arbcombo -- 11/7/16 Workshop on 2030 Target Scoping Plan Update: GHG Policy Scenarios, Natural & Working Lands, and Public Health Analysis

The California Natural Resources Agency, California Department of
Food and Agriculture, California Department of Public Health, and
California Air Resources Board (ARB) are jointly hosting a public
workshop to discuss policy scenarios and associated reductions;
the Natural and Working Lands (NWL) Sector, including carbon
sequestration scenario modeling and ARB's NWL inventory; and
public health implications of climate change and mitigation
polices. This work is being done to inform development of the
update to the State's AB 32 Scoping Plan to reduce greenhouse gas
(GHG) emissions to meet the 2030 target codified in Senate Bill
32.

The meeting is open to the public and full participation by all
parties is encouraged:

Background
This workshop is part of the public process to update the AB 32
Scoping Plan to reflect Governor's Executive Order B-30-15 and
Senate Bill 32, which establish a mid-term GHG reduction target
for California of 40 percent below 1990 levels by 2030. All
State agencies with jurisdiction over sources of GHG emissions
were directed to implement measures to achieve reductions of GHG
emissions to meet the 2030 and 2050 targets. ARB was directed to
update the AB 32 Scoping Plan. ARB and other State agencies are
identifying the suite of programs, regulations, incentives, and
supporting actions needed to continue driving down emissions and
ensure we are on a trajectory to meet our mid- and long-term
climate goals.

arbcombo -- Advanced Clean Truck Strategies, Truck Aerodynamics, and Sustainable Freight Data Collection Public Workshop

The Air Resources Board (ARB) invites you to participate in a
public workshop on November 1, 2016 to discuss advancing clean
truck technologies and data collection efforts. The workshop will
begin the discussion on strategies to accelerate the market for
advanced clean technologies primarily in local truck and last
mile delivery applications and on supporting sustainable freight
data collection efforts. The workshop will also enlist
participation in survey and data gathering efforts to
characterize vocational truck fleets and identify vocational
vehicles that could benefit from the use of aerodynamic
technologies. These strategies support ARB's efforts to protect
public health for the millions of Californians that still breathe
unhealthy air, reduce exposure to air toxics in disadvantaged
communities, and meet California's greenhouse gas emission (GHG)
reduction targets as part of the global action needed to slow
global warming and achieve climate stabilization. The workshop

Air Resources Board (ARB or Board) staff invites interested
parties to participate in a public workshop on October 21, 2016,
to discuss potential amendments to the Cap-and-Trade Regulation
(Regulation).

Purpose of Workshop
ARB will hold a workshop on October 21 to continue the public
process of the 2016 amendments to the Regulation and follow-up
from the September 22, 2016, Board hearing. The workshop will
cover the following topics:

• Potential changes to program design to support greater
greenhouse gas reductions at covered entities
• Market program data transparency
• Post-2020 allocation to industry and utilities
• Natural gas supplier allocation consignment
• CAISO Energy Imbalance Market compliance obligations
• Treatment of waste-to-energy facilities

Some presented topics may be part of the current scope of
amendments and others may need to be implemented as part of a
subsequent rulemaking that would take effect prior to 2021.

Staff proposals for post-2020 allocation will be made available
at noon (12 pm) Pacific time on October 14, 2016. All materials
will be posted at

All interested stakeholders are invited to attend. A live

The Board first formally adopted the Regulation in October 2011,

efficiency, update the Regulation using the latest information,
and chart post-2020 implementation of the Program.

The ARB has released an updated Auction Notice for the California
Cap-and-Trade Program and Québec Cap-and-Trade System Joint
Auction of Greenhouse Gas Allowances on November 15, 2016.

The updated Auction Notice is posted on the ARB website at:
www.arb.ca.gov/auction.

Allowances offered for sale in the November 2016 Joint Auction #9
are issued under the California Cap-and-Trade Program and the
Québec Cap-and-Trade System. The allowances listed for the
Current Auction can include allowances that have been made
available for auction from closed Compliance Instrument Tracking
System Service (CITSS) accounts, allowances submitted for
untimely surrender obligations, allowances that were originally
freely allocated and have been returned as a result of an
enforcement settlement, and consigned allowances and California
state- and Québec provincial-owned allowances of the current or
prior years which were offered but not sold in prior auctions.
Allowances offered in the Current Auction may need to be adjusted
due to changes in allowances required for the purpose of
allocation to covered entities.

Allowances offered for sale in the November 2016 Joint Auction #9
have been adjusted as provided in the updated November 2016 Joint
Auction #9 Notice.

arbcombo -- CVRP Grant Solicitation for FY 2016-17 with Option for a new Grant Agreement for FY 2017-18 and FY 2018-19

The California Air Resources Board (ARB or the Board) is pleased
to announce its grant solicitation for an administrator to
implement the Clean Vehicle Rebate Project (CVRP) and Increased
Incentives for Public Fleets in Disadvantaged Communities (Public
Fleet Pilot Project) for Fiscal Year (FY) 2016-17. The
solicitation includes the option for new Grant Agreements for
each of the following two fiscal years (FY 2017-18 and FY
2018-19). Contingent upon Board approval to implement the
modifications to the FY 2016-17 Funding Plan for the Low Carbon
Transportation Investments and Air Quality Improvement Program
(Funding Plan), the current funding available is $78 million for
CVRP and up to $3 million for the Public Fleet Pilot Project,
with a total of up to $81 million. The inclusion of the Public
Fleet Pilot Project is specifically contingent upon the Board
allocating up to $3 million to the Public Fleet Pilot Project.

CVRP is intended to encourage and accelerate zero- and near-zero
emission, on-road light-duty vehicle deployment and technology
innovation. This project currently provides rebates for
California purchasers and lessees of up to $6,500 for fuel cell
electric vehicles (FCEVs), up to $4,000 for battery-electric
vehicles (BEVs), up to $3,000 for plug-in hybrid electric
light-duty vehicles (PHEVs), and up to $900 for zero-emission
motorcycles (ZEMs) on a first-come, first-served basis. These
rebate amounts have not been updated to reflect recently adopted
legislation and are subject to change. In addition, the Public
Fleet Pilot Project provides increased incentives for public
fleets located in or serving disadvantaged communities. Rebates
offered to public fleets located in or serving disadvantaged
communities are up to $15,000 for FCEVs, $10,000 for BEVs, and
$5,250 for PHEVs.

This solicitation is open to federal, state or local government
entities or agencies, and California nonprofit organizations with
expertise implementing a grant program and general knowledge of
ARB's clean vehicle programs. Applications are due to ARB no
later than 5:00 p.m. (PST), November 4, 2016.

ARB will hold two Applicant Teleconferences, at which time staff
will be available to answer questions potential applicants may
have regarding eligibility, application completion, and other
requirements. The first teleconference is to address preliminary
questions. The second teleconference will confirm Board approval
of the inclusion of the Public Fleet Pilot Project and address
any other final questions.

California has committed to an ambitious plan to reduce statewide
greenhouse gas (GHG) emissions to 1990 levels by 2020 through
Assembly Bill 32 (AB-32), which requires accurate accounting of
emissions for effective mitigation planning and verification of
future emission reductions. Atmospheric GHG measurements from
networks of towers can be combined with existing knowledge of
emissions in a statistical inverse model -- weighing existing
knowledge with the new observations -- to more accurately
quantify GHG emissions. This study quantifies major anthropogenic
GHGs including fossil fuel CO2 (ffCO2), methane (CH4) and nitrous
oxide (N2O) emissions within California with a Bayesian inverse
modeling framework, using atmospheric observations from an
expanded GHG measurement network across California over multiple
