arbcombo -- Availability of ARB Cap-and-Trade Registrants Information

The Air Resources Board (ARB) will release information related to
the Compliance Instrument Tracking System Service (CITSS)
registrants on the ARB website at 12:00 pm (noon) Pacific Time
Tuesday, December 31st. Regular releases beginning in 2014 will
be at 12:00 (noon) Pacific Time on the last business day of each
quarter. These releases will include information about covered,
opt-in, and voluntarily associated entities registered for the
Cap-and-Trade Program in CITSS. The information will be posted on
ARB's Cap-and-Trade website at:

Background

CITSS is a market tracking system that supports the
implementation of greenhouse gas (GHG) cap-and-trade programs for
California and other jurisdictions. CITSS provides accounts for
market participants to hold and retire compliance instruments and
to participate in transfers of compliance instruments with other
account holders. CITSS is used to register entities
participating in the California Cap-and-Trade Program, track the
ownership of compliance instruments, enable and record compliance
instrument transfers, facilitate emissions compliance, and
support market oversight.

The CITSS Registrant Report continues ARB's process of making
market related information public. ARB will continue to develop
and release additional market related information as part of
implementation of the Cap-and-Trade Program. ARB has held three
workshops to discuss release of market information and received
many oral and written comments during that process. The CITSS
Registrant Report implements the regulatory requirements
regarding information release and addresses stakeholder concerns
related to releasing confidential business information that could
place stakeholders at a market disadvantage.

The CITSS Registrant Report will include the names of account
holders in the tracking system. This will allow counter parties
to verify each other and will provide for program transparency.
For covered and opt-in entities, information will include the
legal entity name, the four digit CITSS ID, and the status of the
account as a covered or opt-in entity. In the case of
voluntarily associated entities, information will include the
legal entity name, the four digit CITSS ID, and the status of the
account holder as an organization or individual. Where
applicable, the report will also include the GHG reporting ID's
for any facilities associated with the CITSS account. Individual
CITSS account numbers will not be released.

arbcombo -- Asset-Controlling Supplier System Emission Factors for Use with 2014 Data

The Air Resources Board (ARB) staff has posted approved
asset-controlling supplier (ACS) system emission factors for use
with reporting 2014 data in 2015. These factors are calculated
and published pursuant to section 95111(b)(3) of the Regulation
for the Mandatory Reporting of Greenhouse Gas Emissions, and are
based on verified reports submitted pursuant to section
95111(f).

arbcombo -- December 31, 2013 Allowance Price Containment Reserve Sale

As of the reserve sale application deadline of December 13, 2013,
no covered entities or opt-in entities had indicated an intent to
bid at the December 2013 reserve sale. Therefore, the Air
Resources Board will not be holding the reserve sale scheduled
for December 31, 2013.

The next reserve sale is scheduled for April 3, 2014. A notice
for that reserve sale will be posted approximately 30 days prior
to the scheduled date. All allowances for the December 2013
reserve sale will be made available at the April 2014 reserve
sale.

The California Cap-and-Trade Program includes an Allowance Price
Containment Reserve available to California covered entities and
opt-in covered entities in quarterly reserve sales. More

The California Air Resources Board (ARB) will make available
Cap-and-Trade Program related documents at noon PT on Monday
December 2, 2013.

The materials will include:
• The 2014 Annual Auction Reserve Price Notice,
• Estimated State auction budgets,
• A summary of 2014 vintage industrial allocations by sector,
and
• December 2013 Reserve Sale Notice.

The "2014 Annual Auction Reserve Price Notice" will specify the
2014 Auction Reserve Price, the number of allowances to be
auctioned in 2014 for the quarterly auctions as part of the
Current Auction and Advance Auction, and the prices for each tier
of the Allowance Price Containment Reserve (APCR). The notice
will be posted on ARB's website at:

An estimate of the State-owned allowances that could be available
for auction by fiscal year will be posted on ARB's website at:

BACKGROUND:

The California Cap on Greenhouse Gas Emissions and Market-Based
Compliance Mechanisms Regulation (Regulation) was adopted by the
California Air Resources Board in October of 2011, and formally
went into effect January 1, 2012. Entities subject to the
Regulation will have a compliance obligation for their greenhouse
gas emissions beginning on January 1, 2013. The Regulation was
amended in early 2013 to link the California and Quebec programs
beginning January 1, 2014.

align the State's longer-term GHG reduction strategies with other
State policy priorities, for water, waste, natural resources,
agriculture, clean energy, transportation and land use.

arbcombo -- Availability of 2012 GHG Emissions and Cap-and-Trade Covered Entities List

The Air Resources Board (ARB) will release the 2012 greenhouse
gas emissions data and an updated list of Cap-and-Trade covered
entities at 12:00 pm (noon) Pacific Time on Monday, November 4th.


The 2012 GHG emissions data was collected under the ARB's
Mandatory Greenhouse Gas Reporting Program and will be posted on
ARB's Mandatory Greenhouse Gas Emissions Reporting page at:

An updated list of the Cap-and-Trade covered entities will be

Background

The Global Warming Solutions Act of 2006 (Assembly Bill 32, or AB
32) requires the ARB to adopt regulations for the mandatory
reporting of greenhouse gas emissions. The Regulation for the
Mandatory Reporting of Greenhouse Gas Emissions went into effect
on January 1, 2009. Over 700 entities, including facilities,
fuel suppliers, and electric power importers, are required to
report their greenhouse gas emissions data to ARB. Emissions
data reports from entities with 25,000 metric tons carbon dioxide
equivalent or greater emissions must be verified by
ARB-accredited third-party verifiers. The information in the
emissions data reports is used to support ARB's GHG emissions
reduction actions, including California's Cap-and-Trade program.

2012. Entities that emit 25,000 metric tons carbon dioxide
equivalent or greater in any year beginning in 2009 through 2012
are considered a covered entity beginning January 1, 2013.
Covered entities must register with the Compliance Instrument
Tracking System Service (CITSS) and submit compliance instruments
equal to their emissions for each compliance period.

EPA to Hold Public Listening Session in San Francisco on Reducing
Carbon Emissions from Existing Power Plants

Session to be Streamed Live Online

SAN FRANCISCO – As part of President Obama's Climate Action Plan,
the U.S. Environmental Protection Agency will hold a public
listening session in San Francisco to solicit input from the
public and stakeholders as the EPA develops Clean Air Act
guidelines to reduce carbon emissions for existing power plants.
Power plants are the nation's largest stationary source of carbon
pollution, responsible for about one third of all greenhouse
gases in the United States.

Taking steps to cut harmful carbon pollution will move us toward
a cleaner, healthier, more stable environment for future
generations, while supplying the reliable, affordable energy
needed for economic growth. The feedback from this public
listening session, as well as written input received by email,
will play an important role in helping EPA develop smart,
cost-effective guidelines that reflect the latest and best
information available.

The Clean Air Act gives both EPA and states a role in reducing
air pollution from power plants that are already in operation.
The law directs EPA to establish guidelines, which states use to
design their own programs to reduce emissions. Before proposing
guidelines, EPA must consider how power plants with a variety of
configurations would be able to reduce carbon pollution in
cost-effective ways.
