air pollution.

What building operators do is a major behavior behind commercial
building energy use. Technical studies estimate that changes in
operations could save up to thirty percent of building energy use
at low cost. These changes could yield tremendous reductions in
California GHG emissions, but such changes are often not made.
This presentation reports on the results of a social
science-based study investigating building operations and energy
use, highlighting building-level, policy, and research strategies
that can help reduce commercial building energy use and
potentially even improve indoor environmental conditions.

Doing so starts with recognizing some of the energy paradoxes of
contemporary commercial buildings:
­ (1) occupants often report that buildings poorly support their
work even while the threat of occupant complaints is a dominant
force in how buildings are operated,
­ (2) usable information on energy use is scant, and
­ (3) the contribution of building operators and operations to
building performance and energy conservation is widely
undervalued.

These problems cannot readily be fixed by focusing just on
individual components, such as training, automation, or generic
attempts at occupant engagement or behavior change, but instead
require seeing and acting on buildings as social systems.

This presentation outlines some of the most important
interactions shaping building energy use, and illustrates common
problems as well as strategies for overcoming misalignments,
drawing on stories and insights from operators, other building
professionals, and occupants.

On May 5, 2014, the California Air Resources Board (ARB or Board)
will hold a public forum for the development of the Sustainable
Freight Strategy (Strategy). The purpose of this dialogue is to
provide an opportunity for open, interactive discussions with
staff and between attendees. Materials, including an agenda,
will be posted on the Sustainable Freight Transport Initiative

Background

California's freight transportation system is a multi-modal
system designed to move freight across the State, the nation, and

industry, air quality agencies, and the ports have yielded
significant progress in reducing the air pollution impacts from
the movement of freight or goods.

On January 23, 2014, the Board adopted resolution 14-2, which
directed staff to engage all interested stakeholders to provide
input on the development of a Strategy document by the end of
2014. The purpose of the Strategy is to identify and prioritize
actions that move California towards a sustainable freight
transport system that is characterized by improved efficiency and
zero or near-zero emissions.

on Fiscal Year (FY) 2014-15 Air Quality Improvement Program
(AQIP) Funding Plan and Greenhouse Gas Reduction Fund (GGRF)
Low-Carbon Transportation Investments.

The agenda and discussion document are now available for the
public workshop on April 3, 2014 to discuss development of the
Assembly Bill (AB) 118 AQIP Funding Plan and allocation of
low-carbon transportation GGRF investments for FY 2014-15. As
part of developing the FY 2014-15 Funding Plan, ARB staff will
seek public input to evaluate the project categories funded in FY
2014-15 and evaluate potential funding of new categories.

Background: AQIP is a voluntary incentive program administered by
the Air Resources Board (ARB) providing about $20-25 million per
year (depending on revenues) through 2023 for a variety of air
quality incentive projects, including low-emission vehicle and
equipment projects, air quality research, and advanced energy
technology workforce training. Each year the Board approves the
AQIP Funding Plan, which serves as the blueprint for expending
AQIP funds during the current FY.

In 2012, the Legislature passed and Governor Brown signed into
law three bills – AB 1532 (Pérez, Chapter 807), Senate Bill (SB)
535 (De León, Chapter 830), and SB 1018 (Budget and Fiscal
Review
Committee, Chapter 39) – that establish the GGRF to receive
auction proceeds and to provide the framework for how the auction
proceeds will be administered. The Governor's Proposed Budget
for FY 2014-15 includes $200 million for low carbon
transportation projects that expand existing efforts and provide
benefits to disadvantaged communities.

The AB 32 Environmental Justice Advisory Committee (Committee)
will be meeting on April 10, 2014 from 11:00 a.m. to 5:00 p.m.
(PDT) and April 11, 2014 from 9:00 a.m. to 1:00 p.m. (PDT) in
Conference Room 550, 5th floor of the CalEPA Headquarters

The purpose of this meeting is to discuss Committee comments for
the Proposed First Update to the Climate Change Scoping Plan,
including the development of a process to gauge the effects of AB
32 programs in environmental justice communities.

Background:
The California Global Warming Solutions Act of 2006, (AB 32)
calls for the Air Resources Board (ARB or Board) to convene an
environmental justice advisory committee, to advise the Board in

implementing AB 32. The Committee is comprised of
representatives from communities in the State with the most
significant exposure to air pollution, including, but not limited
to, communities with minority populations or low-income

ARB will host a Cap-and-Trade Program technical working group
meeting on a proposed Border Carbon Adjustment for the cement
sector on Wednesday, April 9, 2014, at Cal/EPA headquarters in
Sacramento.

On February 5, 2014, ARB staff conducted a public workshop to
discuss the potential inclusion of cement importers in the
California Cap-and-Trade Program starting at the beginning of the
second compliance period (January 1, 2015) using a border carbon
adjustment. A border carbon adjustment is a mechanism that would
create a compliance obligation for importers similar to the
obligation faced by the same industry within California. The
workshop kicked off the public process to consider regulatory
amendments that would include cement importers as an additional
covered sector subject to the California Cap-and-Trade
Regulation. In the workshop, staff discussed four program design
options and various design elements such as scope, applicability,
and program stringency.

The purpose of the April 9 technical working group meeting is to
discuss and solicit feedback on and information pertinent to a
staff proposal for program design, scope, and applicability of
this proposed design option, and default and facility- or
region-specific emission factors. Technical working group
membership is open to any interested stakeholders.
