ARB will host a Cap-and-Trade Program technical working group
meeting on a proposed Border Carbon Adjustment for the cement
sector on Wednesday, April 9, 2014, at Cal/EPA headquarters in
Sacramento.

On February 5, 2014, ARB staff conducted a public workshop to
discuss the potential inclusion of cement importers in the
California Cap-and-Trade Program starting at the beginning of the
second compliance period (January 1, 2015) using a border carbon
adjustment. A border carbon adjustment is a mechanism that would
create a compliance obligation for importers similar to the
obligation faced by the same industry within California. The
workshop kicked off the public process to consider regulatory
amendments that would include cement importers as an additional
covered sector subject to the California Cap-and-Trade
Regulation. In the workshop, staff discussed four program design
options and various design elements such as scope, applicability,
and program stringency.
The purpose of the April 9 technical working group meeting is to
discuss and solicit feedback on and information pertinent to a
staff proposal for program design, scope, and applicability of
this proposed design option, and default and facility- or
region-specific emission factors. Technical working group
membership is open to any interested stakeholders.
