As of the bid guarantee deadline of June 17, 2013, no covered
entities or opt-in entities had indicated an intent to bid at the
June 2013 reserve sale and provided a bid guarantee. Therefore,
the Air Resources Board will not be holding the reserve sale
scheduled for June 27, 2013.

The next reserve sale is scheduled for September 27, 2013. A
notice for that reserve sale will be posted approximately 30 days
prior to the scheduled date. All allowances for the June 2013
reserve sale will be made available at the September 2013 reserve
sale.

Background:

The California Cap-and-Trade Program includes an Allowance Price
Containment Reserve available to California covered entities and
opt-in covered entities in quarterly reserve sales. More

The morning session of this workshop will cover staff proposals
on potential amendments to the Cap-and-Trade Regulation reporting

and additional cost containment mechanisms. The afternoon
session on cost containment will include discussion by a panel of
experts on the potential scenarios that could lead to higher
allowance prices, the potential for depletion of the Allowance
Price Containment Reserve, and potential mechanisms to address
stakeholder concerns on cost containment while ensuring
environmental integrity of the program.

Background
The California Cap-and-Trade Regulation (Regulation) was formally
adopted by the Air Resources Board (ARB or Board) in 2011. In
2012, the Board adopted a limited set of amendments focused on
implementation of the Regulation. In response to Board direction
and further discussions with stakeholders, staff began a public
process this spring to propose additional amendments for Board
consideration in fall 2013. This workshop continues the
discussion of topics that staff will consider for new
amendments.

arbcombo -- CalRecycles June 18 Draft Waste Management Sector Technical Papers

A public workshop, co-hosted by CalRecycle and Air Resources
Board (ARB) staff, will be held June 18, 2013 from 1:00 pm to
4:30 pm at Cal/EPA Headquarters. The purpose of this workshop is
to seek public input on a Draft Waste Management Sector Plan.

At the June 18 workshop, staff will present a draft framework for
a Waste Management Sector Plan. The draft framework consists of
a Waste Management Sector Overview paper, accompanying draft
technical papers covering the various waste management options
and an Implementation Plan. A revised Agenda and Overview, as
well as, the Implementation Plan, and draft technical papers are

What is the 2013 Update to AB 32 Scoping Plan?
As required by AB 32, the first Scoping Plan was adopted in 2008.
This Plan must be updated every five years. The 2013 Update to
the Scoping Plan will define ARB's climate change priorities for
the next five years and lay the groundwork to start the
transition to achieve post-2020 goals. The 2013 Update will
highlight California's progress toward meeting the "near-term"
2020 GHG emission reduction goals defined in the original 2008
Scoping Plan. It will also evaluate how to align the State's
"longer-term" GHG reduction strategies with other State policy
priorities, such as for water, waste, natural resources,
agriculture, clean energy, transportation and land use.

The California Air Resources Board (ARB) staff will hold a
workshop on June 26, 2013, at 9 am to discuss potential revisions
to ARB's Regulation for the Mandatory Reporting of Greenhouse Gas
Emissions (title 17, California Code of Regulations, sections
95100-95157)(Mandatory Reporting Regulation).
The potential revisions would support potential amendments to the
California's Cap-and-Trade Program, and also update several
sections of the Mandatory Reporting Regulation. Potential

Lime Production Emissions: Modify emissions estimation method for
lime production to account for CO2 reinjected and recovered in
production.

Fuel Suppliers: Modify reporting requirements for natural gas
suppliers to support the broad-scope covered emissions
calculation.

Sub-ID level reporting: Add in reporting provisions for reporting
at the "sub-ID" level. This will ensure emissions associated
with a single facility are clear. Mainly for cogeneration
facilities.

Allowance Revenue Allocation: Add information to support the
Investor Owned Utility revenue return assessment in collaboration
with the California Public Utilities Commission.

Lead Production: Add emissions and product data reporting
requirements for lead production in California. This reporting
sector was previously excluded from the Mandatory Reporting
Regulation.

Facility Ownership: Clarify reporting obligations related to
changes of ownership of co-located, contiguous facilities.

Product Data: Additional product data reporting requirements to
support allocation of allowances.

Emissions Data Reporting Topics:

Petroleum and Natural Gas Systems: Update leaker emission
reporting for onshore petroleum and natural gas production in
response to stakeholder concerns; Incorporate a crude oil and
produced water flash liberation test method developed by ARB
staff for reporters to use.

Stationary Combustion: Add fuel cell emissions to the reporting
threshold to assess the amount of natural gas used in California;
Collect additional information on bio-methane producers to
increase verification transparency.

Inventory Support: Add abbreviated reporter requirement to report
fuel use by unit type to ensure reporting compatibility with
non-abbreviated reporters; Modify hydrogen production to subtract
out transferred CO2 to prevent double-counting.

Verification: Modify the product data verification statement to
reflect carbon weighted tonne (CWT) reporting for refineries, so
verification statements can differentiate between intermediate
and primary refinery products; Clarify requirements for
non-conformance.

Electric Power Entities: Clarifications to address handling of
power contracts and reporting of Asset-Controlling Supplier
power

The California Global Warming Solutions Act of 2006, (AB 32)
calls for the Air Resources Board (ARB or Board) to convene a
global warming environmental justice advisory committee, to
advise the Board in developing the scoping plan, and any other
pertinent matter in implementing AB 32. The advisory committee
is comprised of representatives from communities in the State
with the most significant exposure to air pollution, including,
but not limited to, communities with minority populations or
low-income populations, or both. The Board appointed the first
environmental justice advisory committee to advise it on the 2008
Scoping Plan and other climate change programs. To advise the
Board on the 2013 Scoping Plan Update, ARB reconvened a new EJAC
on March 21, 2013. Committee meetings are open to the public and
include a public comment period.

The first of the Energy Efficiency Assessment Public
Reports—Refinery Sector Public Report—will be available at noon
on June 6, 2013, on the following website:.

ARB staff is developing five separate Public Reports compiling
the information provided by the facilities subject to the EEA
Regulation. The Public Reports provide a sector-wide and
facility-specific summary of the energy efficiency improvement
projects identified by all of the reporting facilities. In
addition, information on the estimated greenhouse gas, criteria
pollutant, and toxics pollutant emission reductions and costs, as
reported by the facilities, is included. The data presented in
the reports is aggregated in a manner to be consistent with the
public disclosure requirements under California Code of
Regulations (CCR) §95610.

The release of the Energy Efficiency Assessment Public Reports is
Phase 1 of a multi-phase program. ARB staff will be scheduling a
stakeholder meeting on the Refinery Sector Public Report in early
July to receive public comments on the report.

Phase 2: Develop and Release ARB Findings Report
ARB staff will conduct a comprehensive review of the reported
data, comparing projects across sectors and evaluating them
against other available information, including the Department of
Energy Industrial Technologies Program Best Practices. ARB staff
will prepare a draft report with preliminary findings and
recommendations covering all of the sectors.

Phase 3: Develop Energy Efficiency Implementation Program
The stakeholder meetings and the subsequent ARB Findings Report
will be used as a starting point for discussion with all
stakeholders on what actions and approaches could be taken to
maximize on-site greenhouse gas, criteria, and toxic pollutants
emission reductions.

Background: On July 22, 2010, the Air Resources Board (ARB)
approved the Energy Efficiency and Co-Benefit Assessment of Large
Industrial Facilities (EEA Regulation). The regulation required
the largest industrial sources in California to conduct a
one-time assessment of fuel and energy consumption, and emissions
of greenhouse gas, criteria pollutants, and toxic air
contaminants. Affected facilities were also required to identify
potential improvements in equipment, processes, or systems that
could result in energy savings.

arbcombo -- Update to Median Price Statistic in GHG Allowance Auction Results

The California Air Resources Board (ARB) is releasing an update
to the reported median price statistic for the three previous
auctions of greenhouse gas allowances for use in the California
Cap-and-Trade Program on November 14, 2012, February 19, 2013,
and May 16, 2013.

We will be updating the median statistics for auctions 1, 2, and
3. The median price statistic is being clarified to distinguish
between the median bid price and the median allowance price.
Both statistics will be provided. No other statistics, including
the clearance prices, will change. Changes related to this
update will be in strikeout and underline format.

The updated summary reports will be published on the ARB website
at 12:00 p.m., (Noon) Pacific Daylight Time (PDT) on Wednesday,
June 5, 2013.
