transport system in California.

Background
In July 2015, Governor Brown issued Executive Order B-32-15,
which directs his administration to create an integrated freight
action plan by July 2016 that establishes clear targets to
improve freight efficiency, transition to zero-emission
technologies, and increase competitiveness of California's
freight system. The plan will also identify State policies,
programs, and investments that could achieve these targets.
