cc -- September 9 Public Workshop on U.S. EPAs Clean Power Plan

The Air Resources Board (ARB) staff invites you to participate in
a public workshop to discuss the United States Environmental
Protection Agency's (U.S. EPA) proposed Clean Power Plan, also
known as 111(d), to regulate carbon dioxide emissions from
existing fossil fueled power plants.

The workshop will be held on September 9, 2014 at the CalEPA
Headquarters Building, Byron Sher Auditorium located at 1001 I
Street, Second Floor, Sacramento, California 95814.

A copy of the workshop notice can be found at:
http://www.arb.ca.gov/cc/powerplants/meetings/111d_workshop_notice.pdf

For those unable to attend in person, a live internet broadcast
(webcasting) will be available.

Background
As part of President Obama's 2013 Climate Action Plan, U.S. EPA
proposed on June 2, 2014 the Clean Power Plan (proposed rule),
also known as 111(d), to reduce carbon dioxide emissions from
existing fossil fueled power plants. The proposed rule can be
found at:
http://www2.epa.gov/carbon-pollution-standards/clean-power-plan-proposed-rule
Using four general measures called "building blocks", the
proposed rule looks beyond traditional source-specific measures,
and seeks to reduce carbon emissions from the power sector as a
whole through mechanisms such as improved energy efficiency, both
on the generation and demand sides, and encourages the
development of renewable energy resources. Because of the
interconnectedness of the western power grid, the proposed rule
allows states the option to work together in developing
compliance plans. ARB and state energy agency staff are
currently exploring these opportunities for coordination with
other western states that participate in the Western Electricity
Coordinating Council and/or Pacific Coast Collaborative.

Staff plans to present an overview of U.S. EPA's proposed rule,
including a brief discussion of how U.S. EPA applied the four
building blocks to establish California's emission limits. In
addition, staff will share their analysis of the impacts of the
proposed rule on existing energy and AB 32 programs and discuss
our preliminary comments on elements of the proposed rule we plan
to support and where we have identified concerns. The workshop
is an opportunity to hear the views of stakeholders and to
reflect/incorporate these views, where possible, in the State's
comment letter that will be submitted to U.S. EPA prior to the
October 16, 2014 deadline. Potential issues for discussion
include enforceability, interstate energy efficiency and
renewable energy crediting, and potential strategies for
collaboration with other western states as a part of joint
compliance options. Staff from the ARB, CEC, and CPUC will be
present to answer questions from workshop attendees.

Additional Information
Presentations, agendas, as well as any additional material, will
be available prior to the workshop at:
http://www.arb.ca.gov/cc/powerplants/powerplants.htm Hard
copies of materials will also be available on the day of the
workshop.

arbcombo -- SAVE THE DATE Public Workshops on Mobile Source Technology and Fuels Assessments

The Air Resources Board (ARB) staff invites you to participate in
a series of public workshops to discuss technology and fuels
assessments for trucks and buses, transport refrigeration units,
rail, fuels, ocean-going vessels, commercial harbor craft, cargo
handling equipment, and aviation.

The workshops will be held on three days and will each cover
different technology and fuels sectors as follows:

Sacramento
September 2, 2014 about Truck and Bus Sectors
September 3, 2014 about Transport Refrigeration Units, Rail,
Fuels

Diamond Bar
September 9, 2014 about Ocean Going Vessels, Commercial Harbor
Craft, Cargo Handling Equipment, Aviation

A copy of the workshop notice and be found at:
http://www.arb.ca.gov/msprog/tech/tech.htm. For those unable to
attend in person, a live internet broadcast (webcasting) will be
available.

Background

ARB's 2012 Vision modeling showed that significant reductions in
emissions of oxides of nitrogen (NOx) and greenhouse gases (GHGs)
are needed to meet 2023 and 2032 air quality standards and 2050
climate goals. To achieve those goals, California must
incorporate advanced technology and fuels. These technology
assessments are the first step in that process. The technology
assessments strive to answer the questions – how mature is the
technology or fuel, in which applications does it work, and what
might be done to further development and deployment?

The technology assessments will evaluate the current state and
projected development over the next 5 to 10 years of mobile
source technologies and fuels. For each technology, the
assessment will include:
• a description of the technology
• its suitability in different applications
• the current state of technology development
• current per-vehicle/equipment costs
• anticipated costs at widespread deployment
• emissions levels
The results of the technology assessments will help identify the
technology and fuels that could be used in the Sustainable
Freight Strategy to move California towards a sustainable freight
transport system that is characterized by increased efficiency
and zero or near zero emissions. Separate workshops focusing on
the Sustainable Freight Strategy will be held later in September.
The results of the technology assessments will also help inform
the development of future State Implementation Plans for ozone.

Additional Information

Presentations, agendas, as well as any additional material, will
be available prior to each workshop at:
http://www.arb.ca.gov/msprog/tech/tech.htm. The hard copy
materials will also be available at each location on the day of
the meeting.
If you have a disability-related accommodation need, please go

Background
California's freight transportation system is a multi-modal
system designed to move freight across the State, the nation, and
the globe. The freight system is a critical part of our economy
and a significant contributor to our air quality concerns. On
January 23, 2014, the Board adopted Resolution 14-2, which
directed staff to engage all interested stakeholders to provide
input on the development of a Strategy document by the end of
2014. The purpose of the Strategy is to identify and prioritize
actions that move California towards a sustainable freight
transport system that is characterized by improved efficiency,
zero or near-zero emissions, and increased competitiveness in the
logistics system.

ARB and its agency partners are developing technology assessments
for trucking, rail, ships/ports, cargo handling equipment,
commercial harbor craft, fuels and air cargo to inform the
Sustainable Freight Strategy and upcoming State Implementation
Plans. More information on these assessments, including separate

BACKGROUND:

AB 32, the California Global Warming Solutions Act of 2006
(Assembly Bill 32 (AB 32); Nunez, Chapter 488, Statutes of 2006)
is a comprehensive, multi-year program to reduce greenhouse gas
(GHG) emissions in California. ARB has adopted a Scoping Plan
and, together with other State and local agencies, has developed
and implemented numerous regulations and programs, including the
Cap-and-Trade Program to reduce emissions to meet AB 32 goals.

Any expenditure of State proceeds from the Cap-and-Trade auctions
must comply with legislative requirements. State law directs
CalEPA to identify disadvantaged communities for investment of
Cap-and-Trade auction proceeds. Senate Bill (SB) 535 (De León,
Chapter 830, Statute of 2012) requires that 25 percent of the
proceeds be invested in projects that benefit disadvantaged
communities and at least 10 percent be invested in projects
located within those communities. State law also directs ARB to
develop guidance for State agencies on approaches to maximize
benefits to disadvantaged communities.

CalEPA selected CalEnviroScreen as the tool to identify
disadvantaged communities. In April 2014, the Office of
Environmental Health Hazard Assessment released CalEnviroScreen
Draft Version 2.0, http://oehha.ca.gov/ej/ces2.html, which ranks
communities based on numerous indicators that reflect pollution
burdens and population characteristics.

disadvantaged communities. In April 2014, the Office of
Environmental Health Hazard Assessment released CalEnviroScreen
Draft Version 2.0, http://oehha.ca.gov/ej/ces2.html, which ranks
communities based on numerous indicators that reflect pollution
burdens and population characteristics.

David D. Parrish, Ph.D.
Colorado Institute for Research in Environmental Sciences

Thursday, August 7, 2014 1:30 pm, PDT (WEBCAST)
Sierra Hearing Room, 2nd Floor, Cal/EPA Building
1001 I Street, Sacramento, California

Over half of humanity lives in cities. The number of megacities
(with populations over 10 million) grew from 3 in 1975 to 19 in
2007, and is projected to increase to 27 in 2025. These
megacities are the engines of growing economies, but are also
very large sources of air pollutants and climate-forcing agents.

This talk will examine how several important air pollutants in
Los Angeles have responded to control measures over the decades,
and show how present pollution in Beijing compares with earlier
decades in Los Angeles. A qualitative discussion of the
relationship of pollutant concentrations to urban population
provides some interesting insights into urban air pollution.
Finally, it will be argued that the much larger population
density of eastern Asia compared to the western United States is
likely to greatly increase the difficulty of improving the air
quality in Beijing compared to the Los Angeles experience.

Background: The California Global Warming Solutions Act of 2006
(AB 32) establishes a comprehensive program of regulatory and
market mechanisms to achieve real, cost-effective, and
quantifiable reductions of greenhouse gases (GHG) with a target
of reducing GHG emissions to 1990 levels by 2020. Control of GHG
emissions, especially methane emissions, from crude oil and
natural gas operations—including production, processing, storage
operations, and well stimulation—is critical to achieving this
target.

arbcombo -- Cap-and-Trade Program allowance allocation-related forms now available

The California Air Resources Board (ARB) has made available new
and updated forms for allocation distribution for publicly owned
utilities, electrical cooperatives, and natural gas suppliers;
applications for legacy contract transition assistance;
notifications of intent to receive allocation as a public service
facility; and applications for a limited exemption from the
production of qualified thermal output.

The new forms reflect amendments to the Cap-and-Trade Regulation
(Regulation) that went into effect July 1, 2014. All of these
forms and the notice of intent are provided for clarity and
convenience and do not supersede any law or regulation.

An updated "Publicly Owned Utility or Electricity Cooperative
Allocation Distribution Form," updated "Publicly Owned Utility or
Electrical Cooperative Allowance Recipient Confirmation Form,"
and new "Natural Gas Supplier Allocation Distribution Form" are
available at
http://www.arb.ca.gov/cc/capandtrade/allowanceallocation/EDU-NG-allowancedistribution.htm.
The information contained in all of these forms is due to ARB by
September 2, 2014, for allocation of vintage 2015 allowances.

Legacy contract generators may use the newly available "Legacy
Contract Transition Assistance Application Form" to request
transition assistance for the greenhouse gas emissions associated
with legacy contracts. The information contained in this forms
is due to ARB by September 2, 2014, for allocation of vintage
2015 allowances. This form is available under the "Other Types
of Allocation and Limited Exemptions" section of the Allowance
Allocation web page
(http://www.arb.ca.gov/cc/capandtrade/allowanceallocation/allowanceallocation.htm),
or directly at
http://www.arb.ca.gov/cc/capandtrade/allowanceallocation/legacy_contract_application_form.xlsx.

Public service facilities may use the newly available "Notice of
Intent to Receive Allocation as a Public Service Facility" to
inform ARB of their intent to receive transition assistance. We
request that the information contained in this form be received
by ARB no later than September 2, 2014, for requests for
allocation of vintage 2015 allowances. This notice of intent is
available under the "Other Types of Allocation and Limited
Exemptions" section of the Allowance Allocation web page
(http://www.arb.ca.gov/cc/capandtrade/allowanceallocation/allowanceallocation.htm),
or directly at
http://www.arb.ca.gov/cc/capandtrade/allowanceallocation/psf_notice_of_intent.xlsx

Cogeneration units which would not exceed the Cap-and-Trade
Program inclusion threshold but for their thermal output produced
on site, and district heating facilities that serve multiple end
users, none of which would be covered under the Cap-and-Trade
Program if they produced the emissions currently produced by the
district heating facility in the process of serving that end
user, may use the newly available "Application for Limited
Exemption of Emissions from Qualified Thermal Output" to apply
for a limited exemption of emissions. This notice of intent is
available under the "Other Types of Allocation and Limited
Exemptions" section of the Allowance Allocation web page
(http://www.arb.ca.gov/cc/capandtrade/allowanceallocation/allowanceallocation.htm),
or directly at
http://www.arb.ca.gov/cc/capandtrade/allowanceallocation/qto_exemption_application_form.xlsx.

BACKGROUND:

The California Cap on Greenhouse Gas Emissions and Market-Based
Compliance Mechanisms Regulation (Regulation) was adopted by the
California Air Resources Board in October of 2011, and formally
went into effect January 1, 2012. Entities subject to the
Regulation will have a compliance obligation for their greenhouse
gas emissions beginning on January 1, 2013. The Regulation was
amended in early 2013 to link the California and Québec programs
beginning January 1, 2014, and again on July 1, 2014 to provide
additional and revised transition assistance for covered
entities, to incorporate additional cost containment mechanisms,
to make technical amendments to help with program implementation,
and to further enable market oversight.
