hdghg -- Small Fleet Registration Deadline for Tractor-Trailer Greenhouse Gas (GHG) Regulation Extended

The California Air Resources Board has issued Advisory Mail-Out
MSC# 12-17 to notify stakeholders that the registration deadline
for the Small Fleet Compliance Plan has been extended to January
1, 2013. This extension will provide fleets that have not
already registered to use a compliance option under the
regulation to participate in the extended phase-in option of the
Small Fleet Compliance Plan that begins in 2013 and ends in 2016.

Background

The Tractor-Trailer GHG Regulation (regulation) applies to
53-foot or longer dry van or refrigerated van trailers (box-type
trailers) and the tractors that pull them on California highways.
The regulation requires tractor-trailers operating in California
to use tractors and box-type trailers that utilize certain
aerodynamic equipment and low rolling resistance tires, as
verified by the U.S. Environmental Protection Agency SmartWay
program, to meet specified fuel efficiency improvements.

The regulation establishes specific compliance deadlines for
trailers based on fleet size and model year. Specifically, small
fleets (with 20 or fewer trailers) may either:
• Bring all their pre-2011 model year trailers into compliance by
January 1, 2013, or
• Phase-in compliance over several years, between 2013 and 2016,
if they register by the registration deadline. That deadline has
been extended from September 1, 2012 to January 1, 2013.

ARB has released the Auction Notice for the California
Cap-and-Trade Program Greenhouse Gas (GHG) Allowance Auction on
November 14, 2012 ("Auction Notice").


The Auction Notice is posted on the ARB website at:

The November 14, 2012, GHG allowance auction will offer year 2013
current vintage allowances and year 2015 future vintage
allowances for sale.

The November 2012 auction is scheduled to take place from 10:00
AM Pacific Time (PT) until 1:00 PM PT. The Auction Notice
provides information about eligibility, auction format and
procedures, and participation requirements.

arbcombo -- Action Needed: Cap-and-Trade Program Compliance Instrument Tracking System Service User Registration and Account Application

The California Air Resources Board's (ARB) cap-and-trade program
became effective on January 1, 2012, with an enforceable
compliance obligation beginning with calendar year 2013
Greenhouse Gas (GHG) emissions.

On July 9, 2012, the Compliance Instrument Tracking System
Service (CITSS) was released for Cap-and-Trade User Registration
and Compliance Instrument Account Application activities. The
CITSS can be accessed at:

Many covered entities have not initiated the user registration
and account application process. Entities that are required to
consign allowances to the November Auction and covered industrial
entities eligible for free allocation of allowances in November
2012 must have an account in the CITSS to consign or receive
allowances. Additionally, entities and individuals that intend
to participate in November 2012 auction must have an approved
account in the CITSS prior to completing the separate Auction
application which will be available from September 14th through
October 15th.

Establishing accounts in the CITSS is a multi-step process that
can take several weeks to complete. To establish accounts, each
entity must complete the following steps:
1. Two (2) representatives must complete the user registration
online data entry in the CITSS.
2. Both representatives must complete and submit required hard
copy documentation required for user registration.
3. Both representatives must receive user registration approval
from the California Registrar.
4. The entity must complete account application data entry in the
CITSS to establish an entity account.
5. The entity must complete and submit account application forms
and hard copy documentation.
6. Receive approval of the account application from the
California Registrar.

Representatives of covered entities have two (2) options for
submitting the user registration hard copy documentation.

In addition, all entities with direct corporate associations to
other entities that have or will establish accounts in the CITSS
must complete a Consolidated Entity Account form. The form must
be submitted with the account application documentation (Step 5)
no later than September 15th if the entity(ies) intend to
participate in the November Auction. Guidance and the form are

The CITSS is the record of ownership of compliance instruments;
records information related to accounts; enables and records
compliance instrument transfers; facilitates compliance
verification; and supports market oversight through the
collection of relevant information.

To support California's program implementation, the CITSS is
being released in phases. User registration and account
application functions are now available in Release 1. Additional
CITSS functions such as allowance issuance and transfer are
expected to be in Release 2 available in October of 2012.

arbcombo -- September 24 - Emissions Market Assessment Committee (EMAC) Meeting

The Emissions Market Assessment Committee (EMAC), an advisory
group of academic economists established by the California Air
Resources Board, will hold a public meeting on Monday, September
24, 2012. The EMAC will discuss issues related to design and
operation of the California Cap-and-Trade market. The meeting
format will allow stakeholders to address the EMAC.

DATE: Monday, September 24, 2012

TIME: 10:00 am to 4:00 pm

LOCATION: Byron Sher Auditorium

ARB established the EMAC through an interagency agreement with
the University of California, Berkeley. The EMAC will provide
expert analysis and advice to ARB through quarterly meetings and
regular consultations with staff. At least two quarterly
meetings per year will be open to the public. In earlier
communications with stakeholders ARB staff had originally
referred to this group as the "Market Surveillance Committee."

This meeting is intended to provide a forum for discussion
between the EMAC members and interested stakeholders. The
meeting will be webcast. Stakeholders may also submit questions
to the EMAC during the meeting through e-mail.

All interested stakeholders are invited to attend.
