arbcombo -- SAVE THE DATE -- JULY 15 PUBLIC WORKSHOP TO DISCUSS DRAFT CHANGES TO REGULATIONS FOR CAP AND TRADE & MANDATORY GHG REPORTING

discuss draft changes to the greenhouse gas cap-and-trade and
mandatory greenhouse gas reporting regulations.

1001 "I" Street, Sacramento

Prior to the workshop, ARB will make the draft changes available
in discussion drafts of the cap-and-trade and mandatory reporting
regulations that outline changes based on Board direction from
the December 2010 consideration of these rules. A separate
listserv notice will be sent when these drafts are available.

In December 2010, the Board directed ARB staff to finalize a
cap-and-trade regulation, and corresponding revisions to the
mandatory GHG reporting regulation. The cap-and-trade program
covers major sources of GHG emissions in the State such as
refineries, power plants, industrial facilities, and
transportation fuels. The endorsed regulation includes an
enforceable emissions cap that will decline over time. The State
will distribute allowances, which are tradable permits, equal to
the emissions allowed under the cap. Sources under the cap will
need to surrender allowances and offsets equal to their emissions
at the end of each compliance period. The discussion draft will
propose to initiate the cap-and-trade program in 2012, but start
the requirements for compliance in 2013. Under this proposal,
the program would have a 2-year first compliance period rather
than the 3-year compliance period originally envisioned. No
allowances would be issued for 2012, and there would be no
compliance obligation for 2012 emissions. More details on the
elements of the program, including auction timing, will be in the
forthcoming discussion draft.

This workshop is meant to provide an opportunity for staff to
explain how Board direction is being incorporated into the
regulations and for stakeholders to ask questions about the
programs.

Staff will also discuss ways to ensure that large industrial
sources subject to the recently finalized Energy Efficiency and
Co-Benefits Audit regulation be required to take all
cost-effective actions identified under those audits.

All interested stakeholders are invited to attend.

The AB 32 Scoping Plan outlines the measures, approaches and
programs California will use to reduce greenhouse gases (GHGs) as
required under AB 32. The measures were also developed to help
clean the air, protect the environment and drive innovative new
solutions to clean energy.

In 2008, a FED was prepared that analyzed the potentially
significant environmental impacts that could result from
implementing the measures in the AB 32 Scoping Plan, including
the analysis of five alternatives. ARB staff has now prepared a
Supplement to the FED. The Supplement which is the subject of
this workshop provides an expanded and revised analysis of the
five alternatives discussed in the FED. On August 24, the Board
will reconsider its prior decision on the AB 32 Scoping Plan
based on the expanded environmental analysis provided in the
Supplement. If approved, the Supplement will supersede and
replace the project alternatives section of the FED.

arbcombo -- Corrected background information - Community Workshops for Advanced Clean Cars Regulations

The California Air Resources Board would like to invite you to
join staff and invited panelists to learn more about the health
and economic impacts of air pollution and climate change and what
the ARB is doing to reduce these emissions from the largest
single source -- passenger cars and trucks.

This fall, the ARB will propose a suite of regulations affecting
new cars sold between 2017 (not 2018) and 2025 to help meet those
goals. Called 'Advanced Clean Cars', these regulations will
significantly reduce greenhouse gas and smog emissions from
California's cars and trucks, will accelerate the numbers of
plug-in hybrids and zero-emission vehicles on the roads in
California, and will ensure that fuels such as electricity and
hydrogen are available for these new vehicle technologies.
California needs clean and efficient vehicles to meet its health
and climate change goals.

We are holding three evening workshops throughout the state to
hear your input as we develop the Advanced Clean Car
regulations. In addition, ARB is preparing an environmental
analysis (known as a Functional Equivalent Document, or FED) as
required under the California Environmental Quality Act. This
analysis will identify potentially significant environmental
impacts of the proposed Advanced Clean Cars regulations, and
feasible mitigation for such impacts. These meetings will also
serve as scoping meetings for the FED, to receive input as to
what elements you consider important for inclusion in the
environmental analysis.

Background: Despite progress in addressing the state's stubborn
air pollution problems, 90 percent of Californians still live in
areas with unhealthy air. Climate change will exacerbate air
pollution, and its impacts are already being felt in some areas.

The State of California has committed to protect public health,
the economy, and the environment through policies that address
air pollution and climate change, and the ARB is charged with
implementing these policies.

hdghg -- Deadline for large fleets to register for phase-in compliance option extended to August 1, 2011

Advisory 429 explains administrative changes in implementing the
requirements of the Tractor-Trailer Greenhouse Gas regulation
that extend the reporting deadline for large fleets with 21 or
more 53-foot or longer box-type trailers from July 1, 2011 to
August 1, 2011. The regulation provides large fleets with the
option to either bring all of their pre-2011 model year trailers
into compliance with the requirements of the regulation by July
1, 2013, or to phase-in compliance over a period of five years
with the condition that fleets first register with ARB if
choosing this option.
Advisory 429 extends the reporting deadline from the original
deadline of July 1, 2011 to August 1, 2011 to register for the
phase-in option.
Registration for the large fleet compliance phase-in option can
be completed at the following link:
https://secure.arb.ca.gov/ssltrucrs/trucrs_reporting/reporting.php.
ARB estimates that from 2010 to 2020, the regulation is expected
to reduce 33 million metric tons of CO2 emissions nationwide. The
more aerodynamic trucks and trailers are estimated to save about
3 billion gallons of diesel fuel from nationwide operations.
Fleet owners can expect to see a return on their investment for
skirts, tires and fairings within 2.3 years if they travel
100,000 miles per year.

arbcombo -- Mandatory Commercial Recycling Regulation

CalRecycle staff is conducting a workshop to seek stakeholder
input on the proposed AB 32 Mandatory Commercial Recycling
regulation.

The proposed mandatory commercial recycling regulation will
reduce greenhouse gases by focusing waste reduction within the
commercial sector and requiring businesses and multifamily units
of 5 units or more that produce more than four cubic yards of
solid waste per week to recycle. Recycled materials can include,
but are not limited to paper, plastics, glass, metals, cardboard,
organics, food waste, and construction and demolition materials.
The GHG emissions reductions goal for this measure is estimated
to be 5 MMTCO2E. At the workshop, staff will present the results
of additional economic analyses done for the proposed regulation
and changes to the regulatory language since the January 19, 2011
workshop. The workshop will be held on Tuesday, July 19, 2011,
from 1:30 p.m. until 4:30 p.m. in the Byron Sher Auditorium
located at CalEPA, 1001 I Street, Sacramento, CA 95814.
Participation via webcast will be available.

The Draft Proposed Regulation and Summary of the Proposed
Regulation will be posted to CalRecycle's website prior to the
workshop. Additional information, including the slides of the
presentation and information regarding the webcast of the
workshop, will also be posted prior to the workshop at the

arbcombo -- Course 512, Diesel Vehicle Regulation Overview Training Course

The California Air Resources Board will be conducting a Course
512, Diesel Vehicle Regulation Overview Training Course on July
19th, 2011 at Los Angeles Trade Technical College**.

The training includes information on a variety of regulations
effecting heavy-duty diesel engines including; Periodic Smoke
Inspection Program (PSIP); Heavy-duty Vehicle Inspection Program
(HDVIP); Commercial Vehicle and School Bus Idling; Emission
Control Labels (ECL): Verified Diesel Emission Control Strategies
(VDECS, retrofit DPF's); Truck and Bus; Drayage; Transport
Refrigeration Units (TRU); Tractor/Trailer Greenhouse Gas
Reduction; and In-use Off-road regulations.

There is no cost for the training. Pre-enrollment is
encouraged.

The Air Resources Board (ARB or Board) reposted its solicitation
for proposals for the ARB's Direct Loan Program on June 2, 2011.
The ARB has now released Addendum 1 for the 2011 Direct Loan
Program RFP No. 10-622. Addendum 1 replaces the prior
solicitation released on June 2, 2011, with a revised version
that clarifies certain requirements within the RFP. Please
disregard the prior version of the solicitation. It is the
Proposers' responsibilities to completely review the revised
version of the RFP to ensure that submitted proposals are
responsive to the RFP requirements. In addition, Addendum 1

hdghg -- July 1, 2011 Reporting Deadline for Large Fleets of Trailers

Fleets have two options to comply with California's
Tractor-Trailer Greenhouse Gas regulation: either be in
compliance by January 1, 2013, or take advantage of an option
which allows a longer compliance phase-in. To take advantage of
the longer phase-in, large fleets (with 21 or more trailers) must
submit a compliance plan to the California Air Resources Board by
July 1, 2011. The plan includes a list of trailers in the fleet,
and the scheduled percentage of trailers to be brought into
compliance each year. The phase-in option allows fleets up to
five years from 2011 through 2015 to phase-in compliance for
their California bound trailers. Instructions on how to prepare
and submit your plan can be found in the Large Fleet Compliance
