release of the application adds features and functionality to
manage compliance instruments (allowances and offset credits).
No action is required by registered CITSS users to gain access to
the new CITSS features.

arbcombo -- California Cap-and-Trade Program Compliance Instrument Tracking System Service (CITSS) Training Available
The Compliance Instrument Tracking System Service (CITSS) is a
market tracking system that will support the implementation of
California's Cap-and-Trade Program. The CITSS provides accounts
for market participants to hold and retire compliance instruments
and to participate in transactions of compliance instruments with
other account holders. Expanded functionality of the CITSS is
anticipated to be released the week of October 8, 2012. Training
webinars on the expanded CITSS functions included in this release
will be held October 16th from 1:00 p.m. to 4:00 p.m. and October
23rd from 9:00 a.m. to 12:00 p.m. The two webinars will present
the same information. Details on the webinars and the link to
register are available on the ARB website at the address above.
The California Air Resources Board's (ARB) California
Cap-and-Trade Program became effective on January 1, 2012, with
an enforceable compliance obligation beginning with calendar year
2013 Greenhouse Gas (GHG) emissions. California is working to
develop systems to support the implementation of California's
Cap-and-Trade Program.
One of the systems being developed is the CITSS which is the
record of ownership of compliance instruments; records
information related to accounts; enables and records compliance
instrument transfers; facilitates compliance verification; and
supports market oversight through the collection of relevant
information.
The CITSS was released for user registration and account
application in July 2012. User registration is required in the
CITSS prior to applying for entity compliance instrument
accounts. Compliance instrument accounts must be established
before an entity can apply to participate in the November GHG
allowance auction.
Expanded functionality of the CITSS anticipated to be released
the week of October 8, 2012 includes assignment of additional
account representatives and viewing agents, account management,
and compliance instrument transfer activities. The CITSS can be

For entities with approved accounts, the expanded CITSS functions
will allow approved account representatives to propose additional
account representatives, however, these requests will not be
approved prior to October 15th and will not be effective for the
November Auction.

hdghg -- Tractor-Trailer Greenhouse Gas Regulation Clarification of Low Rolling Resistance Tire Requirements for 2010 Model Year and Older Tractors
The California Air Resources Board has issued Advisory Mail-Out
MSC# 12-19 to explain how the low rolling resistance tire
requirements for 2010 and older model year tractors will be
implemented. The Advisory notifies owners of 2010 and older
affected tractors that these tractors must comply with the
January 1, 2013, tires deadline by using SmartWay verified tires
(new or retread). However, the Advisory also clarifies that
owners may continue to use non-SmartWay verified tires
manufactured before January 1, 2013, until the end of the tire's
useful tread life, or until January 1, 2015, whichever comes
first. Any new or retreaded tire manufactured and installed on
an affected tractor after January 1, 2013, must be a SmartWay
verified tire. After January 1, 2015, all tires on affected
tractors must be SmartWay verified.
Background
The Tractor-Trailer GHG Regulation (regulation) applies to
53-foot or longer dry van or refrigerated van trailers (box-type
trailers) and the tractors that pull them on California highways.
The regulation requires tractor-trailers operating in California
to use tractors and box-type trailers that utilize certain
aerodynamic equipment and low rolling resistance tires, as
verified by the U.S. EPA SmartWay program, to meet specified fuel
efficiency improvements.
The regulation requires owners of affected tractors to meet the
following tire requirements:
• 2011 model year and newer affected tractors (sleeper cabs and
day cabs) must use SmartWay verified low rolling resistance new
tires or SmartWay verified retread tires beginning in 2010.
• 2010 model year and older affected tractors must use SmartWay
verified low rolling resistance new tires or SmartWay verified
retread tires by January 1, 2013.
The Advisory clarifies that 2010 model year and older affected
tractors using tires that are not SmartWay verified and were

hdghg -- Small Fleet Registration Deadline for Tractor-Trailer Greenhouse Gas (GHG) Regulation Extended
The California Air Resources Board has issued Advisory Mail-Out
MSC# 12-17 to notify stakeholders that the registration deadline
for the Small Fleet Compliance Plan has been extended to January
1, 2013. This extension will provide fleets that have not
already registered to use a compliance option under the
regulation to participate in the extended phase-in option of the
Small Fleet Compliance Plan that begins in 2013 and ends in 2016.
Background
The Tractor-Trailer GHG Regulation (regulation) applies to
53-foot or longer dry van or refrigerated van trailers (box-type
trailers) and the tractors that pull them on California highways.
The regulation requires tractor-trailers operating in California
to use tractors and box-type trailers that utilize certain
aerodynamic equipment and low rolling resistance tires, as
verified by the U.S. Environmental Protection Agency SmartWay
program, to meet specified fuel efficiency improvements.
The regulation establishes specific compliance deadlines for
trailers based on fleet size and model year. Specifically, small
fleets (with 20 or fewer trailers) may either:
• Bring all their pre-2011 model year trailers into compliance by
January 1, 2013, or
• Phase-in compliance over several years, between 2013 and 2016,
if they register by the registration deadline. That deadline has
been extended from September 1, 2012 to January 1, 2013.

MSC# 12-17 to notify stakeholders that the registration deadline
for the Small Fleet Compliance Plan has been extended to January
1, 2013. This extension will provide fleets that have not
already registered to use a compliance option under the
regulation to participate in the extended phase-in option of the
Small Fleet Compliance Plan that begins in 2013 and ends in 2016.
Background
The Tractor-Trailer GHG Regulation (regulation) applies to
53-foot or longer dry van or refrigerated van trailers (box-type
trailers) and the tractors that pull them on California highways.
The regulation requires tractor-trailers operating in California
to use tractors and box-type trailers that utilize certain
aerodynamic equipment and low rolling resistance tires, as
verified by the U.S. Environmental Protection Agency SmartWay
program, to meet specified fuel efficiency improvements.
The regulation establishes specific compliance deadlines for
trailers based on fleet size and model year. Specifically, small
fleets (with 20 or fewer trailers) may either:
• Bring all their pre-2011 model year trailers into compliance by
January 1, 2013, or
• Phase-in compliance over several years, between 2013 and 2016,
if they register by the registration deadline. That deadline has
been extended from September 1, 2012 to January 1, 2013.
