Dr. Hall will present results from The Climate Change in the Los
Angeles Region Project, an ongoing series of studies to predict
regional climate at the middle and end of the 21st century under
"mitigation" and "business-as-usual" greenhouse gas emissions
scenarios.
- Using a combination of dynamical and statistical techniques,
Dr. Hall and his team developed very high resolution regional
models that "downscale" more than 30 global models.
- This allowed the team to zoom in on the LA region, producing
climate change projections at a 2-kilometer (1.2 mile)
resolution.
- In this presentation, Dr. Hall will discuss his downscaling
methods, summarize what his team discovered about temperature,
snowfall, and other aspects of climate in the LA region, and
explore the implications of his work for policymakers and the
public.

arbcombo -- Modified Proposal for Treatment of Legacy Contracts in Californias Cap-and-Trade Program
The Air Resources Board (ARB) will release an updated staff
proposal regarding treatment of legacy contracts at 12:00 pm
(noon) Pacific Time on Wednesday, October 16, 2013. The proposal
will be posted on ARB's Cap-and-Trade page at:
http://www.arb.ca.gov/cc/capandtrade/capandtrade.htm
Background
The Cap-and-Trade Regulation (Regulation) was formally adopted by
the Board in 2011. In regulation amendments currently available
for 45-day public comment to be considered by the Board at its
October hearing, ARB proposed to allocate allowances for free to
legacy contract generators for the first compliance period. The
Board will consider these amendments at its October 24-25th Board
hearing.
Staff is also proposing an updated amendment related to legacy
contracts, which will be posted at the time and date noted above.
If directed by the Board, the updated legacy contracts proposal
would be part of new regulatory amendments subject to a 15-day
notice of public availability and comment following the October
2013 Board hearing. Staff is making the legacy contracts
proposal available before the Board hearing to provide
stakeholders an opportunity to testify to the Board on the
concept at its October 2013 hearing. More information about the

The 2013 AB 32 Environmental Justice Advisory Committee
(Committee) will be meeting on October 22, 2013 from 9:00 a.m. to
4:00 p.m. (PDT) in the Klamath Training Room, 2nd floor of the
CalEPA Headquarters Building, located at 1001 "I" Street in
Sacramento.
The purpose of this meeting is to discuss the Discussion Draft of
the First Update to the Climate Change Scoping Plan that was
released on October 1, 2013, and to develop recommendations for
the Proposed Scoping Plan Update that is expected to be released
in November 2013.

on March 21, 2013. Committee meetings are open to the public and
include a public comment period.

The California Air Resources Board has created new links on its
Tractor-Trailer Greenhouse Gas regulation (regulation) web page
to make it easier for fleets to find information about
technologies that can be used to comply with the regulation. A
new "U.S. EPA SmartWay Verified and Designated Equipment" page
will link to lists of tractors, trailers, trailer aerodynamic
technologies and low rolling resistance tires approved by the
U.S. EPA SmartWay program to meet their efficiency standards.
