Assembly Bill (Garcia; AB 197) requires that the California Air
Resources Board (ARB) make available on its web site the
emissions of greenhouse gases, criteria pollutants, and toxic air
contaminants throughout the state broken down to a local and
subcounty level for stationary sources and to at least a county
level for mobile sources. The data are to be displayed
graphically and updated at least once a year.
As a first step, ARB has posted the criteria and greenhouse gas
emissions from large stationary sources that are subject to the
Regulation for the Mandatory Reporting of Greenhouse Gas
Emissions (MRR). Toxics data for MRR facilities will follow by
January 1, 2018, as required by AB 197. The data covers the years
2008-2014.
These data are already publically available on ARB's web site,
but will now be available via the Integrated Emissions
Visualization Tool (IEVT), https://www.arb.ca.gov/ei/ei.htm
The IEVT provides a simple to use interactive platform where
users can select facilities by name, location, or industrial
sector and view their reported emissions using maps, charts, and
tabular format. The IEVT is an expanded version of the tool
already available to display greenhouse gas emissions.
This is an initial version of the IEVT, and ARB is looking for
feedback from the public and others users. Please send any
questions or comments to ievt@arb.ca.gov

arbcombo -- Public Workshop for California Adoption of Phase 2 GHG and Potential Amendments to Tractor Trailer GHG Regulations
The California Air Resources Board (ARB or Board) invites you to
participate in a public workshop to discuss the proposed
California Phase 2 Greenhouse Gas (GHG) regulation and amendments
to ARB's existing Heavy-Duty Vehicle GHG Emission Reduction
Regulation (Tractor-Trailer GHG regulation).
This workshop is described further in the workshop notice at
https://www.arb.ca.gov/msprog/mailouts/mouts_16.htm.
Date: Monday, February 6, 2017
Time: 9:30 a.m. to 4:30 p.m.
Place: Cal/EPA Headquarters Building, Sierra Hearing Room
1001 I Street, Sacramento, California 95814
The workshop will also be available via webcast for stakeholders
unable to attend in person and can be accessed at the following
link on the day of the workshop:
https://video.calepa.ca.gov/.
For more information about the proposed California Phase 2 GHG
standards, please go to:
http://www.arb.ca.gov/msprog/onroad/caphase2ghg/caphase2ghg.htm.
For the potential amendments to tractor-trailer GHG regulation,
please go to:
https://www.arb.ca.gov/listserv/listserv_ind.php?listname=hdghg.
Contact:
We welcome and encourage your participation in this workshop. If
you have any questions regarding the proposed California Phase 2
or potential regulatory changes to Tractor-Trailer GHG
Regulation, please contact Mr. Alex Santos, Staff Air Pollution
Specialist, at (626) 575-6682 or by email at
alex.santos@arb.ca.gov or Ms. Mitzi Magtoto, Air Resources
Engineer, at (916) 323-8975 or by email at
mitzi.magtoto@arb.ca.gov.
Background:
On October 25, 2016, the U.S. EPA published the final federal
Phase 2 GHG standards. The federal Phase 2 standards are the
second phase of federal heavy–duty GHG standards and build upon
the federal Phase 1 standards. The federal Phase 2 standards
will significantly reduce carbon emissions and dramatically
improve the fuel economy for heavy-duty tractors, helping reduce
emissions that cause climate change. They establish national GHG
emission standards that will begin in model year 2021 for new
class 2b to 8 medium- and heavy-duty engines and tractors, and in
2018 model year for certain trailer types. The federal Phase 2
standards will be fully phased in by model year 2027.
On December 11, 2008, the Board approved the Tractor-Trailer GHG
regulation codified in sections 95300-95312 of title 17,
California Code of Regulations, and later amended in 2010 and
2014. This regulation required owners of 53-foot or longer
box-type trailers and owners of the heavy-duty tractors that pull
them on California highways to utilize U.S. EPA SmartWay verified
or designated technologies that will reduce GHG emissions and
improve fuel efficiency. In December 2013, ARB staff harmonized
the tractor requirements of the Tractor-Trailer GHG regulation
with the requirements of the Phase 1 standards.

arbcombo -- Notice of Public Information Release on Cap-and-Trade Compliance Status to be posted on December 16, 2016
The California Air Resources Board (ARB) will make available a
new report on Cap-and-Trade Program Compliance Status on December
16, 2016 at noon (12:00 PM) Pacific Time.
The Cap-and-Trade Program Compliance Status report provides a
detailed summary of covered entity compliance status for the
November 1, 2016 annual surrender obligation pursuant to the
California Cap-and-Trade Program. The Compliance Status report
will be posted at:
http://www.arb.ca.gov/cc/capandtrade/capandtrade.htm.
BACKGROUND ON COMPLIANCE STATUS REPORT:
The California Cap on Greenhouse Gas Emissions and Market-Based
Compliance Mechanisms Regulation (Regulation) was adopted by the
California Air Resources Board in October of 2011, and formally
went into effect January 1, 2012. Entities subject to the
Regulation have a compliance obligation for their greenhouse gas
emissions beginning on January 1, 2013. The Regulation was
amended in early 2013 to link the California and Québec programs
beginning January 1, 2014.
The Cap-and-Trade Compliance Status report will contain a
detailed list of covered entities and a tabulation of the
compliance instruments they submitted to meet their obligations
for the annual surrender obligation. On November 1, 2016,
covered entities were required to surrender compliance
instruments to cover 30% of their 2015 emissions. ARB previously
published report for 2013 and 2014 compliance at:
http://www.arb.ca.gov/cc/capandtrade/2013compliancereport.xlsx
and

ARB previously
published report for 2013 and 2014 compliance at:

and

Biofuels that can serve as a one-to-one replacement for gasoline
or diesel, or achieve higher-level blends without modifications
to existing fueling infrastructure and engines, are known as
"drop-in fuels," and offer an opportunity to accelerate the
deployment of low-carbon liquid fuels. In order to achieve
California's climate and air quality goals, California will need
high volumes of alternative fuels, such as drop-in fuels, that
have low greenhouse gas (GHG) emissions. In order to support
these goals, the objective of this project was to review the
research related to drop-in fuel production, evaluate potential
pathways from well-to-pump (excluding tailpipe combustion
emissions) based on their expected costs and environmental
performance, and model potential pathways to scaling up drop-in
fuel production in the state. For more go to the announcement at:
