arbcombo -- AB 32 Scoping Plan Update Schedule

Air Resources Board (CARB or Board) staff is providing the
information below to reflect the recent direction by the Board to
provide additional time prior to its consideration of AB 32
Scoping Plan Update (Scoping Plan) to achieve the 2030 target.
This adjustment to the schedule will allow time for additional
public process, including environmental justice community
meetings, as staff develops the final Scoping Plan. The Board
will consider the final Scoping Plan in June 2017.
The schedule provided below identifies the timetable for the
release of public materials and the public workshop. This
schedule is subject to change, and ARB will send out subsequent
listservs as materials, workshop, and environmental justice
community meeting details become available.

•Week of March 13th: ARB Scoping Plan Public Workshop
•April 10: CEQA Comment Period Deadline (extended from March
6th)
•End of May: Public Availability of Final Draft Scoping Plan with

Background
This schedule reflects the upcoming public process to update the
AB 32 Scoping Plan to reflect Governor's Executive Order B-30-15
and Senate Bill 32, which establish a mid-term greenhouse gas
(GHG) emissions reduction target for California of 40 percent
below 1990 levels by 2030. All State agencies with jurisdiction
over sources of GHG emissions were directed to implement measures
to achieve reductions of GHG emissions to meet the 2030 and 2050
targets. CARB was directed to update the AB 32 Scoping Plan.
CARB and other State agencies are identifying the suite of
programs, regulations, incentives, and supporting actions needed
to continue driving down emissions and ensure we are on a
trajectory to meet our mid- and long-term climate goals.

The 2017 Scoping Plan Update Proposed Plan (Proposed Plan) was
made available on January 20th, 2017. The Proposed Plan
describes the actions the State would take to achieve the SB 32
climate goals of reducing greenhouse gases of at least 40 percent
below 1990 levels by 2030. It outlines an approach that cuts
across economic sectors to combine greenhouse gas reductions with
reductions of smog-causing pollutants, while also safeguarding
public health and economic goals. It also describes the need to
extend key reduction programs now underway, lays out new actions
that prioritize direct emission reductions, and establishes the
trajectory that will move the State farther along the path to a
low-carbon future.

The Proposed Plan includes input from a range of State agencies.
It is also the result of extensive public and stakeholder
processes designed to ensure that California's greenhouse gas and
pollution reduction efforts continue to improve public health and
drive development of a more sustainable economy.

Background

Senate Bill 375 (SB 375), the Sustainable Communities and Climate
Protection Act of 2008, requires MPOs to add a Sustainable
Communities Strategy (SCS) to their Regional Transportation
Plans. The intent of the SCS is to better integrate land use and
transportation policies to meet long-term sustainability goals.
To help guide these regional planning efforts, ARB is required to
establish regional GHG emission reduction targets for 2020 and
2035. ARB adopted initial targets for the MPO regions in 2010.

ARB is required to update the targets at least every eight years,
and may revise them every four years. In August 2014, ARB staff
released a preliminary draft staff report on the status of SB 375
efforts and factors that ARB could consider during development of
the methodology to update the targets. ARB staff discussed this
preliminary draft staff report at three public workshops during
September 2014 and presented the report to the Board in October
2014.

Throughout 2015, ARB staff continued to engage stakeholders and
the MPOs on the target update process. In September 2015, ARB
staff requested target recommendations from the MPOs by spring
2016. Some MPOs requested more time to conduct additional
scenario analysis and testing and provided target recommendations
to ARB in late 2016. Simultaneously, ARB staff, through the
development of ARB's Mobile Source Strategy, has evaluated how
technology, fuels, and the transportation system need to
transform to meet the State's air quality and climate objectives.
This work has also formed the foundational strategies for
transportation in the proposed 2017 Climate Change Scoping Plan
Update. These workshops are an opportunity for ARB staff to
share information received to date and present preliminary target
update concepts.

arbcombo -- POSTPONING Cap-and-Trade & Mandatory GHG Reporting February 14, 2017 Workshop

Air Resources Board (ARB or Board) staff is hereby postponing the
public workshop originally scheduled for Tuesday, February 14,
2017. ARB will send out a subsequent listserv with a new date
and time to invite interested parties to a rescheduled workshop.
The workshop was scheduled to discuss potential amendments to the
Cap-and-Trade Regulation (Regulation) and Regulation for the
Mandatory Reporting of Greenhouse Gas Emissions (MRR).

Purpose of Workshop

ARB will reschedule this workshop which will continue the public
process of the 2016 amendments to the Regulation and MRR. The
workshop will cover staff's proposed changes to the Regulation
and MRR in response to comments received on the first 15-day
regulatory proposals.

Staff materials will be made available prior to the workshop and
a subsequent listserv will indicate a date and time for posting,
as well as an informal comment period. All materials will be

Background

Mandatory Greenhouse Gas Emissions Reporting Regulation

The Board first approved MRR in 2007, with revisions in 2010,
2012, 2013, and 2014. The upcoming 2016 amendments will clarify
and update the regulation, including changes to support the
Cap-and-Trade Program.

Cap-and-Trade Regulation

The Board first formally adopted the Regulation in October 2011,
and subsequently approved limited amendments to the Regulation in
June 2012, October 2013, April 2014, September 2014, and most
recently June 2015. The 2016 amendments seek to improve Program
efficiency, update the Regulation using the latest information,
and chart post-2020 implementation of the Program.

The AB 32 Environmental Justice Advisory Committee (Committee)

Background:
The California Global Warming Solutions Act of 2006, (AB 32)
calls for the Air Resources Board (ARB or Board) to convene a
global warming environmental justice advisory committee, to
advise the Board in developing the Scoping Plan, and any other
pertinent matter in implementing AB 32. The advisory committee is
comprised of representatives from communities in the State with
the most significant exposure to air pollution, including, but
not limited to, communities with minority populations or
low-income populations, or both.

The Board appointed the first Environmental Justice Advisory
Committee to advise it on the Initial Scoping Plan and other
climate change programs. To advise the Board on the First Update
to the Climate Change Scoping Plan, ARB reconvened a new
Committee on March 21, 2013. To replace members that either
changed positions and had to resign from the Committee or were
unable to serve, the Board appointed four new members on
September 25, 2015.

The Committee will advise the Board on the development of the
2030 Target Scoping Plan Update, per Governor Brown's Executive
Order B-30-15. Committee meetings are open to the public and
include a public comment period.

The first Scoping Plan was developed in 2008 and, per AB 32, must
be updated at least every five years. The First Update to the
Climate Change Scoping Plan, approved by the Board on May 22,
2014, defined California's climate change priorities for the
subsequent five years and laid the groundwork to start the
transition to the post-2020 goals set forth in Executive Orders
S-3-05 and B-16-2012. In April 2015, Governor Brown set a new
interim statewide target to reduce greenhouse gas emissions to 40
percent below 1990 levels by 2030 and directed CARB to further
update the Scoping Plan to chart the path to achieving the 2030
target. In 2016, the Legislature passed SB 32, which codified a
2030 GHG emissions reductions target of 40 percent below 1990
levels.
