The Air Resources Board's (ARB) Energy Efficiency Assessment
Public Reports — Oil & Gas/Minerals and Hydrogen will be
available at noon on July 30, 2014, on the following website:

ARB staff has developed five separate Public Reports compiling
the information provided by the facilities subject to the Energy
Efficiency and Co-Benefit Assessment of Large Industrial
Facilities Regulation (EEA Regulation). The EEA Public Reports
provide a sector-wide and facility-specific summary of the energy
efficiency improvement projects identified by all of the
reporting facilities. In addition, information on the estimated
greenhouse gas, criteria pollutant, and toxics pollutant emission
reductions and costs, as reported by the facilities, is included.
The data presented in the reports are aggregated in a manner to
be consistent with the public disclosure requirements under
California Code of Regulations (CCR) §95610.
The release of the EEA Public Reports is Phase 1 of a multi-phase
program. More information on this multi-phase program is
provided on the website above. The Oil & Gas/Minerals and
Hydrogen Sector Public Reports, the next two of the five reports
to be released, will be available at the website above at noon on
Wednesday, July 30, 2014. The Refinery and Cement Sector Public
Reports were released on June 6, 2013 and August 26, 2013,

arbcombo -- Cap-and-Trade Compliance Surrender Webinar August 4, 2014
The first compliance due date for the California Cap-and-Trade
Program is November 3, 2014. Covered entities must surrender a
sufficient number of applicable compliance instruments to cover
30% of their 2013 emissions pursuant to section 95855 of the
Cap-and-Trade Regulation. These applicable compliance
instruments include 2013 allowances, as well as offset credits.
In order to prepare covered entities to meet their compliance
obligations, staff at the California Air Resources Board (ARB)
will conduct a webinar on August 4, 2014 at 11:00AM Pacific
Standard Time explaining regulatory policies related to
compliance and entity registration data that must be up-to-date
to ensure an accurate assessment of an entity's compliance

Over half of humanity lives in cities. The number of megacities
(with populations over 10 million) grew from 3 in 1975 to 19 in
2007, and is projected to increase to 27 in 2025. These
megacities are the engines of growing economies, but are also
very large sources of air pollutants and climate-forcing agents.
This talk will examine how several important air pollutants in
Los Angeles have responded to control measures over the decades,
and show how present pollution in Beijing compares with earlier
decades in Los Angeles. A qualitative discussion of the
relationship of pollutant concentrations to urban population
provides some interesting insights into urban air pollution.
Finally, it will be argued that the much larger population
density of eastern Asia compared to the western United States is
likely to greatly increase the difficulty of improving the air
quality in Beijing compared to the Los Angeles experience.

diesel vehicle regulations and retrofit courses in July,

arbcombo -- Updated Linked California and Québec Cap-and-Trade Programs Compliance Instrument Report
The California Air Resources Board (ARB) has made available an
updated Linked California and Québec Cap-and-Trade Programs
Compliance Instrument Report (Report). This report summarizes the
number of compliance instruments held by California and Québec
entities in the Linked California and Québec Cap-and-Trade
Programs. The data are presented by instrument type and are
aggregated for each type of account.
The minor update reflects a correction to the total number of
compliance offset credits issued. The update reflects an
adjustment to remove one offset project issuance that was
inadvertently summed twice. The correction reduces the total
number of compliance instruments by less than one percent. The
changes are shown in underline/strikeout.
The Report includes all instruments issued in the Linked
California and Québec Cap-and-Trade Programs, regardless of the
issuing jurisdiction. The Report is updated on the second
business day of each calendar quarter and will be posted at:

BACKGROUND:
The California Cap on Greenhouse Gas Emissions and Market-Based
Compliance Mechanisms Regulation (Regulation) was adopted by the
California Air Resources Board in October of 2011, and formally
went into effect January 1, 2012. Entities subject to the
Regulation will have a compliance obligation for their greenhouse
gas emissions beginning on January 1, 2013. The Regulation was
amended in early 2013 to link the California and Québec programs
beginning January 1, 2014.

or Advisors, and knowledgeable employees. ARB has also updated

The California Air Resources Board has released a final report by
the Market Simulation Group and an issue paper by the Emissions
Market Assessment Committee.
MSG Final Report
ARB has released the final report of the Market Simulation Group
(MSG). MSG was an advisory group of academic economists
established by the California Air Resources Board (ARB) in 2012
to use simulation methods to evaluate the market rules governing
the California Greenhouse Gas Cap-and-Trade market. ARB
established MSG through an interagency agreement with the
University of California, Berkeley. A key element of the
agreement, which ran through March 2014, was the requirement that
MSG obtain input directly from stakeholders.
MSG began its work with a public meeting with stakeholders at the
campus of the University of California at Berkeley on June 7,
2012. MSG provided an overview on the potential sources of
disruption in the California Cap-and-Trade market. MSG then
invited stakeholders to identify specific concerns with the
market rules or potential market scenarios that stakeholders
thought created risks of market disruption. The MSG
presentations, along with analyses supplied by stakeholders, are

California Cap-and-Trade Program and its associated markets as
the program was initiated. ARB established the EMAC through an
interagency agreement with the University of California,
Berkeley. The EMAC provided expert analysis and advice to ARB
through quarterly meetings and regular consultations with staff
through the end of its contract in December, 2013.
