arbcombo -- Updated Compliance Instrument Report

On Tuesday, January 6, 2015, at noon (Pacific), the linked
California and Québec Cap-and-Trade Programs will release an
updated Compliance Instrument Report.

At the beginning of each calendar quarter, the California Air
Resources Board (ARB) and Québec's ministère du Développement
durable, de l'Environnement et de la Lutte contre les changement
climatiques (MDDELCC) publish an updated Compliance Instrument
Report summarizing the number of compliance instruments held by
entities in the linked California and Québec Cap-and-Trade
Programs. This report is updated and published on the second
business day of each calendar quarter, and is based on
information pulled from the Compliance Instrument Tracking System
Service (CITSS) as of noon (Pacific) and 3pm (Eastern) the
business day prior to the posting date.
With the linked programs, California and Québec must coordinate
postings of public information, so posting of the Compliance
Instrument Report will occur on the second business day of the
calendar quarter taking into account both jurisdictions' holiday
schedules. For Québec, the second business day of January 2015
is January 6, 2015. As such, ARB and MDDELCC will pull data from
CITSS on January 5, 2015, and post the updated Compliance
Instrument Report on January 6, 2015.

The report includes previous quarters' information in separate
tabs. The information being updated for January 6 will show in a
"2014 Q4" tab.

arbcombo -- Compliance Instrument Tracking System Service (CITSS) Version 5 Release Information

An update to the Compliance Instrument Tracking System Service
(CITSS) is anticipated to be released on Monday, January 5, 2015.


CITSS Version 5.0 (CITSS 5.0) provides new functionality on the
pages used to transfer compliance instruments, including new
types of transfers and revisions to required data. The new
functionality supports recent amendments to California's
Cap-and-Trade Regulation that take effect January 1, 2015.

Stakeholder training for CITSS 5.0 is anticipated to be scheduled
in January 2015. Additional information regarding CITSS 5.0 will
be available soon on the California Air Resources Board (ARB)
CITSS webpage at http://www.arb.ca.gov/citss.

Security Reminder:
For security purposes, when using CITSS, please do not save your
password using a web browser and clear the browser's cache upon
completion of each CITSS session. Users are required to maintain
the security of their CITSS User ID, password, and security
questions, and these are not to be shared with others.

Annual Allocation Holding Account Reminder:
This reminder applies to entities that have an Annual Allocation
Holding Account (AAHA) in CITSS. On January 1, 2015, allowances
now held in your AAHA (general or compliance) will be
automatically transferred to your General Account or your
Compliance Account, respectively. Please be aware that once this
transfer has taken place, these allowances will count towards
your holding limit, which in 2015 is 13,370,000.

Background:
CITSS supports implementation of California's Cap-and-Trade
Program. CITSS is the record of ownership of compliance
instruments; records information related to accounts; enables and
records compliance instrument transfers; facilitates compliance
instrument surrender; and supports market oversight through the
collection of relevant information.

The WCI, Inc. CITSS Help Desk is staffed Monday through Friday
6:00 a.m. PT through 6:00 p.m. PT and is accessible for messages

This presentation will highlight the programmatic development and
research findings of the CoolCalifornia City Challenge ("The
Challenge"), a statewide competition among California cities to
motivate residents to reduce household carbon footprints and
build more vibrant, sustainable communities. The Challenge uses
techniques common to behavior incentivized programs, including
comparative feedback, local messengers, social networks, goal
setting, persuasive messaging, incentives, and competition to
recruit and motivate participants. Participants earn points for
engagement with the program, such as tracking household energy
consumption and motor vehicle emissions, inviting friends to
join, uploading stories, completing a research survey, and for
actually reducing their carbon footprint by lowering emissions
from household energy use and vehicle travel. Every point earned
by households counts toward their city's ranking on the statewide
scoreboard. At the end of the program (which lasted one year in
2013 and six months in 2014) the city with the most points is
named "Coolest California City" by the California Air Resources
Board. The two runners up are each named "Cool California City."
The Challenge is sponsored by Energy Upgrade California, which
last year distributed $100,000 among cities based on the level of

arbcombo -- Public Information Release on Cap-and-Trade Compliance Status and Vintage 2015 Allocation

The California Air Resources Board (ARB) will make available on
Monday, December 22, 2014 at noon (12:00 PM) Pacific Time
information regarding individual covered entity compliance with
the November 3, 2014 annual surrender obligation pursuant to
California's Cap-and-Trade Program.
This information will provide account-specific obligation and
surrender values, including the quantity and vintages of
allowances and types of offset credits surrendered, as well as
each entity's compliance status. The information will be
available at ARB's Cap-and-Trade website under the Publicly
Available Market Information tab at:
http://www.arb.ca.gov/cc/capandtrade/capandtrade.htm.

In addition, ARB will make available aggregated data on vintage
2015 allowance allocation. This annual publication includes
information on total vintage 2015 allowances allocated by
allocation type and, for industrial allocation, by sector. The
information will be available at ARB's Cap-and-Trade website for
allocation:

BACKGROUND:

The California Cap on Greenhouse Gas Emissions and Market-Based
Compliance Mechanisms Regulation (Regulation) was adopted by the
California Air Resources Board in October of 2011, and formally
went into effect January 1, 2012. Entities subject to the
Regulation will have a compliance obligation for their greenhouse
gas emissions beginning on January 1, 2013. The Regulation was
amended in early 2013 to link the California and Québec programs
beginning January 1, 2014.

The first compliance due date for covered entities under
California Cap-and-Trade Program was November 3, 2014. Covered
entities were required to surrender a sufficient number of
applicable compliance instruments to cover 30% of their 2013
emissions pursuant to section 95855 of the Cap-and-Trade
Regulation. These applicable compliance instruments include
allowances, as well as offset credits.

Green building offers an important opportunity to reduce
greenhouse gas (GHG) emissions by minimizing the energy, water,
waste, and transportation impacts of the building. Recognizing
this, California's Assembly Bill 32 Scoping Plan and its Update
both identify green buildings as an important GHG control
strategy that cuts across resource sectors. While previous
research has focused on the operational energy performance of
green buildings, little has been done to quantify the GHG impacts
of other building operations and management strategies rewarded
by green building certification systems like Leadership in Energy
& Environmental Design (LEED).
This research seminar will present findings from the first-known
effort to measure the real-world performance of green building in
terms of water, waste, and transportation impacts. For more go

arbcombo -- Second Public Workshop on FY 2015-16 AQIP Funding Plan and GGRF Low-Carbon Transportation Investments

The Air Resources Board (ARB or Board) invites you to participate
in the second public workshop to discuss the development of the
Fiscal Year (FY) 2015-16 Funding Plan for the Air Quality
Improvement Program (AQIP) and Low Carbon Transportation
Greenhouse Gas Reduction Fund (GGRF) Investments. ARB staff will
seek input on existing project categories being funded through
these programs, potential new project categories, and recently
signed legislation affecting the implementation of these
programs.

Background: AQIP is a voluntary mobile source incentive program
administered by ARB providing about $25 million per year through
2023. ARB focuses AQIP investments on technology advancing
projects that support California's long-term air quality and
climate change goals in addition to providing immediate emission
benefits. Each year, the Board approves the AQIP Funding Plan,
which serves as the blueprint for expending AQIP funds.

Cap-and-Trade auction proceeds provide an additional funding
source for ARB's advanced technology clean transportation
incentive programs, expanding the types of projects ARB has
funded through AQIP. The FY 2014-15 State budget appropriated
$200 million from GGRF to ARB for Low Carbon Transportation
projects to reduce greenhouse gas emissions with an emphasis on
low carbon freight and passenger transportation investments that
benefit disadvantaged communities. These investments are being
implemented through the administrative framework established by
AQIP. ARB expects to receive another appropriation for Low
Carbon Transportation investments from GGRF in the FY 2015-16
State Budget, so ARB staff intends to develop a joint Funding
Plan for the AQIP and GGRF funding sources for the FY 2015-16
funding cycle.

arbcombo -- California December 31, 2014 Allowance Price Containment Reserve Sale

As of the reserve sale application deadline of December 11, 2014,
no covered entities or opt-in covered entities have submitted an
application for the California Cap-and-Trade Program Sale of
Greenhouse Gas Allowances from the Allowance Price Containment
Reserve (December 2014 reserve sale). Therefore, the Air
Resources Board (ARB) will not be holding the reserve sale
scheduled for December 31, 2014.

The next reserve sale is scheduled for April 1, 2015. A Reserve
Sale Notice will be posted approximately 30 days prior to the
scheduled date. The number of APCR allowances potentially
available and the tier prices in effect during 2015 are provided
in the 2015 Annual Allowance Price Containment Reserve Notice
available on the ARB Auction Information webpage at
www.arb.ca.gov/auction.

The California Cap-and-Trade Program includes an Allowance Price
Containment Reserve available to California covered entities and
opt-in covered entities in quarterly reserve sales. More

arbcombo -- Technology and Fuels Assessment Overview and Status Update

The Air Resources Board will conduct a meeting at the time and
place noted below to provide a draft overview and status update
of ARB staff's Technology and Fuels Assessment being conducted in
support of the Sustainable Freight Strategy and Future State
Implementation Plans.

The Heavy Duty Technology and Fuels Assessment Overview Report is
still being finalized. Staff apologizes for the misstatement in
the Meeting Notice that the document would be available on
December 8th.

Staff is still on schedule to update the Board and provide a
description and overview of the technology assessment work
completed to date on December 18th in Sacramento. The Technology
and Fuels Assessment Status Update is an informational item, and
the Board will not be taking any action with respect to this
item. Anyone wishing to submit information or public comments
for consideration may do so electronically through January 30,
2015 at 5 p.m. here:

Board hearing on December 18, 2014.

arbcombo -- Cancellation Regarding an Update on the Development of the California Sustainable Freight Strategy

By notice dated November 18, 2014, the Air Resources Board (the
Board or ARB) announced it would conduct a public meeting to hear
an update from staff on the development of the California
Sustainable Freight Strategy. The meeting was scheduled for
December 18, 2014, at 9:00 a.m.

PLEASE BE ADVISED that the update on the development of the
California Sustainable Freight Strategy has been CANCELLED.
Staff has redefined the next steps and anticipates release of an
initial document that describes ARB's vision and options for a
clean freight system in Spring 2015.
