arbcombo -- December 2 Cap-and-Trade Program Information Release

The California Air Resources Board (ARB) will make available
Cap-and-Trade Program related documents at noon PT on Monday
December 2, 2013.

The materials will include:
• The 2014 Annual Auction Reserve Price Notice,
• Estimated State auction budgets,
• A summary of 2014 vintage industrial allocations by sector,
and
• December 2013 Reserve Sale Notice.

The "2014 Annual Auction Reserve Price Notice" will specify the
2014 Auction Reserve Price, the number of allowances to be
auctioned in 2014 for the quarterly auctions as part of the
Current Auction and Advance Auction, and the prices for each tier
of the Allowance Price Containment Reserve (APCR). The notice
will be posted on ARB's website at:

An estimate of the State-owned allowances that could be available
for auction by fiscal year will be posted on ARB's website at:

The summary of 2014 vintage industrial allocation will be

The December 2013 Reserve Sale Notice will be posted to provide
information about participant eligibility, format of the reserve
sale, and APCR allowances offered for sale. The document will be

BACKGROUND:

The California Cap on Greenhouse Gas Emissions and Market-Based
Compliance Mechanisms Regulation (Regulation) was adopted by the
California Air Resources Board in October of 2011, and formally
went into effect January 1, 2012. Entities subject to the
Regulation will have a compliance obligation for their greenhouse
gas emissions beginning on January 1, 2013. The Regulation was
amended in early 2013 to link the California and Quebec programs
beginning January 1, 2014.

arbcombo -- Revised Schedule: Update to the AB 32 Scoping Plan

Air Resources Board (ARB or Board) staff has revised the schedule
for the Proposed Update to the AB 32 Scoping Plan (Proposed
Update). The purpose of the schedule revision is to provide
adequate time for staff to review, consider and incorporate
stakeholder comments.

ARB anticipates releasing the Proposed Update and Environmental
Assessment in late January followed by a February Board meeting
that will include additional opportunities for stakeholder
feedback and public comment. In late spring 2014, ARB will hold
a Board Hearing to consider the Final Scoping Plan Update and
Environmental Assessment.

What is the Update to AB 32 Scoping Plan?
As required by AB 32, the initial Scoping Plan was developed in
2008. This Plan must be updated every five years. The Update to

with new strategies and recommendations. The Update will define
ARB's climate change priorities for the next five years and lay
the groundwork to start the transition to achieve California's
post-2020 climate goals. It will highlight California's progress
toward meeting the near-term 2020 GHG emission reduction goals
defined in the initial Scoping Plan and will evaluate how to
align the State's longer-term GHG reduction strategies with other
State policy priorities, for water, waste, natural resources,
agriculture, clean energy, transportation and land use.

arbcombo -- CARB Diesel & LSI Compliance/Retrofit Training - NOVEMBER-DECEMBER 2013 -- new sessions added

The California Air Resources Board is offering the following
training courses in mid-November and December. Several new
sessions have been added. These courses will help diesel & LSI
vehicle owners, operators, fleet managers,brokers, dealers, and
maintenance personnel understand requirements and technologies
for complying with California's diesel and LSI vehicle
regulations. There is no charge for these courses.

Course #504 - In-Use Off-Road Diesel Vehicle Regulation
Training.
Provides an overview of the Off-Road Regulation, including
applicability, requirements currently in effect, future
compliance requirements, and an overview of the Diesel Off-Road
Online Reporting System (DOORS).

arbcombo -- Extension of the Comment Period for the GHG Mandatory Reporting Regulation

The Comment Period for the Modified Text proposing amendments to
the Mandatory Reporting Regulation noticed on Monday, October 28,
2013 has been extended until 5:00pm on November 15, 2013. Due to
a technical issue with a weblink, this extension ensures that
interested parties have at least 15 days to comment upon the
proposed 15-day changes.

The 15-day notice, proposed 15-Day Modifications, additional
documents/information, and all previously released regulatory
