California and the United States face grave challenges in
economy, environment, and health. "Easy oil" is gone and other
resources are being depleted. Global heating increasingly
threatens human health and species survival worldwide. Medical
care costs will continue to escalate for reasons of technology
and population aging, and the tripling of obesity and doubling of
diabetes rates will impose staggering health and productivity
costs, so that by the year 2030 eleven percent of U.S. adults
will have a Body Mass Index over 40 (100 pounds overweight).

These challenges demand solutions that solve problems across the
domains of economy, environment, and health. To meet these
fiscal, social, and environmental needs, California must demand
top-down and bottom-up solutions. California is showing
leadership in greenhouse gas reduction and sustainability, in new
technologies and pollution reduction, but needs a vision for
human habitats, homes and offices, neighborhoods, and transit
systems that salvage health as well as the economy and the
planet: communities that use fewer resources and at the same time
offer rich engagement in life, meaningful work, local healthy
food, and plenty of "incidental" physical activity.

Dr. Jackson will present strategies to get these options to
work.

hdghg -- Small Fleet Registration Deadline for Tractor-Trailer Greenhouse Gas (GHG) Regulation Extended

The California Air Resources Board has issued Advisory Mail-Out
MSC# 12-09 to notify stakeholders that the registration deadline
for the Small Fleet Compliance Plan has been extended to
September 1, 2012. This extension will provide certain fleets
that have not already registered to use a compliance option under
the regulation to participate in the extended phase-in option of
the Small Fleet Compliance Plan that begins in 2013.

Background

The Tractor-Trailer Greenhouse Gas Regulation (regulation)
applies to 53-foot or longer dry van or refrigerated van trailers
(box-type trailers) and the tractors that pull them on California
highways. The regulation requires tractor-trailers operating in
California to use tractors and box-type trailers that utilize
certain aerodynamic equipment and low rolling resistance tires,
as verified by the U.S. Environmental Protection Agency SmartWay
program, to meet specified fuel efficiency improvements.

The regulation establishes specific compliance deadlines for
trailers based on fleet size and model year. Specifically, small
fleets (with 20 or fewer trailers) may either:
• Bring all their pre-2011 model year trailers into compliance by
January 1, 2013, or
• Phase-in compliance over several years, between 2013 and 2016,
if they register by the registration deadline. That deadline has
been extended from July 1, 2012 to September 1, 2012.

The California Air Resources Board in partnership with the
California Plug-in Vehicle Collaborative has launched a new car
buying guide and resource center dedicated completely to plug-in
electric vehicles (PEVs) in California. The new "PEV Resource
Center" was developed to provide detailed assistance, information
and tools to California car buyers, fleets, businesses and other
audiences interested in plug-in vehicles. The new website allows
the ability to search and compare plug-in vehicles on the market,
understand charging, explore costs, find rebates, tax credits and
other incentives available, get helpful checklists and much more.
