The California Air Resources Board (ARB) has issued guidance for
disclosures of Corporate Associations, Cap-and-Trade Consultants
or Advisors, and knowledgeable employees. ARB has also updated
Compliance Instrument Tracking System Service (CITSS) forms - the
Corporate Associations and Structure Form and the Bid Advisor
Form. The guidance and forms were posted on July 10, 2014.
The guidance and updated forms reflect amendments to the
Cap-and-Trade Regulation (Regulation) that went into effect July
1, 2014. The guidance clarifies the required disclosure of
corporate associates and details new requirements related to
disclosure of Consultants or Advisors and knowledgeable
employees. The updated CITSS forms may be used to satisfy the
requirement to submit or update information related to the
amendments to the Regulation.

The Bid Advisor form may be used to satisfy the requirement to
notify ARB of the retention of Consultants or Advisors for

Any changes in information related to Corporate Associations,
Consultants or Advisors, or knowledgeable employees must be
submitted to ARB by July 31, which is 30 days after the
amendments to the Regulation were in effect.
For entities participating in the August 18, 2014 auction, any
changes in information related to registered Corporate
Associates, Advisors or Consultants, or knowledgeable employees
must be submitted to ARB by July 18, 2014, the day the auction

BACKGROUND:
The California Cap on Greenhouse Gas Emissions and Market-Based
Compliance Mechanisms Regulation (Regulation) was adopted by the
California Air Resources Board in October of 2011, and formally
went into effect January 1, 2012. Entities subject to the
Regulation will have a compliance obligation for their greenhouse
gas emissions beginning on January 1, 2013. The Regulation was
amended in early 2013 to link the California and Québec programs
beginning January 1, 2014.
