Background
California's freight transportation system is a multi-modal
system designed to move freight across the State, the nation, and
the globe. The freight system is a critical part of our economy
and a significant contributor to our air quality concerns. On
January 23, 2014, the Board adopted Resolution 14-2, which
directed staff to engage all interested stakeholders to provide
input on the development of a Strategy document by the end of
2014. The purpose of the Strategy is to identify and prioritize
actions that move California towards a sustainable freight
transport system that is characterized by improved efficiency,
zero or near-zero emissions, and increased competitiveness in the
logistics system.
California is in a drought emergency.
