Public Meeting on Air Quality Monitoring in Neighborhoods near Oil and Gas Facilities

California Air Resources Board (CARB) staff invites you to a public meeting to discuss air quality monitoring in neighborhoods located near oil and gas facilities.

CARB is interested in public input to develop an air study in California neighborhoods located near oil and gas operations. The study will focus initially on neighborhoods near oil production facilities with measurements conducted for several months at a time in each selected community. Information will provide feedback for other programs including CARB's recently adopted oil and gas methane regulation.

CARB staff is interested in input on study design, site selection criteria, pollutants of concern, and other community concerns.

The goals of this public meeting are to:

  • Outline the scope of the study
  • Solicit input from community members, organizations, and interested parties
  • Answer questions

The meeting will be held at the following time and location:

El personal del Consejo de Recursos del Aire de California (CARB, siglas en inglés) los invita a participar en una reunión conjunta para dialogar sobre conceptos para controlar la contaminación de las grandes instalaciones de carga y reducir la exposición en las comunidades más impactadas por la contaminación del aire. El personal de CARB del Freight Transport Branch y la Oficina de Protección del Aire Comunitario están convocando esta reunión conjunta para dialogar con los residentes que viven en comunidades cerca de los puertos, las terminales ferroviarias, los almacenes, los centros de distribución, los cruces de frontera, y las instalaciones que emiten concentraciones altas de contaminantes del aire tóxicos y contaminantes según criterios del aire. Los miembros de la comunidad pueden obtener información sobre reglas que están en proceso, el desarrollo de nuevos conceptos para reducir la contaminación y los impactos en la salud que resultan de las operaciones de carga, y la implementación y el proceso de desarrollo para reducir las emisiones dañosas con el Programa de Protección del Aire Comunitario.


Historial

En marzo del 2017, el Consejo escuchó el testimonio público sobre el Plan del Distrito de Administración de la Calidad del Aire de la Costa Sur (SCAQMD, siglas en inglés) y la Estrategia de Fuentes Móviles de CARB para el Plan de Implementación del Estado (SIP, siglas en inglés).  El Consejo adoptó las Resoluciones 17-7 y 17-8, además de un apéndice que proporcionó dirección adicional al personal, incluyendo:

En 12 meses, "…el personal de CARB volverá al Consejo con conceptos sobre una regla de fuentes indirectas para controlar la contaminación de las grandes instalaciones de carga, incluyendo puertos, terminales ferroviarias, almacenes y centros de distribución, además de cualquier otra alternativa capaz de lograr niveles parecidos de reducciones de emisiones…" 

Este proceso involucrará alcance a las personas interesadas, incluyendo talleres formales y reuniones informales, para identificar las opciones potenciales para la reducción de las emisiones de las instalaciones de carga y para entender los pros y los contras relativos.  El personal de CARB presentará los conceptos al Consejo en marzo del 2018. 

Estas actividades de CARB relacionadas con la carga también están relacionadas con la implementación de la Ley 617 de la Asamblea (C. García, Capítulo 136, Estatutos del 2017), la cual establecerá dirección para el desarrollo y la implementación de los planes de reducción de emisiones de comunidades que se enfocan en reducir la exposición en las comunidades más impactadas por la contaminación.

Joint Community Meeting for Minimizing Community Health Impacts from Freight and Community Air Protection Program

The California Air Resources Board (CARB) staff invites you to participate in a joint community meeting to discuss concepts to control pollution from large freight facilities and reduce exposure in neighborhoods most impacted by air pollution.  CARB staff from the Freight Transport Branch and the Office of Community Air Protection are co-hosting this joint meeting to talk with residents living in communities near seaports, railyards, warehouses, distribution centers, border crossings, and facilities that emit high concentrations of toxic air contaminants and criteria air pollutants.  Community members can get information about regulatory actions already underway, the development of new concepts to reduce the air pollution and health impacts from freight, and the implementation and development process to reduce harmful air emissions with the Community Air Protection Program.  


Background

In March 2017, the Board heard public testimony on the South Coast Air Quality Management District's (SCAQMD's) Plan and CARB's Mobile Source Strategy for the State Implementation Plan (SIP).  The Board adopted Resolutions 17-7 and 17-8, as well as an addendum that provided additional direction to staff, including:

Within 12 months, "…staff shall return to the Board with concepts for an indirect source rule to control pollution from large freight facilities including ports, railyards, warehouses, and distribution centers, as well as any identified alternatives capable of achieving similar levels of emission reductions…"

This process involves stakeholder outreach, including formal workshops and informal meetings, to identify potential options for reducing emissions from freight facilities and to understand the relative pros and cons.  CARB staff will present concepts to the Board in March 2018. 

These CARB freight-related activities will also work in concert with the ongoing work to implement Assembly Bill 617 (C. Garcia, Statutes of 2017), which will establish guidance for the development and implementation of community reduction plans focused on reducing exposures in the neighborhoods most impacted by pollution.

The Community Meeting will be held at the location and date shown below.  This meeting will begin with a brief welcome and overview of the issues at hand, then convene with multiple breakout sessions where participants can gather in smaller groups to discuss their views and raise questions with CARB staff.

It's time for Red Ribbon Week…Monday, October 30 -Friday, November 3.  Our second quarter pep rally will close out the week.  This year we are NOT doing sticker sales for costumes.  Students will just be allowed to wear costumes at no cost. 

  • Monday, October 30:  Put a Cap on Drugs and wipe out the dangerous addiction -Wear a baseball hat or a crazy cap, plus wear red and/or pink to support Drug Awareness [red] or Breast Cancer Awareness [pink])
  • Tuesday, October 31:  Happy Halloween!  Scare Away Drugs -Students may wear a costume to school (weapons, masks and blood simulations are prohibited) face paint is okay
  • Wednesday, November 1:  Way back Wednesday!  Turn your back on drugs!!  Go back in time and dress from a decade of your choice.
  • Thursday, November 2:  You have the Power to be Drug Free -Dress as a favorite super hero/wear super hero apparel.
  • Friday, November 3:  Team up Against Drugs -Wear an academic team shirt, sports team jerseys or Falcon colors.

Prop 456: Special Budget Override Nov. 7

The Governing Board of the District has called a special budget override election to be held on November 7, 2017. The override will provide for the ongoing transition to dynamic digital classrooms, building a culture of STEM, and creating 1:1 learning environments; attract, recruit, and retain highly performing personnel; and avoid increases in class size and the elimination or reduction in the level of classroom and support services it currently provides students. Counselors were in the classroom last week and this week providing a lesson regarding Suicide Prevention and Awareness. We feel this is an important topic because it provides students with information about how to access resources for themselves or someone they know that may be in a crisis situation. Please discuss this lesson with your child and if you have any additional questions or concerns, please feel free to contact our counseling office at 682-4715.

Availability of Revised Draft 2017 Climate Change Scoping Plan

The California Air Resources Board (CARB) has released a Revised 2017 Climate Change Scoping Plan

The Revised 2017 Climate Change Scoping Plan (Revised Plan) describes the actions the State will take to achieve the SB 32 climate goal of reducing greenhouse gases (GHGs) at least 40 percent below 1990 levels by 2030.  It outlines an approach that cuts across economic sectors to combine GHG reductions with reductions of smog-causing pollutants, while also safeguarding public health and economic goals.  The Revised Plan also reflects direction in AB 398.  A Final Plan, with all supporting materials, will be released prior to the December 14, 2017 Board Hearing.


Background

The Revised Draft 2017 Climate Change Scoping Plan is part of the public process to update the AB 32 Scoping Plan to reflect Governor's Executive Order B-30-15 and SB 32, which establish a mid-term GHG emission reduction target for California of 40 percent below 1990 levels by 2030.  All State agencies with jurisdiction over sources of GHG emissions were directed to implement measures to achieve reductions of GHG emissions to meet the 2030 and 2050 targets.  CARB was directed to update the AB 32 Scoping Plan.  CARB and other State agencies are identifying the suite of programs, regulations, incentives, and supporting actions needed to continue driving down emissions and ensure we are on a trajectory to meet our mid- and long-term climate goals.

The Revised Plan includes input from a range of State agencies and is the result of a two-year development process including extensive public and stakeholder outreach designed to ensure that California's climate and air quality efforts continue to improve public health and drive development of a more sustainable economy.  This Revised Plan reflects the direction from the legislature on the Cap-and-Trade Program, as described in AB 398, the need to extend the key existing emissions reductions programs, and acknowledges the parallel actions required under AB 617 to strengthen monitoring and reduce air pollution at the community level.

This Revised Plan includes the following changes since the January 2017 draft:

  • Summary of new legislation (Discussed at October 12, 2017 workshop)
  • Framing for the path forward beyond 2030
  • Updates to the Scoping Plan Scenario to reflect AB 398, in particular the role of the Cap-and-Trade Program (Discussed at October 12, 2017 workshop)
  • Updates to the emissions modeling to reflect the updated Scoping Plan Scenario (Discussed at October 12, 2017 workshop and updated since the workshop)
  • Estimates of public health and related economic benefits (Discussed at March 28, 2017 workshop)
  • Minor updates to AB 197 analyses (Discussed at October 12, 2017 workshop)
  • Deferment of extensive discussion and AB 197 analyses on alternative scenarios to an appendix—similar to past Scoping Plans
  • Updates to reflect current status of the Clean Power Plan
  • Uncertainty discussion for the Scoping Plan Scenario
  • Numerical target for SB 375 (Discussed at October 12, 2017 workshop)
  • Numerical target for avoided emissions from the natural working lands sector (Discussed at October 12 & 13 workshops)
