Governor Brown has called for California to adopt a 2030
greenhouse gas (GHG) emissions target to inform policy setting
and program development. The California Air Resources Board,
California Energy Commission, California Public Utilities
Commission, and the California Independent System Operator
commissioned Energy and Environmental Economics (E3) to evaluate
the feasibility and cost of a range of potential 2030 targets
along the way to the State's goal of reducing GHG emissions to
80% below 1990 levels by 2050.
E3 conducted the analysis, with support from Lawrence Berkeley
National Laboratory (LBNL), using the E3 California PATHWAYS
model. Enhanced specifically for this study, the model features
detailed representations of the buildings, industry,
transportation, and electricity sectors, including hourly
electricity supply and demand. Also represented, but with less
detail, are non-energy GHG emissions and energy demand from the
water sector and the agriculture sector.
