The AB 32 Environmental Justice Advisory Committee (EJAC) will be
meeting on May 10, 2016 from 9:00 am to 5:00 pm (PDT) in Sierra
Hearing Room, 2nd floor of the CalEPA Headquarters Building,
located at 1001 "I" Street in Sacramento, California.
The meeting notice and agenda are posted at:
http://www.arb.ca.gov/cc/ejac/meetings/meetings.htm
Background:
The California Global Warming Solutions Act of 2006, (AB 32)
calls for the Air Resources Board (ARB or Board) to convene a
global warming environmental justice advisory committee, to
advise the Board in developing the scoping plan, and any other
pertinent matter in implementing AB 32. The advisory committee is
comprised of representatives from communities in the State with
the most significant exposure to air pollution, including, but
not limited to, communities with minority populations or
low-income populations, or both.
The Board appointed the first environmental justice advisory
committee to advise it on the Initial Scoping Plan and other
climate change programs. To advise the Board on the First Update
to the Climate Change Scoping Plan, ARB reconvened a new EJAC on
March 21, 2013. To replace members that either changed positions
and had to resign from the Committee or were unable to serve, the
Board appointed four new members on September 25, 2015.
The EJAC will advise the Board on the development of the 2030
Target Scoping Plan, per Governor Brown's Executive Order
B-30-15. Committee meetings are open to the public and include a
public comment period.

arbcombo -- Release of Modeling Results related to the California Plan for Compliance with U.S. EPA Clean Power Plan
California Air Resources Board (ARB) staff is developing
proposals for 2016 amendments to the California Cap on Greenhouse
Gas Emissions and Market Based Compliance Mechanisms
(Cap-and-Trade Program) that will seek to improve Program
efficiency and chart post-2020 implementation of the Program. The
potential revisions would also support California's plan for
compliance with the U.S. Environmental Protection Agency's (U.S.
EPA) Clean Power Plan.
ARB, California Energy Commission (CEC), and California Public
Utilities Commission (CPUC) staff have continued to update Clean
Power Plan reliability and modeling results. Staff have produced
revised production cost modeling results to forecast electricity
sector emissions under mid-range and stressful demand conditions
through to 2031, and generated planning reserve margin estimates
under these scenarios. This updated information includes an
anticipated emissions level from the sector relative to federal
targets.
To ensure timely and simultaneous access to these updated
modeling results, ARB will post this information to ARB's Clean
Power Plan website at noon on Thursday, April 28, 2016.
http://www.arb.ca.gov/cc/powerplants/powerplants.htm.
Background
Cap-and-Trade Regulation
The Board first formally adopted the Cap-and-Trade Regulation in
October 2011, and subsequently approved limited amendments to the
Cap-and-Trade Regulation in June 2012, October 2013, April 2014,
September 2014, and most recently June 2015. The upcoming 2016
amendments will seek to improve Cap-and-Trade Program efficiency,

Updated Public Meeting Schedule:
• April 26: First Public Workshop on the Proposed
Strategy(Sacramento)
• May 3: Second Public Workshop on the Proposed Strategy (1:30
p.m. in Bakersfield)
• (NEW) May 3: Third Public Workshop on the Proposed Strategy
(6:00 p.m. in Bakersfield)
• May 19: Board Meeting for Proposed Strategy
• Late-Summer/Early-Fall: Board to consider approving a final
SLCP Strategy
Background
Short-lived climate pollutants (SLCPs) are powerful climate
forcers that remain in the atmosphere for a much shorter period
of time than major climate pollutants such as carbon dioxide
(CO2). Their relative potency in terms of how they heat the
atmosphere can be tens to thousands of times greater than CO2.
SLCPs include black carbon, methane, and fluorinated gases,
including hydrofluorocarbons. The impacts of SLCPs are
especially strong within the near term. Reducing these emissions
can have an immediate beneficial impact on climate change.
SLCP reductions are important to continuing and maintaining the
greenhouse gas reductions called for by AB 32 (Nunez, Chapter
488, Statutes of 2006) and SB 605
(Lara, Chapter 523, Statutes of 2014), and to ensuring emissions
meet the statewide greenhouse gas emission limit that AB 32
established. The Proposed Strategy is identified in the First
Update to the Climate Change Scoping Plan as one of the
recommended actions to achieve additional greenhouse gas emission
reductions. SB 605 further requires ARB, in coordination with
other State agencies and local air districts, to develop a
strategy to further reduce SLCP emissions in California.
A Draft Strategy was released for public comment on September 30,
2015. After considering comments received, ARB staff released
the Proposed Strategy on April 11, 2016, which will be presented
to the Board at a public meeting on May 19, 2016. The Board will
not vote on the Proposed Strategy at this meeting; a second Board
meeting will be scheduled for either late summer or early fall
for the Board to consider approving a final SLCP Strategy, along
with final environmental documents.
Environmental Analysis
ARB, as the lead agency for the Proposed Strategy, prepared a
Draft Environmental Analysis (EA) in accordance with the
requirements of the California Environmental Quality Act (CEQA)
and ARB's regulatory program certified by the Secretary of
Natural Resources (California Code of Regulation, title 17,
sections 60006-60008; California Code of Regulation, title 14,
section 15251, subdivision (d)). The resource areas from the
CEQA Guidelines Environmental Checklist were used as a framework
for a programmatic environmental analysis of the reasonably
foreseeable compliance responses resulting from implementation of
the proposed measures discussed in the Proposed Strategy. The
Draft EA provides an analysis of both the beneficial and adverse
impacts and feasible mitigation measures for the reasonably
foreseeable compliance responses associated with the proposed
measures under each of the 17 environmental resource areas.
Collectively, the Draft EA concluded implementation of these
actions could result in the following short-term and long-term
beneficial and adverse impacts: beneficial long-term impacts in
reduced greenhouse gas emissions; less-than-significant impacts
to air quality, biological resources, energy demand, geology and
soils, greenhouse gases (short-term), hazards and hazardous
materials, hydrology and water quality, resources related to land
use planning, mineral resources, noise, population and housing,
public services, and recreational services; and potentially
significant and unavoidable adverse impacts to aesthetics,
agriculture and forest resources, air quality, biological
resources, cultural resources, geology and soils, hazards and
hazardous materials, hydrology and water quality, resources
related to land use planning, noise, transportation/traffic, and
utilities and service systems. The potentially significant and
unavoidable adverse impacts are primarily related to short-term
construction-related activities, which explains why some resource
areas are identified above as having both less-than-significant
impacts and potentially significant impacts. Please refer to the
Draft EA for further details.
Public Comments on the Proposed Strategy and Draft EA
The Proposed Strategy and its appendices, including the Draft EA
(Appendix C), can be obtained from ARB's short-lived climate
pollutant website at:
http://www.arb.ca.gov/cc/shortlived/shortlived.htm. ARB invites
comments on the Proposed Strategy and Draft EA during the 45-day
public comment period that begins on April 11, 2016, and ends on
May 26, 2016. Submittal of comments on both documents should be
made to: http://www.arb.ca.gov/lispub/comm/bclist.php. The
meeting agenda, staff presentation, and any other related
materials will be distributed prior to the workshops. These
documents will be posted in advance on ARB's Short-Lived Climate
Pollutant website (see above).

to meet California's air quality and climate goals. These goals
include:
•Meeting 2023 and 2031 ambient ozone air quality standards, which
staff estimates will require an overall 80 percent reduction in
NOx emissions below today's levels in the South Coast air basin,
with substantial reductions needed in the San Joaquin Valley and
other non-attainment areas of the state as well;
•Meeting the newly proposed federal ozone standard;
•Reducing greenhouse gas (GHG) emissions to 1990 levels by 2020;
•Achieving a 40 percent reduction in GHG emissions from 1990
levels by 2030;
•Achieving an 80 percent reduction in GHG emissions from 1990
levels by 2050;
•Reducing petroleum use in cars and trucks by up to 50 percent by
2030; and
•Producing at least 50 percent of electricity from renewable
sources by 2030.
Heavy-duty vehicles greater than 8,500 pounds emit about
one-fifth of the total GHG emissions associated with
transportation sources in the State, which is about eight percent
of the statewide total. In addition, these vehicles account for
33 percent of NOx emissions from all statewide sources. Because
trucking emissions are such a significant source of GHG and
criteria pollutant emissions, achieving reductions within the
trucking sector is a key component in the strategy to meet
California's climate and air quality goals.
The technology assessments were prepared by staff from ARB, along
with the South Coast Air Quality Management District staff. They
were discussed at workshops in September 2014 and at the December
2014 ARB board meeting. More information on the assessments is
available at ARB's website at
http://www.arb.ca.gov/msprog/tech/tech.htm. Draft technology
assessments reports were released for public comments and are
available on ARB's website at

release of the draft document "Supporting Information for
Technology Assessments: Truck and Bus Sector Description".
ARB's long-term objective is to transform the mobile source fleet
into one utilizing zero and near-zero emission technologies to
meet air quality and climate change goals. This document was
prepared to support heavy-duty truck-related technology
assessments heavy-duty fuel cell electric vehicles, hybrid
electric vehicles, battery electric vehicles, and diesel and
natural gas engines. It applies to Class 2b through Class 8
heavy-duty vehicles with greater than 8,500 pounds gross vehicle
weight rating. It presents a description of the truck and bus
sector including truck types, vocations, emissions, and economics
of the trucking and truck and engine manufacturing industries.
Sources used in the draft supporting information included
published reports, research papers, and ARB inventory data.

Updated Public Meeting Schedule
• April 26: First Public Workshop on the Proposed Strategy
(Sacramento)
• (NEW) May 3: Second Public Workshop on the Proposed Strategy
(Bakersfield)
Pollutant website (see above).

sections 60006-60008; California Code of Regulation, title 14,
section 15251, subdivision (d)). The resource areas from the
CEQA Guidelines Environmental Checklist were used as a framework
for a programmatic environmental analysis of the reasonably
foreseeable compliance responses resulting from implementation of
the proposed measures discussed in the Proposed Strategy. The
Draft EA provides an analysis of both the beneficial and adverse
impacts and feasible mitigation measures for the reasonably
foreseeable compliance responses associated with the proposed
measures under each of the 17 environmental resource areas.
Collectively, the Draft EA concluded implementation of these
actions could result in the following short-term and long-term
beneficial and adverse impacts: beneficial long-term impacts in
reduced greenhouse gas emissions; less-than-significant impacts
to air quality, biological resources, energy demand, geology and
soils, greenhouse gases (short-term), hazards and hazardous
materials, hydrology and water quality, resources related to land
use planning, mineral resources, noise, population and housing,
public services, and recreational services; and potentially
significant and unavoidable adverse impacts to aesthetics,
agriculture and forest resources, air quality, biological
resources, cultural resources, geology and soils, hazards and
hazardous materials, hydrology and water quality, resources
related to land use planning, noise, transportation/traffic, and
utilities and service systems. The potentially significant and
unavoidable adverse impacts are primarily related to short-term
construction-related activities, which explains why some resource
areas are identified above as having both less-than-significant
impacts and potentially significant impacts. Please refer to the
Draft EA for further details.

arbcombo -- Updated Schedule for Cap-and-Trade and Mandatory GHG Reporting Regulation Amendment Process
California Air Resources Board (ARB or Board) staff is developing
proposals for 2016 amendments to the California Cap on Greenhouse
Gas Emissions and Market Based Compliance Mechanisms
(Cap-and-Trade Program) that will seek to improve Program
efficiency and chart post-2020 implementation of the Program, as
well as supporting changes to the Regulation for the Mandatory
Reporting of Greenhouse Gas Emissions (MRR). The potential
revisions would also support California's plan for compliance
with the U.S. Environmental Protection Agency's (U.S. EPA) Clean
Power Plan. ARB staff had initially proposed a schedule for these
amendments wherein staff reports and draft regulation orders
would be released for a formal, 45-day public comment period at
the end of May 2016 prior to the Board's initial consideration of
the amendments at the July 2016 Board hearing and a final Board
hearing in Spring 2017. ARB staff is now proposing the following
updated schedule for amendments to the Cap-and-Trade Program and
MRR:
July 2016 - Release of staff reports and draft regulation orders
and beginning of formal public comment period
September 2016 – Initial Board Hearing
Spring 2017 – Final Board Hearing
October 2017 – Adopted Regulations become effective
Background
Mandatory Greenhouse Gas Emissions Reporting Regulation
ARB first approved the MRR in 2007, with revisions in 2010, 2012,
2013, and 2014. The upcoming 2016 amendments will clarify and
update the regulation, including changes to support the
Cap-and-Trade Program and for compliance with the U.S. EPA's
Clean Power Plan.
More information about ARB's MRR is available at
http://www.arb.ca.gov/cc/reporting/ghg-rep/ghg-rep.htm.
The upcoming 2016
amendments will seek to improve Cap-and-Trade Program efficiency,
update the Cap-and-Trade Regulation using the latest information,
and chart post-2020 implementation of the Cap-and-Trade Program.
More information about ARB's Cap-and-Trade Program is available
at:
http://www.arb.ca.gov/cc/capandtrade/capandtrade.htm
Clean Power Plan
On August 3, 2015, U.S. EPA's Administrator signed its Clean
Power Plan, which sets carbon dioxide emissions limits for many
existing electric generating units. These regulations are based
on section 111(d) (42 U.S.C. § 7411(d)) of the federal Clean Air
Act. The Plan was published in the Federal Register on October
23, 2015. States must develop compliance plans to meet these
limits and compliance plans are due in September 2016 (with the
option to seek extensions). ARB is developing California's
compliance plan in consultation with the California Energy
Commission and the California Public Utilities Commission,
California's air districts, and other partners.

during the workshop at an address provided in the presentation.
Background on the 2030 Target Scoping Plan Update
This public workshop is part of the public process to update the
AB 32 Scoping Plan to reflect the Governor's Executive Order
B-30-15, which establishes a mid-term GHG reduction target for
California of 40 percent below 1990 levels by 2030. All state
agencies with jurisdiction over sources of GHG emissions were
directed to implement measures to achieve reductions of GHG
emissions to meet the 2030 and 2050 targets. ARB was directed to
update the AB 32 Scoping Plan to reflect the 2030 target, and
therefore, is moving forward with the update process. The
mid-term target is critical to help frame the suite of policy
measures, regulations, planning efforts, and investments in clean
technologies and infrastructure needed to continue driving down
emissions.
In an effort to further the vision of AB 32, Governor Brown
identified key climate change strategy pillars in his January
2015 inaugural address. The pillars recognize that several major
areas of the California economy will need to reduce emissions to
meet the 2030 greenhouse gas emissions target. One of the key
pillars identified by Governor Brown was to ensure that State
agencies are managing farm and rangelands, forests and wetlands
so they can store carbon.
ARB is collecting public comments on the workshop material at
http://www.arb.ca.gov/cc/scopingplan/scopingplan.htm. The webpage
to submit comments will be live beginning on April 27, 2016 at
8:30 am.
Environmental Analysis
This workshop will serve as a scoping meeting as required by the
California Environmental Quality Act (CEQA). Pursuant to CEQA and
ARB's Certified Regulatory Program (Cal. Code Regs., tit. 14,
§15251(d); Cal. Code Regs., tit. 17, §§ 60000–60008), staff is
reviewing the Proposed 2030 Target Scoping Plan Update to
determine if the proposed project will result in any potentially
significant adverse environmental impacts. Staff will provide an
overview of ARB's process for preparing the environmental
analysis (EA) and its content. Staff welcomes public input at
the workshop on the appropriate scope and content of the EA at
the beginning of our process, including the reasonably
foreseeable methods of compliance with the Proposed 2030 Target
Scoping Plan Update, the potential significant adverse impacts
associated with the methods of compliance, potential feasible
mitigation measures, and feasible alternatives to the proposal
that could reduce or eliminate any significant adverse impacts.
A Draft EA will be released for a 45-day public review and
comment period with the proposed Draft 2030 Target Scoping Plan
Update in early Fall of 2016. Comments received at this public
workshop will be considered when preparing the CEQA document.
