BACKGROUND:

Assembly Bill (AB) 32, the California Global Warming Solutions
Act of 2006, requires California to reduce statewide GHG
emissions to 1990 levels by 2020 and to maintain and continue
reductions beyond 2020. As part of this effort, the Air
Resources Board (ARB) has developed a Cap-and-Trade program that
limits statewide emissions from sources responsible for 85
percent of greenhouse gases and creates a financial incentive for
clean and efficient technologies. Under the program, a portion
of the allowances required for compliance are auctioned. The
State portion of the proceeds from these auctions will be used to
fund projects to reduce greenhouse gas emissions, consistent with
State law.

In September 2012, the Legislature passed and Governor Brown
signed into law two bills – AB 1532 (Pérez, Chapter 807) and
Senate Bill (SB) 535 (De León, Chapter 830) – that together
establish a framework for developing an investment plan for
projects and programs to be funded with Cap-and-Trade auction
proceeds. SB 535 further requires that 25 percent of the
proceeds that will be expended benefit disadvantaged communities
and at least 10 percent of the proceeds expended be invested in
projects located within those communities.

The Department of Finance (Finance), in consultation with the ARB
and other state entities, will develop and submit to the
Legislature a three-year investment plan for the auction
proceeds. The investment plan will identify the State's
greenhouse gas reduction goals and priority programs for
investment of proceeds to support achievement of those goals.
Funding will be appropriated to State agencies by the Legislature
and Governor through the annual Budget Act, consistent with the
plan.

These animals are unique, they all have a rust-colored ears, hooves and black spotted muzzle. They have a spot in the age of two, and gradually spread to the neck and shoulder.


There was no case to calves in the herd were born of a different color. It is believed that the white cattle never hybridized with any livestock. Therefore, it is different from the thousands of other members of the cattle. Analyses showed that the blood of these animals is different from the rest of the blood of cattle in Western Europe.


The bulls horns grow back and bent outwards, and the cows are folded back. Shape of the skull and horns are the same as the rounds - wild cattle that have died, but whose images can be seen in Europe in the ancient cave paintings. Some experts believe the direct descendants of white cows tours, once roamed the British Isles. However, their origin remains unclear.

arbcombo -- California Cap-and-Trade Program Compliance Instrument Tracking System Service (CITSS) Design Webinar #2 Reminder

The Compliance Instrument Tracking System Service (CITSS) is a
market tracking system that supports the implementation of
California's Cap-and-Trade Program. The CITSS provides accounts
for market participants to hold and retire compliance instruments
and to participate in transactions of compliance instruments with
other account holders. To ensure the smooth implementation of
the CITSS and California's Cap-and-Trade Program, ARB staff are
holding design webinars to discuss stakeholder proposals that
could enhance or modify the CITSS functionality.

arbcombo -- Request for Nominations for Appointment to the Air Resources Board Environmental Justice Advisory Committee

The California Air Resources Board (ARB) is seeking nominations
from environmental justice organizations and community groups for
representatives to serve on the Environmental Justice Advisory
Committee.

Pursuant to Assembly Bill 32 (Chapter 488, Statutes of 2006), ARB
convened the Environmental Justice Advisory Committee (EJAC or
Committee) in 2007 to advise it on the development of
California's Climate Change Scoping Plan
(http://www.arb.ca.gov/cc/scopingplan/document/scopingplandocument.htm)
and other matters pertinent to the implementation of AB 32.

ARB is required to develop an updated Scoping Plan to bring to
the Board by December 2013. The plan will focus on strategies to
reduce greenhouse gas emissions and achieve additional
co-benefits both in the near-term and beyond 2020, including in
disadvantaged communities. Sectors of focus will include
transportation, fuels, and infrastructure; energy generation,
transmission, and efficiency; waste; water; and agriculture. It
will also focus on how best to align California's greenhouse gas
emission reduction strategies with other state policy priorities
like air quality, goods movement, sustainable communities, and
clean energy.

ARB is reconvening the EJAC to advise on the development of the
updated Scoping Plan. Staff expects the EJAC to meet twice during
the spring and summer of 2013 to discuss the Scoping Plan prior
to Board consideration of the Plan. Nominations from
environmental justice organizations and community groups for
membership on the EJAC are being solicited for representatives
that meet the membership requirements of AB 32, Health and Safety
Code, section 38591:

"The advisory committee shall be comprised of representatives
from communities in the state with the most significant exposure
to air pollution, including, but not limited to, communities with
minority populations or low-income populations, or both. The
state board shall appoint the advisory committee members from
nominations received from environmental justice organizations and
community groups."

Current or former members of the EJAC that still meet the
eligibility requirements are invited to resubmit a nomination.

Nominations shall include the following information:

- Name, business address, and brief description of nominating
environmental justice organization or community group;

- For its nomination, the group shall indicate:

- Name and business address of representative being nominated for
appointment to the Committee;

* The community or communities in the state the representative
represents;
* Relevant professional work experience of the representative
being nominated; and
* Brief description of interest of nominee in service on the
Committee.

To be considered for appointment to the EJAC, nominations should
be received no later than 5:00 pm on March 1, 2013 and addressed

arbcombo -- Status on Activities to Support the Development of Biomethane Standards

The purpose of this list serve notice is to provide interested
parties with an update on the status of efforts to develop
biomethane standards pursuant to AB 1900, and to invite
stakeholders to provide input to the process. This list serve
notice was originally sent to the "biogas" list serve on December
21st, 2012 and is now being forwarded to other list servers that
may have members potentially interested in this subject matter.


AB 1900, authored by Assemblyman Mike Gatto, requires the
California Public Utilities Commission (CPUC) to develop
standards for constituents in biogas to protect human health and
pipeline integrity and safety. In support of the CPUC standards
development efforts, the Office of Environmental Health Hazard
Assessment (OEHHA) and the Air Resources Board (ARB), in
consultation with other State agencies, are to undertake certain
actions. Specifically, OEHHA is tasked with compiling a list of
constituents of concern (constituents) found in biogas that could
pose a health risk and that are at levels that significantly
exceed the concentrations of those constituents in natural gas.
OEHHA is also to determine health protective levels for these
constituents. ARB is tasked with developing realistic exposure
scenarios and identifying the associated health risk to utility
workers and gas end users; determining the concentrations of
these constituents in biogas necessary to protect public health;
and identifying monitoring, testing, reporting, and recordkeeping
requirements necessary to ensure that health protective levels
are maintained.

arbcombo -- Availability of the Updated 2013 Auction Reserve Price Notice

The California Air Resources Board will make available the
Updated 2013 Annual Auction Reserve Price Notice. The updated
notice specifies the 2013 Auction Reserve Price and the final
number of allowances to be auctioned in 2013 for the quarterly
auctions as part of the Current Auction and Advance Auction.

This annual budget update does NOT change the amount of 2013
vintage allowances for sale in the February 19 auction.

The notice will be published on the ARB website at 12:00 pm
Pacific Time on Tuesday, January 15, 2013.

The 2013 Annual Auction Reserve Price Notice posted on December
3, 2012, included a 2013 auction budget that included State-owned
allowances and a partial accounting of the number of allowances
to be consigned by electricity distribution utilities. Some
public owned utilities (POUs) were provided the flexibility to
defer providing direction until January 1, 2013, on how to
distribute their allowances between their Compliance and Limited
Use Holding Accounts. ARB has now received direction from all
POUs on how to distribute their allowances and the notice has
been updated to reflect the final annual auction budget for 2013
vintage allowances.

sharing on various parts of the Cap-and-Trade Program. Staff
will also seek input on specific items related to market
information. Public information sharing was first discussed in a
September 24, 2012, public meeting of the Emissions Market
Assessment Committee. Staff prepared a Draft Cap-and-Trade

arbcombo -- JANUARY 11 ARB POSTING OF FIRST 2013 DATE FOR OFFSET VERIFIER TRAINING

The Air Resources Board (ARB or Board), in collaboration with our
training partner Future Perfect, is pleased to announce the first
2013 date for ARB offset verifier training will be April 22-26 in
Sacramento, California.

The California Cap on Greenhouse Gas Emissions and Market-Based
Compliance Mechanisms Regulation was adopted by the California
Air Resources Board in October of 2011 and went into effect
January 1, 2012. Subarticles 13 and 14 of the regulation
describe the compliance offset program and the approval of Early
Action Offset Credits. Included in these sections is a
requirement for third-party verification of all GHG emission
reductions and GHG removal enhancements before any ARB offset
credits may be issued. Only ARB accredited offset verifiers may
provide offset verification services under the compliance offset
program. Accordingly, ARB has established a program to accredit
offset verifiers that meet the regulation's requirements.

To become an accredited offset verifier, the applicant must
submit a completed Verifier Application to ARB along with the
required documentation. Once the verifier applications have been
reviewed by ARB and determined to have the potential to meet the
minimum qualifications listed in the regulation, the verifier
applicant will be notified how to register for ARB approved
training courses.

Upon meeting the minimum qualifications listed in the regulation
the Executive Officer may accredit the offset verifiers.

arbcombo -- January 11th Information Release of Mandatory Reporting and Cap and Trade Data

The Air Resources Board (ARB or Board) will be posting
information related to the Mandatory Reporting of Greenhouse Gas
Emissions and the Cap and Trade Regulations at noon PST on
Friday, January 11, 2013.

The material will include:
•A list of covered entities for 2013;
•Greenhouse gas reporting data including a summary of 2011
greenhouse gas reported emissions, 2008-2011emissions trends, and
the 2011 data spreadsheet for individual reporting facilities,
electric power entities, and fuel suppliers; and
•Allowance allocation information including a summary of vintage
2013 industrial allocations, information on the calculation of
refinery allocation, data collection information for facilities
under the energy-based industrial allocation, and information on
electricity allocation.

The California Cap on Greenhouse Gas Emissions and Market-Based

adopted by the California Air Resources Board in October of
2011,
and formally went into effect January 1, 2012.

arbcombo -- February 2013 Auction Participation Reminder

The California Air Resources Board reminds all interested parties
of the steps required to participate in the February 19, 2013
greenhouse gas allowance auction (February 2013 auction). You
must take affirmative steps to participate in the February 2013
auction, even if you participated in the November 2012 auction.

Important: If an organization does not complete the required
steps below by the applicable deadlines, they will not be able to
participate in the February 2013 auction.


Step 1: Select the CITSS Auction Participation Box (Must be
completed by January 21, 2013)

A Primary Account Representative (PAR) or Alternate Account
Representative (AAR) must select the Auction Participation box
for your organization in the CITSS. ARB recommends the Auction
Participation box be selected no later than January 11, 2013 to
ensure adequate time to complete the remaining steps. The
Auction Participation box must be selected no later than 31 days
prior to the February 2013 auction (January 21, 2013). To select
the Auction Participation box, you must:

-Log in to the CITSS (https://www.wci-citss.org).
-Select the "View" button for your organization's General
Account.
-Select the "Account Detail" button for your organization.
-Select the "Auction" tab.
-Select the "Auction Participation" box on for your organization.
If the box shows a checkmark, it has previously been selected by
another account representative. In this case you do not need to
make any changes.

Step 2: Access the Auction Platform (Must be completed by January
22, 2013)

If your current organization's Primary or Alternate Account
Representatives have not activated a user account in the Auction
Platform (for example for the November 2012 auction) an email
with the Auction Platform user account activation instructions
will be sent to the account representatives the next business day
following completion of Step 1 in the CITSS. Each representative
receiving a user account activation email that may bid in the
February 2013 auction should activate their Auction Platform user
account within 24 hours of receipt of the email. All Primary and
Alternate Account Representatives must activate an Auction
Platform user account in order to receive email notifications and
to be able to log into the Auction Platform.

If a representative has previously activated their user account,
they will not receive an email from the Auction Platform. They
may proceed directly to Step 3 and login to the Auction Platform
using their previously established credentials.

Step 3: Complete the auction application or confirm an intent to
bid (Must be completed by January 22, 2013)

To participate in the February Auction, a PAR or AAR must
complete an auction application (first time participant) or
intent to bid confirmation (previous participant) for your
organization in the Auction Platform. Each entity intending to
bid in the February 2013 auction must complete an auction
application or confirm their intent to bid by 11:59 PM P.T.
January 22, 2013. ARB recommends you complete this process no
later than January 18, 2013, to ensure this step is completed by
the deadline. To complete the auction application or confirm
your organization's intent to bid, you must:

-Log in to the Auction Platform (https://www.wci-auction.org).
-Confirm your organization's intent to bid.
-Verify your organization's entity and account representative
information transferred from the CITSS. Any necessary changes
must be made in the CITSS and, if required, approved by the
California Registrar prior to completing the auction application.

-Provide information on the format of the bid guarantee to be
submitted.
-Complete the required attestation and submit the auction
application or intent to bid.

Step 4: Submit the Bid Guarantee (Must be completed by February
7, 2013)

Each entity intending to bid in the February 2013 auction must
submit a bid guarantee by February 7, 2013, 2:00 PM PT. ARB
recommends you complete this process once you receive
notification that an account is established with the Financial
Services Administrator, to ensure this step is completed by the
deadline.

Gas Emissions and Market-Based Compliance Regulation to Allow for
