arbcombo -- JULY 8 ARB PUBLIC WORKSHOP TO DISCUSS THE SUPPLEMENT TO THE AB 32 SCOPING PLAN FUNCTIONAL EQUIVALENT DOCUMENT

The Air Resources Board (ARB) invites you to participate in a
public workshop to discuss the Supplement to the AB 32 Scoping
Plan Functional Equivalent Document (FED). This document,
released on June 13, 2011, was prepared for the AB 32 Scoping
Plan in accordance with the California Environmental Quality Act
(CEQA) and the Air Resources Board's (ARB or Board) certified
regulatory program.

The AB 32 Scoping Plan outlines the measures, approaches and
programs California will use to reduce greenhouse gases (GHGs) as
required under AB 32. The measures were also developed to help
clean the air, protect the environment and drive innovative new
solutions to clean energy.

In 2008, a FED was prepared that analyzed the potentially
significant environmental impacts that could result from
implementing the measures in the AB 32 Scoping Plan, including
the analysis of five alternatives. ARB staff has now prepared a
Supplement to the FED. The Supplement which is the subject of
this workshop provides an expanded and revised analysis of the
five alternatives discussed in the FED. On August 24, the Board
will reconsider its prior decision on the AB 32 Scoping Plan
based on the expanded environmental analysis provided in the
Supplement. If approved, the Supplement will supersede and
replace the project alternatives section of the FED.
