Cap-and-Trade Adaptive Management Process. The meetings are open
to the public and full participation by all parties is
encouraged.

Locations and dates of the meetings are:

Sacramento: November 5, 2015

Los Angeles: November 9, 2015

Fresno: November 10, 2015

El Cerrito: November 16, 2015

Additional meeting details are included in the notice that is
posted here:
http://www.arb.ca.gov/cc/capandtrade/adaptivemanagement/meetings/notice.pdf

ARB's Adaptive Management Program website is available at:
http://www.arb.ca.gov/cc/capandtrade/adaptivemanagement/adaptivemanagement.htm

An update on the status of the development of the Adaptive
Management Program will be presented at the November 19, 2015
Public Board Hearing.

An agenda and presentation will be posted before the meetings.

ARB staff plans to continue work on the Cap-and-Trade Adaptive
Management process over the next several months and plans to hold
additional public meetings in early 2016 to solicit public input.
Staff intends to present a final proposed Adaptive Management
Process to the Board in spring/early summer 2016.

Background
Adaptive management is a process of information gathering, review
and analysis, and response that promotes flexible public agency
decision-making. This process is appropriate where complex
systems are involved, where the effects of an agency's actions
might play out over an extended period of time. Adaptive
management is consistent with ARB's long-standing approach to
program implementation that incorporates on-going evaluation of
how programs and regulations are implemented on the ground,
regular updates to the Board, and adjustments to program
implementation and regulatory requirements, as necessary.

ARB committed to use the adaptive management approach as an
integral part of implementing the Cap-and-Trade program in order
to address unanticipated adverse air quality impacts that could
result from the program.

arbcombo -- Cap-and-Trade Auction Proceeds: Draft Second Investment Plan is now available for the November 3-5 public workshops

The Draft Second Investment Plan for Fiscal Years 2016-17 through
2018-19 and details for the three public workshops are now
available. Information can be found at:
http://www.arb.ca.gov/investmentplan.

To guide the investment of Cap-and-Trade auction proceeds, the
Department of Finance, in consultation with the Air Resources
Board and other State agencies, is required to submit a three
year Investment Plan to the Legislature that identifies
investments to help California achieve its greenhouse gas
reduction goals, while realizing additional health, economic, and
environmental benefits. The Investment Plan does not propose any
specific funding levels or percentage allocations–those decisions
are made by the Legislature in the State Budget process.

The Draft Second Investment Plan is now available and will be
discussed during three public workshops. In each location,
representatives from the Department of Finance, the Air Resources
Board, and other State agencies will provide an overview of
current investments, introduce the draft recommendations
presented in the document, and respond to questions to aid
stakeholders in developing written comments on potential future
investments. The same material will be presented at these three
workshops.

webcast of the workshop will be available at
http://www.calepa.ca.gov/Broadcast/. Remote participants may
e-mail questions during the workshop to
auditorium@calepa.ca.gov.

Additional technical meetings and workshops on specific topics
raised in the white paper and in the October 28, 2015 workshop
will likely follow in the coming months. A notice will be issued
to announce each of these meetings once details and topics become
final.

Background

Cap-and-Trade Regulation

ARB first formally adopted the Regulation in October 2011. The
Board has subsequently approved limited amendments to the
Regulation in June 2012, October 2013, April 2014, September
2014, and most recently June 2015. The upcoming 2016 amendments
will seek to improve Program efficiency and chart post-2020
implementation of the Program.

California first recognized the importance of addressing
emissions from the deforestation and degradation of tropical
forests in the 2008 AB 32 Scoping Plan. California further
recognized this importance through the inclusion of general
placeholder provisions within the Cap-and-Trade Regulation
adopted in 2011 and later in the first update to the AB 32
Scoping Plan in 2014. ARB staff has continued to evaluate these
types of programs, including through California's membership in
the Governors' Climate and Forests Task Force, a coalition of 29
subnational jurisdictions seeking to advance jurisdictional
programs designed to promote low emissions development and
reduced emissions from deforestation and land use, and to link
these activities with greenhouse gas compliance programs and
other pay-for-performance opportunities.

More information about ARB's Cap-and-Trade Program is available
at http://www.arb.ca.gov/cc/capandtrade/capandtrade.htm.

Please note that Spanish translation services will be provided
for this October 28 workshop. Audio equipment carrying live
Spanish translation of the workshop will be available on-site for
check out by any member of the public.

Tenga en cuenta que se prestarán los servicios de traducción al
español de este taller de 28 de octubre. Equipo de audio llevar
traducción simultánea español del taller estará disponible en el
sitio para la salida de cualquier miembro del público.

arbcombo -- Draft Medium- and Heavy-Duty Battery Electric Trucks and Buses Technology Assessment Released for Public Comment

The California Air Resources Board (ARB or Board) announces the
release of the draft document "Technology Assessment: Medium- and
Heavy-Duty Battery Electric Trucks and Buses." This draft
technology assessment identifies the status of battery electric
vehicle (BEV) technology that can reduce greenhouse gas (GHG) and
criteria pollutant emissions from Class 2b through Class 8
vehicles (gross vehicle weight of 8,501 pounds and up).

The draft technology assessment discusses BEV components such as
motors and batteries, charging systems, costs, and benefits, and
discusses trucks and buses that are commercially available or in
demonstration stages, including transit buses, school buses,
medium-duty trucks and shuttle buses and heavy-duty trucks.
Sources of information used in the draft assessment include an
extensive list of published reports, research papers, and
documented conversations with technology experts.

The draft technology assessment can be viewed and downloaded from
the ARB's technology and fuels assessment webpage at:
http://www.arb.ca.gov/msprog/tech/tech.htm

We encourage interested parties to submit comments on the draft
technology assessment through the technology and fuels assessment
web page for public comments at:
http://www.arb.ca.gov/msprog/tech/techreport/comments.htm. We
request to receive comments within 30 days of the posting of this
draft assessment, if possible.

ARB staff will provide an informational update to the Board on
this draft technology assessment, along with the draft technology
assessments for fuel cell and hybrid heavy-duty vehicles, at the
November 19, 2015, Board meeting in Sacramento. The public
agenda will be available 10 days before the meeting and may be
accessed at: http://www.arb.ca.gov/board/meetings.htm

If you have questions regarding the draft technology assessment,
please contact Dr. Marijke Bekken, Staff Air Pollution
Specialist, at 916-322-8987, or at Marijke.Bekken@arb.ca.gov.

Background: California has made substantial progress in reducing
emissions from mobile sources, but further reductions are needed
to meet California's air quality and climate goals. These goals
include:

•Meeting 2023 and 2032 ambient ozone air quality standards, which
staff estimates will require a 90 percent reduction in NOx
emissions below the 2010 baseline emission inventory in the South
Coast air basin, with substantial reductions needed in the San
Joaquin Valley and other non-attainment areas of the state as
well;

•Meeting the newly proposed federal ozone standard, which staff
estimates will be even more challenging to attain than the 2032
standard;

•Reduce greenhouse gas (GHG) emissions to 1990 levels by 2020;

•Achieve a 40 percent reduction in GHG emissions from 1990 levels
by 2030;

•Achieving an 80 percent reduction in GHG emissions from 1990
levels by 2050;

•Reduce petroleum use in cars and trucks by up to 50 percent by
2030; and

•Produce at least 50 percent of electricity from renewable
sources by 2030.

Heavy-duty vehicles greater than 8,500 pounds emit about a fifth
of the total GHG emissions associated with transportation sources
in the State, which is about eight percent of the statewide
total. In addition, these vehicles account for 33% of NOx
emissions from all statewide sources. Because trucking emissions
are such a significant source of GHG and criteria pollutant
emissions, achieving reductions within the trucking sector is a
key component in the strategy to meet California's climate and
air quality goals.

The technology assessments were prepared by staff from ARB, along
with the South Coast Air Quality Management District (SCAQMD)
staff. They were discussed at workshops in September 2014 and at
the December 2014 ARB board meeting. More information on the
assessments is available at ARB's website at
http://www.arb.ca.gov/msprog/tech/tech.htm. An overview of the
technology assessments was released in April 2014 and is
available on ARB's website at
http://www.arb.ca.gov/msprog/tech/report.htm.

arbcombo -- Notice of Public Meeting October 22, 2015

The Air Resources Board (ARB or Board) will conduct a public
meeting at the time and place noted below to consider an update
to the Fiscal Year 2015-16 Funding Plan for Low Carbon
Transportation Investments and the Air Quality Improvement
Program (FY 2015 16 Funding Plan).

DATE: October 22, 2015

TIME: 9:00 a.m.

PLACE: South Coast Air Quality Management District
Auditorium
21865 E. Copley Drive
Diamond Bar, California 91765-4182

Or Via Videoconference:
California Environmental Protection Agency
Air Resources Board
Byron Sher Auditorium, 2nd Floor
1001 I Street

Interested members of the public may present comments orally or
in writing at the meeting and may provide comments by postal mail
or by electronic submittal before the meeting. To be considered
by the Board, written comments not physically submitted at the
meeting, must be received no later than 5:00 pm, October 19,
2015, and addressed to the following:

Postal mail: Clerk of the Board, Air Resources Board
1001 I Street, Sacramento, California 95814

Electronic submittal:
http://www.arb.ca.gov/lispub/comm/bclist.php

Further inquiries regarding this matter should be directed to Ms.
Graciela Garcia, Air Pollution Specialist, at (916) 323 2781, or
Mr. Ali Koohestani, Air Resources Technician, at (916) 324 1590.

Background: At the June 25, 2015 Board meeting, the Board
approved the proposed FY 2015 16 Funding Plan which describes how
ARB would spend $350 million in Low Carbon Transportation funding
from the Greenhouse Gas Reduction Fund and $23 million for AQIP.
At the time of the June 2015 Board action, the Legislature had
not yet appropriated the Low Carbon Transportation funds to ARB,
so the Funding Plan was contingent on appropriation of these
funds.

In September 2015, the Legislature appropriated $90 million in
Low Carbon Transportation project funding to ARB. This
appropriation is intended to provide continued funding for
existing projects in order to avoid implementation disruptions
while the Legislature considers the rest of the Governor's
Cap-and-Trade auction proceeds budget proposal.

Staff proposes to allocate the $90 million to the following three
existing vehicle rebate and voucher projects with ongoing
consumer demand: the Clean Vehicle Rebate Project; Enhanced
Fleet Modernization Program Plus-Up Pilot Project to Benefit
Disadvantaged Communities; and the Hybrid and Zero-Emission Truck
and Bus Voucher Incentive Project. Implementation of the
remaining nine projects in the FY 2015-16 Funding Plan would be
deferred until additional funds are appropriated by the
Legislature.

Additional background on this programs is available on ARB's
website at: http://www.arb.ca.gov/aqip/.

arbcombo -- Now Available: ARBs comments on EPA/NHTSA Proposed Rulemaking for Phase 2 GHG Standards for Medium- and Heavy-Duty Engines/Vehicles

On October 1, 2015, the Air Resources Board (ARB) submitted its
formal comments to the public dockets of both the U.S.
Environmental Protection Agency (U.S. EPA) and the National
Highway Traffic Safety Administration (NHTSA) on their joint
proposal for Phase 2 of the federal greenhouse gas (GHG) and fuel
efficiency standards for medium- and heavy-duty engines,
vehicles, and trailers. The comments, along with a letter
signed by ARB's Chair Mary D. Nichols summarizing ARB's most
significant concerns and recommendations for accelerating and
strengthening the federal Phase 2 program, are now available at:

http://www.arb.ca.gov/msprog/onroad/caphase2ghg/caphase2ghg.htm

Overall, ARB believes the proposed federal Phase 2 program is a
good next step in supporting California's actions to achieve
unique climate and petroleum reduction goals. However, ARB also
believes the proposal misses opportunities to maximize GHG
emission reductions and spur development of critical advanced
technologies that can provide early climate benefits; these
advanced technologies are especially important to California in
meeting our 2030 GHG and petroleum use reduction goals.

Additionally, the proposal did not include a commitment from U.S.
EPA to begin development on lower, mandatory oxides of
nitrogen(NOx)emission standards for heavy-duty engines and
vehicles, as was expected by ARB. California needs dramatic
further reductions in NOx emissions beyond what ARB's current
programs will achieve by 2031 to attain health-based standards
for ozone and fine particulate matter. ARB will move forward with
its efforts to establish a California-only lower NOx standard if
U.S. EPA does not take timely federal action.

ARB has also submitted separate comments in response to NHTSA's
Draft Environmental Impact Statement, which analyzes potential
environmental impacts of the proposed fuel efficiency standards
in the Phase 2 rulemaking and is prepared pursuant to National
Environmental Policy Act requirements. This comment letter is
also available from the website shown above.

For more information on Phase 2 GHG emission standards for
on-road heavy-duty vehicles, please go to:
http://www.arb.ca.gov/msprog/onroad/caphase2ghg/caphase2ghg.htm.

If you have questions regarding this notification, please contact
Krista Fregoso at
(916) 445-5035 or krista.fregoso@arb.ca.gov.

Background: ARB staff has worked jointly with the staff of U.S.
EPA and NHTSA on the next phase of GHG emission standards,
referred to as Phase 2, for medium- and heavy-duty engines and
vehicles. The proposed standards build on the improvements in
engine and vehicle efficiency required by the Phase 1 GHG
standards, and provide a significant opportunity to achieve
further GHG emission reductions from a wide range of on-road
vehicles---from semi-trucks and their trailers, large pick-ups
and vans, vocational work trucks, and buses.

U.S. EPA and NHTSA issued their final joint Notice of Proposed
Rulemaking for the Phase 2 GHG and fuel efficiency standards on
July 13, 2015. The joint federal proposed rules and related
documents are available from both agencies' websites shown below.

http://www3.epa.gov/otaq/climate/regs-heavy-duty.htm
http://www.nhtsa.gov/fuel-economy

Upon federal adoption of the Phase 2 standards, ARB staff plans
to present a proposed California Phase 2 program to the Board
tentatively in 2017.

arbcombo -- Grant Solicitation for Zero-Emission Truck and Bus Pilot Commercial Deployment Projects

The California Air Resources Board (ARB or Board) is pleased to
announce its grant solicitation for the Zero-Emission Truck and
Bus Pilot Commercial Deployment Projects.

The funding opportunity was approved by the Board in the Fiscal
Year (FY) 2014-15 and FY 2015-16 Funding Plans for the Assembly
Bill 118 Air Quality Improvement Program and Low Carbon
Transportation Greenhouse Gas Reduction Fund Investments. Up to
$23,658,000 is available for this project from FY 2014-15 funds.
Up to an additional $60,000,000 may be available for projects

California legislature on or before June 30, 2016. This project
complements the Zero-Emission Drayage Truck and Multi-Source
Facility Demonstration Projects solicitations released in June of
this year as part of the $50 million allocation for advanced
technology freight demonstrations.

Projects funded under this solicitation will help accelerate
technology commercialization by placing significant numbers of
zero- and near zero-emission emission trucks and buses in
clusters, such as transit agencies, school districts and freight
hubs. Eligible projects may also include infrastructure
necessary to support project vehicles, and the majority of
available funding will go towards projects that benefit
disadvantaged communities. (see
www.calepa.ca.gov/EnvJustice/GHGInvest/)

California-based public agencies such as air districts, transit
agencies, school districts, ports, or local government entities
or agencies and California-based non-profit organizations with
expertise implementing zero-emission vehicle deployments may
apply for this Solicitation to become pilot project Grantees.
Applications are due to ARB by 5:00 p.m., January 29, 2016.

ARB will hold an applicant teleconference to answer questions
regarding this Grant Solicitation on October 21, 2015. The
applicant teleconference will provide an opportunity for
potential applicants to ask clarifying questions regarding
general application requirements. The meeting will be held on
the following date and time:

Date: October 21, 2015
Time: 10:00 a.m. to 12:00 p.m. (Pacific)
Location: Sierra Hearing Room
CalEPA Headquarters
1001 I Street

If you have questions regarding this Grant Solicitation, please
contact Ms. Leslie Goodbody at leslie.goodbody@arb.ca.gov or
(916) 323-2961.

Background:

The Zero-Emission Truck and Bus Pilot Commercial Deployment
Projects under the Low Carbon Transportation Greenhouse Gas
Reduction Fund Investments will encourage adoption of early
commercial zero-emission technologies by placing significant
numbers of zero-emission trucks and buses in a handful of
strategic "hubs," and supporting advanced technology clusters
with infrastructure, marketing, and workforce training. This
technology hub concept can help address many of the deployment
challenges by supporting economies of scale in manufacturing,
workforce training, vehicle maintenance and repair, and
infrastructure issues. A public investment in these deployments
helps to achieve significant emission reductions in greenhouse
gases, criteria pollutants and toxic air contaminants, sooner
than would be possible otherwise. This commitment from the State
will identify steps needed to overcome challenges associated with
widespread deployments within the pilot project industries, and
identify ways to transfer zero-emission technologies to other
industry sectors, such as long-haul trucking. This project will
provide benefits to disadvantaged communities. Disadvantaged
communities are identified by the California Environmental
Protection Agency's California Communities Environmental Health
Environmental Health Screening Tool (CalEnviroScreen 2.0) that
assesses all census tracts in the State to identify areas
disproportionately burdened by and vulnerable to multiple sources
of pollution.

arbcombo -- Regional Workshops to discuss a draft Short-Lived Climate Pollutant Strategy

The Air Resources Board (ARB or Board) will hold workshops to
discuss a draft Short-Lived Climate Pollutant Strategy (Draft
Strategy), which was recently released for public comment. The
meetings are open to the public and full participation by all
parties is encouraged. Locations and dates of the workshops are:

Sacramento: October 13, 2015
Diamond Bar: October 14, 2015
Fresno: October 19, 2015

Additional workshop details are included in the notice that is
posted here: http://www.arb.ca.gov/cc/shortlived/2015notice.pdf

The Draft Strategy can be found on ARB's Short-Lived Climate
Pollutant website at:
http://www.arb.ca.gov/cc/shortlived/shortlived.htm

The website also contains a link for submitting written comments
on the Draft Strategy. Comments received on the Draft Strategy
will inform the development of a Proposed Strategy, which will be
presented to the Board in late 2015.

An agenda and presentation will be posted before the workshops.

Background
Short-lived climate pollutants are powerful climate forcers that
remain in the atmosphere for a much shorter period of time than
major climate pollutants such as carbon dioxide. Their relative
potency in terms of how they heat the atmosphere can be tens to
thousands of times greater than CO2. Short-lived climate
pollutants include methane, black carbon, and fluorinated gases.
The impacts of short-lived climate pollutants are especially
strong within the near term. Reducing these emissions can have
an immediate beneficial impact on climate change. Senate Bill
605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in
coordination with other State agencies and local air districts,
to develop a strategy by the end of 2015, to further reduce
short-lived climate pollutant emissions in California.
