Is it possible to deeply reduce carbon emissions in the United
States while maintaining a vigorous economy?
Dr. Jim Williams will present results from a recent study by
Energy and Environmental Economics (E3), Lawrence Berkeley
National Laboratory, and Pacific Northwest National Laboratory
that assesses the technical and economic feasibility of reducing
US greenhouse gas emissions 80% below 1990 levels by 2050. It is
based on detailed sector by sector, region by region, year by
year analysis of the infrastructure changes, technology
requirements, and costs of a low carbon transition. The work was
sponsored by the Deep Decarbonization Pathways Project, an
international collaboration of research teams from the 15 largest
GHG emitting nations, who are developing long-term scenarios for
decarbonization in their own countries.
This project aims to bring momentum to the climate dialogue by
providing decision makers a more concrete understanding of what
limiting global warming to 2 degrees Celsius would mean for their
countries, states, and businesses. In parallel with the US
analysis, Dr. Williams and the E3 team used a similar modeling
framework to evaluate options for 2030 GHG emission targets for

The Air Resources Board (ARB) has released an FAQ document to
address multiple vintage allowances offered in the Current
Auction for the upcoming May 2015 Joint Auction #3, scheduled for
May 21, 2015. The FAQ document can be found on the Auction

In each quarterly auction, current and previous vintage
allowances will be auctioned separately from future vintage
allowances. The auction of allowances from the current and
previous budget years is known as the Current Auction. The

vintage allowances in the Current Auction and year 2018 future

The Air Resources Board's (ARB) Energy Efficiency Assessment
Electricity Generation Sector Public Report will be available at
noon on April 24, 2015, on the following website:

ARB staff has developed five separate Public Reports compiling
the information provided by the facilities subject to the Energy
Efficiency and Co-Benefits Assessment of Large Industrial
Facilities Regulation (EEA Regulation). The EEA Public Reports
provide a sector-wide and facility-specific summary of the energy
efficiency improvement projects identified by all of the
reporting facilities. In addition, information on the estimated
greenhouse gas, criteria pollutant, and toxics pollutant emission
reductions and costs, as reported by the facilities, is included.
The data presented in the reports are aggregated in a manner to
be consistent with the public disclosure requirements under
California Code of Regulations (CCR) §95610.
The release of the EEA Public Reports is Phase 1 of a multi-phase
program. More information on this multi-phase program is
provided on the website above. The Electricity Generation Sector
Public Report, the fifth and final of the five reports to be
released, will be available at the website above at noon on
Friday, April 24, 2015. The four previously released sector
public reports are available on the EEA website provided above.
ARB staff held a stakeholder meeting on July 9, 2013, to discuss
the Refinery Sector Public Report. A stakeholder meeting to
discuss the remaining reports will be scheduled for later this
year, with a tentative date of Tuesday, June 30, 2015.

In addition to strict fuel and emission standards, reducing
greenhouse gas emissions will require passenger cars and
light-duty trucks to have improved aerodynamics, fuel-efficient
tires, and reduced weight. In support of the California Air
Resources Board's Advanced Clean Cars program, these technologies
were assessed for their potential in reducing carbon dioxide
(CO₂) emissions and increasing fuel economy in future
passenger vehicles. Model year 2014 vehicles were studied to
determine the extent to which these load reducing technologies
have already been applied. Using manufacturer-reported
information, the aerodynamic drag and tire rolling resistance
were estimated for each vehicle model. Vehicle curb weight was
combined with other vehicle specifications to evaluate the weight

Air Resources Board's (ARB) Symposium on California's Development
of its Phase 2 Greenhouse Gas Emission Standards for On-Road
Heavy-Duty Vehicles on April 22, 2015.
Presentations will be posted before April 22nd. Please check

The symposium is unrelated to the ARB's Truck and Bus Regulation
and will not include a discussion of that regulation.

Background: ARB staff is working jointly with the staff of the
U.S. Environmental Protection Agency (U.S. EPA) and the National
Highway Traffic Safety Administration (NHTSA) on the next phase
of greenhouse gas emission standards for medium- and heavy-duty
vehicles, referred to as Phase 2. These standards are expected
to build on the improvements in engine and vehicle efficiency
required by the Phase 1 greenhouse gas emission standards, and
provide a significant opportunity to achieve further greenhouse
gas reductions for 2018 and later model-year heavy-duty vehicles,
including trailers.
U.S. EPA and NHTSA are planning to issue a Notice of Proposed
Rulemaking for the Phase 2 standards in the spring of 2015 and a
final rule in the spring of 2016. Upon federal adoption of the
Phase 2 standards, ARB staff plans to present a proposed
California Phase 2 program to the Board, most likely in late 2016
or 2017.
