arbcombo -- Availability of 2012 GHG Emissions and Cap-and-Trade Covered Entities List

The Air Resources Board (ARB) will release the 2012 greenhouse
gas emissions data and an updated list of Cap-and-Trade covered
entities at 12:00 pm (noon) Pacific Time on Monday, November 4th.


The 2012 GHG emissions data was collected under the ARB's
Mandatory Greenhouse Gas Reporting Program and will be posted on
ARB's Mandatory Greenhouse Gas Emissions Reporting page at:

http://www.arb.ca.gov/cc/reporting/ghg-rep/reported_data/ghg-reports.htm

An updated list of the Cap-and-Trade covered entities will be
posted on ARB's Cap-and-Trade page at:

http://www.arb.ca.gov/cc/capandtrade/capandtrade.htm

Background

The Global Warming Solutions Act of 2006 (Assembly Bill 32, or AB
32) requires the ARB to adopt regulations for the mandatory
reporting of greenhouse gas emissions. The Regulation for the
Mandatory Reporting of Greenhouse Gas Emissions went into effect
on January 1, 2009. Over 700 entities, including facilities,
fuel suppliers, and electric power importers, are required to
report their greenhouse gas emissions data to ARB. Emissions
data reports from entities with 25,000 metric tons carbon dioxide
equivalent or greater emissions must be verified by
ARB-accredited third-party verifiers. The information in the
emissions data reports is used to support ARB's GHG emissions
reduction actions, including California's Cap-and-Trade program.

The California Cap on Greenhouse Gas Emissions and Market-Based
Compliance Mechanisms Regulation went into effect on January 1,
2012. Entities that emit 25,000 metric tons carbon dioxide
equivalent or greater in any year beginning in 2009 through 2012
are considered a covered entity beginning January 1, 2013.
Covered entities must register with the Compliance Instrument
Tracking System Service (CITSS) and submit compliance instruments
equal to their emissions for each compliance period.

EPA to Hold Public Listening Session in San Francisco on Reducing
Carbon Emissions from Existing Power Plants

Session to be Streamed Live Online

SAN FRANCISCO – As part of President Obama's Climate Action Plan,
the U.S. Environmental Protection Agency will hold a public
listening session in San Francisco to solicit input from the
public and stakeholders as the EPA develops Clean Air Act
guidelines to reduce carbon emissions for existing power plants.
Power plants are the nation's largest stationary source of carbon
pollution, responsible for about one third of all greenhouse
gases in the United States.

Taking steps to cut harmful carbon pollution will move us toward
a cleaner, healthier, more stable environment for future
generations, while supplying the reliable, affordable energy
needed for economic growth. The feedback from this public
listening session, as well as written input received by email,
will play an important role in helping EPA develop smart,
cost-effective guidelines that reflect the latest and best
information available.

The Clean Air Act gives both EPA and states a role in reducing
air pollution from power plants that are already in operation.
The law directs EPA to establish guidelines, which states use to
design their own programs to reduce emissions. Before proposing
guidelines, EPA must consider how power plants with a variety of
configurations would be able to reduce carbon pollution in
cost-effective ways.

arbcombo -- Availability of Staff Suggested Modifications to Amendments to the GHG Mandatory Reporting Regulation

On October 24, 2013, at 9:00 am PST, California Air Resources
Board (Board or ARB) staff will post suggested modifications to
the amendments to the Regulation for the Mandatory Reporting of
Greenhouse Gas Emissions (MRR) at the following link.

On Friday, October 25 the Board is scheduled to hear proposed
amendments to the MRR. Staff will also present the suggested
modifications. In the document, any modifications to the
originally proposed amendments are displayed in double-underline
or double-strikeout text. These modifications are updates to the
original proposed revisions posted on September 4, 2013 here:

arbcombo -- Notice of Public Availability of the Draft Board Resolution for the Cap-and-Trade Regulation for October 25, 2013 Board Hearing

The Air Resources Board (ARB or Board) will post the draft Board
Resolution on Friday, October 25, 2013 at 8:00 am Pacific Time
for the October Board Hearing to consider proposed amendments to
the California Cap On Greenhouse Gas Emissions and Market-Based
Compliance Mechanisms Regulation (Regulation). Attachment B of
the draft Board Resolution will contain an overview of the main
topics ARB staff is proposing for further public consultation as
part of a subsequent 15-day comment period. Staff will continue
to coordinate with stakeholders in the development of the
regulatory text for the 15-day proposal.

The draft Board Resolution and Attachment B will be posted on the
ARB Cap-and-Trade website at:

The Cap-and-Trade regulatory materials for the October Board

Background
The California Cap-and-Trade Regulation was formally adopted by
the Board in 2011. In response to Board direction and further
discussions with stakeholders, staff began a public process to
propose amendments for Board consideration in fall 2013. On
September 4, 2013, staff released a 45-day proposal for
modifications to the Regulation that will be heard at the October
2013 Board Hearing.

As a result of continuing development of the 45-day proposal and
further stakeholder discussion, staff is proposing additional
modifications to the Regulation. The full regulatory text, with
the specific modifications to the Regulation clearly indicated
for each proposed modification, will be made available to the
public, for a 15-day comment period.

proposed greenhouse gas (GHG) regulations for medium- and
heavy-duty engines and vehicles, optional reduced emission
standards for heavy-duty engines, and amendments to the
tractor-trailer GHG regulation, diesel-fueled commercial motor
vehicle idling rule, and the heavy-duty hybrid-electric vehicles
certification procedures.
