arbcombo -- November 19, 2014 Joint Auction Additional Information and Forms for California Entities

Additional information and forms to support California entities'
participation in an auction have been provided on the ARB Auction
webpage.

The Auction Notice for the California Cap-and-Trade Program and
Québec Cap-and-Trade System Joint Auction of Greenhouse Gas
Allowances on November 19, 2014 (Auction Notice) was posted to
the ARB Joint Auction webpage on Friday, September 19, 2014. The
Auction Notice includes three documents: the Notice, Attachment
A, and Attachment B (Auction Notice and Attachments). Please
note that there are two ARB auction-related webpages, one
specific to joint auctions and ARB's general auction webpage.

As provided in the Auction Notice and Attachments, updates to the
auction participation process have been implemented for the
November 19, 2014 joint auction due to the auction being
conducted jointly with Québec, and to address updates to the
California Cap-and-Trade Regulation that became effective July 1,
2014. Additional information and forms to support California
entities' participation in an auction have been provided on the
ARB Auction webpage and are described below.

Auction Schedule
Please refer closely to the Auction Schedule provided in the
Auction Notice for dates specific to the November 19, 2014 joint
auction as the timeframe for some auction activities is different
than that of previous auctions. Consigning entities should note
that the date for receipt of proceeds from the sale of any
consigned allowances during the November 19, 2014 joint auction
is Thursday, December 18, 2014.

Auction Attestation Disclosure Form
Section 95912(d)(4)(E) of the Cap-and-Trade Regulation requires
that each auction application include an attestation disclosing
the existence and status of any ongoing investigation or an
investigation that has occurred within the last ten years with
respect to any alleged violation of any rule, regulation, or law
associated with any commodity, securities, environmental, or
financial market for the entity participating in the auction, and
all other entities with whom the entity has a corporate
association, direct corporate association, or indirect corporate
association pursuant to section 95833 that participate in a
carbon, fuel, or electricity market. Further, the attestation
must be updated before each auction to reflect any change in the
status of an investigation that has occurred since the most
recent auction application attestation was submitted. An auction
applicant may use the Auction Application Attestation Disclosure
Form available from ARB's webpage to submit the required
attestation disclosure and updates to previously submitted
attestations by completing the form and submitting an original to
ARB at the address on the back of the form at least 30 days prior
to an auction in which it intends to participate.

Bid Guarantees – Form and Requirements
California entities may now submit any of the following forms or
a combination of the following forms of bid guarantee: cash
through wire transfer, letter of credit, bank bond, or surety
bond. Details for submitting each form of bid guarantee are
provided in Attachment A to the Auction Notice. Required terms
that must be met for each type of physical bid guarantee
instrument are also provided in Attachment A to the Auction
Notice. Note that effective for the November 19, 2014 joint
auction, all physical bid guarantee instruments must have an
expiration date no earlier than 26 days after the auction date.

A sample letter of credit is available on the ARB Auction webpage

Additional Information
Additional information is expected to be posted to the ARB
Auction webpage in the future. Interested entities are
encouraged to check the ARB webpages frequently for updates.

BACKGROUND
The November 19, 2014 joint GHG allowance auction will offer year
2014 current vintage allowances and year 2017 future vintage
allowances for sale. The November 2014 joint auction is
scheduled to take place from 10:00 AM Pacific Time (PT) / 1:00 PM
Eastern Time (ET) until 1:00 PM PT / 4:00 PM ET. The Auction
Notice and Attachments are posted on the ARB Joint Auction
webpage at:

arbcombo -- Work Group Meetings for AQIP Low Carbon Transportation FY 2014-15 Pilot and Freight Demonstration Projects

In June 2014, the Air Resources Board (ARB) approved the Fiscal
Year (FY) 2014-15 Funding Plan for the Air Quality Improvement
Program (AQIP) and Low Carbon Transportation Greenhouse Gas
Emission Reduction Fund (GGRF) Investments (FY 2014-15 Funding
Plan), providing up to $9 million in funding for Light-Duty Pilot
Projects, up to $25 million for Heavy-Duty Pilot Projects, and up
to $50 million for Advanced Technology Freight Demonstration
Projects.

These projects, outlined in the FY 2014-15 Funding Plan, will be
further developed with public input beginning in fall 2014
through a series of work group meetings and individual
stakeholder discussions.

Individual work groups will be established for each project
listed below. The purpose of the work group meetings is to
discuss the project design and scope of work for each project
solicitation. Staff encourages anyone who is interested in one

Background: The Air Quality Improvement Program (AQIP) is
designed to support development and commercialization of advanced

Renewable Fuel, Vehicle Technology, Clean Air, and Carbon
Reduction Act of 2007 (AB 118; Núñez, Chapter 750, Statutes of
2007), the program focuses on reducing criteria pollutant and
diesel particulate pollution with concurrent reductions in
greenhouse gas (GHG) emissions.

The FY 2014-15 State budget provides $200 million from the
State's share of auction proceeds under the Air Resources Board's
Cap and Trade program to be spent on low carbon transportation
projects that reduce GHG emissions primarily in disadvantaged
communities. Because the Governor's goals for the investment of
Cap and Trade proceeds are consistent with the established
objectives of the AQIP program, and because of the past success
of the AQIP program structure, this year staff is combining the
two funding sources (AQIP and Low Carbon Transportation

As of the reserve sale application deadline of September 9, 2014,
no covered entities or opt-in entities had indicated an intent to
bid at the September 2014 reserve sale. Therefore, the Air
Resources Board will not be holding the reserve sale scheduled
for September 29, 2014.

The next reserve sale is scheduled for December 31, 2014. A
notice for that reserve sale will be posted approximately 30 days
prior to the scheduled date. All allowances for the September
2014 reserve sale will be made available at the December 2014
reserve sale.

Background:

The California Cap-and-Trade Program includes an Allowance Price
Containment Reserve available to California covered entities and
opt-in covered entities in quarterly reserve sales. More

input on the development of a Strategy document by the end of
2014. The purpose of the Strategy is to identify and prioritize

California's landmark Sustainable Communities and Climate
Protection Law (Senate Bill 375) ushered in a new era of regional
planning. Passed in 2008, SB 375 aims to reduce greenhouse gas
emissions through better coordination and alignment of regional
transportation planning with local land use planning. Each of the
state's eighteen Metropolitan Planning Organizations (MPOs) was
charged with creating a "Sustainable Communities Strategy" (SCS)
as part of their Regional Transportation Plan. The SCS contains
land use, housing, and transportation strategies that, if
implemented, would allow the region to achieve state defined
targets for greenhouse gas emissions reductions from passenger
vehicle use.

Rich conversations on best ways to reduce greenhouse gas
emissions while addressing other important social, environmental,
and economic priorities have been sparked in regions across
California as part of the first round of SCSs. But what does the
science say about the proposed strategies?

This seminar will provide an objective review of the empirical
evidence on how effective various transportation and land use
strategies are at reducing vehicle miles traveled (and thus
greenhouse gas emissions). In a multi-year project funded by the
Air Resources Board, a team of UC Davis, UC Irvine, and
University of Southern California researchers examined a total of
23 strategies ranging from car-sharing services to access to bus
and rail stations to changes in land use. The goal of the project
was to strengthen the technical underpinnings of SB375 and to
gain a clearer understanding of data gaps and research needs
moving forward. This seminar will outline some of the most
promising strategies to help inform development of and potential
improvements to the models, tools, and information used by
Metropolitan Planning Organizations, local governments, and
others for SB 375 implementation. The scientific evidence for
each strategy studied by the researchers is summarized in a
series of policy briefs that are now available for download at
