The AB 32 Environmental Justice Advisory Committee (EJAC) will be

Background:
The California Global Warming Solutions Act of 2006, (AB 32)
calls for the Air Resources Board (ARB or Board) to convene a
global warming environmental justice advisory committee, to
advise the Board in developing the scoping plan, and any other
pertinent matter in implementing AB 32. The advisory committee is
comprised of representatives from communities in the State with
the most significant exposure to air pollution, including, but
not limited to, communities with minority populations or
low-income populations, or both.
The Board appointed the first environmental justice advisory
committee to advise it on the Initial Scoping Plan and other
climate change programs. To advise the Board on the First Update
to the Climate Change Scoping Plan, ARB reconvened a new EJAC on
March 21, 2013. To replace members that either changed positions
and had to resign from the Committee or were unable to serve, the
Board appointed four new members on September 25, 2015.
The EJAC will advise the Board on the development of the 2030
Target Scoping Plan, per Governor Brown's Executive Order
B-30-15. Committee meetings are open to the public and include a
public comment period.

arbcombo -- Release of Modeling Results related to the California Plan for Compliance with U.S. EPA Clean Power Plan
California Air Resources Board (ARB) staff is developing
proposals for 2016 amendments to the California Cap on Greenhouse
Gas Emissions and Market Based Compliance Mechanisms
(Cap-and-Trade Program) that will seek to improve Program
efficiency and chart post-2020 implementation of the Program. The
potential revisions would also support California's plan for
compliance with the U.S. Environmental Protection Agency's (U.S.
EPA) Clean Power Plan.
ARB, California Energy Commission (CEC), and California Public
Utilities Commission (CPUC) staff have continued to update Clean
Power Plan reliability and modeling results. Staff have produced
revised production cost modeling results to forecast electricity
sector emissions under mid-range and stressful demand conditions
through to 2031, and generated planning reserve margin estimates
under these scenarios. This updated information includes an
anticipated emissions level from the sector relative to federal
targets.
To ensure timely and simultaneous access to these updated
modeling results, ARB will post this information to ARB's Clean
Power Plan website at noon on Thursday, April 28, 2016.

option to seek extensions). ARB is developing California's

of time than major climate pollutants such as carbon dioxide
(CO2). Their relative potency in terms of how they heat the
atmosphere can be tens to thousands of times greater than CO2.
SLCPs include black carbon, methane, and fluorinated gases,
including hydrofluorocarbons. The impacts of SLCPs are
especially strong within the near term. Reducing these emissions
can have an immediate beneficial impact on climate change.
SLCP reductions are important to continuing and maintaining the
greenhouse gas reductions called for by AB 32 (Nunez, Chapter
488, Statutes of 2006) and SB 605
(Lara, Chapter 523, Statutes of 2014), and to ensuring emissions
meet the statewide greenhouse gas emission limit that AB 32
established. The Proposed Strategy is identified in the First
Update to the Climate Change Scoping Plan as one of the
recommended actions to achieve additional greenhouse gas emission
reductions. SB 605 further requires ARB, in coordination with
other State agencies and local air districts, to develop a
strategy to further reduce SLCP emissions in California.
A Draft Strategy was released for public comment on September 30,
2015. After considering comments received, ARB staff released
the Proposed Strategy on April 11, 2016, which will be presented
to the Board at a public meeting on May 19, 2016. The Board will
not vote on the Proposed Strategy at this meeting; a second Board
meeting will be scheduled for either late summer or early fall
for the Board to consider approving a final SLCP Strategy, along
with final environmental documents.
Environmental Analysis
ARB, as the lead agency for the Proposed Strategy, prepared a
Draft Environmental Analysis (EA) in accordance with the
requirements of the California Environmental Quality Act (CEQA)
and ARB's regulatory program certified by the Secretary of
Natural Resources (California Code of Regulation, title 17,
sections 60006-60008; California Code of Regulation, title 14,
section 15251, subdivision (d)). The resource areas from the
CEQA Guidelines Environmental Checklist were used as a framework
for a programmatic environmental analysis of the reasonably
foreseeable compliance responses resulting from implementation of
the proposed measures discussed in the Proposed Strategy. The
Draft EA provides an analysis of both the beneficial and adverse
impacts and feasible mitigation measures for the reasonably
foreseeable compliance responses associated with the proposed
measures under each of the 17 environmental resource areas.
Collectively, the Draft EA concluded implementation of these
actions could result in the following short-term and long-term
beneficial and adverse impacts: beneficial long-term impacts in
reduced greenhouse gas emissions; less-than-significant impacts
to air quality, biological resources, energy demand, geology and
soils, greenhouse gases (short-term), hazards and hazardous

arbcombo -- Draft Truck and Bus Sector Description Released
The California Air Resources Board (ARB/Board) announces the
release of the draft document "Supporting Information for
Technology Assessments: Truck and Bus Sector Description".
ARB's long-term objective is to transform the mobile source fleet
into one utilizing zero and near-zero emission technologies to
meet air quality and climate change goals. This document was
prepared to support heavy-duty truck-related technology
assessments heavy-duty fuel cell electric vehicles, hybrid
electric vehicles, battery electric vehicles, and diesel and
natural gas engines. It applies to Class 2b through Class 8
heavy-duty vehicles with greater than 8,500 pounds gross vehicle
weight rating. It presents a description of the truck and bus
sector including truck types, vocations, emissions, and economics
of the trucking and truck and engine manufacturing industries.

published reports, research papers, and ARB inventory data.

Background: California has made substantial progress in reducing
emissions from mobile sources, but further reductions are needed
to meet California's air quality and climate goals. These goals
include:
•Meeting 2023 and 2031 ambient ozone air quality standards, which
staff estimates will require an overall 80 percent reduction in
NOx emissions below today's levels in the South Coast air basin,
with substantial reductions needed in the San Joaquin Valley and
other non-attainment areas of the state as well;
•Meeting the newly proposed federal ozone standard;
•Reducing greenhouse gas (GHG) emissions to 1990 levels by 2020;
•Achieving a 40 percent reduction in GHG emissions from 1990
levels by 2030;
•Achieving an 80 percent reduction in GHG emissions from 1990
levels by 2050;
•Reducing petroleum use in cars and trucks by up to 50 percent by
2030; and
•Producing at least 50 percent of electricity from renewable
sources by 2030.
Heavy-duty vehicles greater than 8,500 pounds emit about
one-fifth of the total GHG emissions associated with
transportation sources in the State, which is about eight percent
of the statewide total. In addition, these vehicles account for
33 percent of NOx emissions from all statewide sources. Because
trucking emissions are such a significant source of GHG and
criteria pollutant emissions, achieving reductions within the
trucking sector is a key component in the strategy to meet
California's climate and air quality goals.
The technology assessments were prepared by staff from ARB, along
with the South Coast Air Quality Management District staff. They

arbcombo -- Webinar - Washington State Clean Air Rule to Cap and Reduce Carbon Pollution in Washington
California Air Resources Board staff is providing this notice to
interested parties regarding the proposed Washington State Clean
Air Rule. The draft rule, released in January 2016, proposed that
allowances and offset credits from the California Cap-and-Trade
Program could be used for compliance under the Washington State
Clean Air Rule. On April 7, 2016, the Washington Department of
Ecology released the following information:
"Earlier this year the Department of Ecology proposed the Clean
Air Rule that would cap and reduce carbon pollution in
Washington. Based on feedback we received from environmental and
industry stakeholders, we later withdrew the draft to allow more
time to continue working with stakeholders and to integrate
suggestions. Since withdrawing the rule, we've considered many
potential changes and refinements and would like to share our
latest thinking with you at our upcoming webinar."
