The State of California invites you to participate in a series of
public workshops to provide input on the Cap-and-Trade Auction
Proceeds Draft Second Investment Plan covering Fiscal Years
2016-17 through 2018-19.
The series of public workshops begins November 3, 2015. The
three workshops are shown below. In each location,
representatives from the Administration will provide an overview
of current investments, introduce the preliminary recommendations
presented in the Draft Second Investment Plan, and respond to
questions to aid stakeholders in developing written comments on
potential future investments. The Administration will present the
same material at each of these three workshops.

INVESTMENT PLAN:
To guide the investment of cap-and-trade auction proceeds, the
Administration is required to submit a three year Investment Plan
to the Legislature that identifies priority investments to help
California achieve its greenhouse gas reduction goals, while
realizing additional health, economic, and environmental
benefits. The Draft Second Investment Plan will be posted at:
http://www.arb.ca.gov/investmentplan prior to the workshops.

BACKGROUND:
Assembly Bill 32, the California Global Warming Solutions Act of
2006 (AB 32; Nunez, Chapter 488, Statutes of 2006) is a
comprehensive, multi-year program to reduce greenhouse gas
emissions in California. The Air Resources Board has adopted a
Scoping Plan and, together with other State and local agencies,
has developed and implemented numerous regulations and programs,
including the Cap-and-Trade Program to reduce emissions to meet
AB 32 goals.
