Agenda and Discussion Document Posted for Second Public Workshop
on Fiscal Year (FY) 2014-15 Air Quality Improvement Program
(AQIP) Funding Plan and Greenhouse Gas Reduction Fund (GGRF)
Low-Carbon Transportation Investments.
The agenda and discussion document are now available for the
public workshop on April 3, 2014 to discuss development of the
Assembly Bill (AB) 118 AQIP Funding Plan and allocation of
low-carbon transportation GGRF investments for FY 2014-15. As
part of developing the FY 2014-15 Funding Plan, ARB staff will
seek public input to evaluate the project categories funded in FY
2014-15 and evaluate potential funding of new categories.

Background: AQIP is a voluntary incentive program administered by
the Air Resources Board (ARB) providing about $20-25 million per
year (depending on revenues) through 2023 for a variety of air
quality incentive projects, including low-emission vehicle and
equipment projects, air quality research, and advanced energy
technology workforce training. Each year the Board approves the
AQIP Funding Plan, which serves as the blueprint for expending
AQIP funds during the current FY.
In 2012, the Legislature passed and Governor Brown signed into
law three bills – AB 1532 (Pérez, Chapter 807), Senate Bill (SB)
535 (De León, Chapter 830), and SB 1018 (Budget and Fiscal
Review
Committee, Chapter 39) – that establish the GGRF to receive
auction proceeds and to provide the framework for how the auction
proceeds will be administered. The Governor's Proposed Budget
for FY 2014-15 includes $200 million for low carbon
transportation projects that expand existing efforts and provide
benefits to disadvantaged communities.
