arbcombo -- Solicitation for Fiscal Year 2016-17 Off-Road Advanced Technology Demonstration Project

The California Air Resources Board (CARB or Board) is pleased to
announce its Grant Solicitation for the Off-Road Advanced
Technology Demonstration Project.

The opportunity was approved by the Board as part of the Fiscal
Year (FY) 2016-17 Funding Plan for Low Carbon Transportation and
Fuels Investments and the Air Quality Improvement Program (AQIP).
Up to $17 million is available for this project, which will
provide greenhouse gas (GHG), criteria pollutant, and toxic air
contaminant emission reduction benefits to disadvantaged
communities. Along with the separate On-Road Advanced Technology
Demonstration Project which was released on May 19, 2017, it is
part of a $34 million allocation for advanced technology freight
demonstrations.

Eligible projects will be those that demonstrate advanced port
equipment, zero-emission cargo handling equipment, zero-emission
ground support equipment, and zero-emission freight locomotive
equipment. Non-freight categories such as construction
equipment, agricultural equipment, and passenger transportation
equipment will also be eligible for a smaller portion of the
funding, although the focus will be on technologies that are
freight enabling.

California-based public agencies such as air districts, ports,
and local government entities or agencies as well as
California-based non-profit organizations with expertise
implementing large scale advanced technology demonstration
projects and the requisite knowledge of advanced technology
off-road operations may apply.

Applications are due to CARB by 5:00 p.m., Thursday, September 7,
2017.

CARB will hold an Applicant Teleconference to answer questions
regarding this Grant Solicitation on Thursday, July 6, 2017. The
Applicant Teleconference will provide an opportunity for
potential applicants to ask clarifying questions regarding
general application requirements.

Background
The Advanced Technology Demonstration Projects under the Low
Carbon Transportation Investments accelerate the introduction of
advanced emission reducing technologies that are on the cusp of
commercialization into the California marketplace. A public
investment in these technologies helps to achieve significant
emission reductions in GHGs, criteria pollutants, and toxic air
contaminants. This commitment from the State encourages industry
to expeditiously invent, develop, test, and introduce cutting
edge emission reducing technologies. Advanced Technology
Demonstration Projects also leverages public investment with
private capital and ingenuity to reach beyond the current
technological forefront and provides GHG, criteria pollutant, and
toxic air contaminant emission reduction benefits to specific
disadvantaged communities. Eligible disadvantaged communities
are identified by the California Communities Environmental Health
Screening Tool (CalEnviroScreen 2.0) which assesses all census
tracts in the state to identify areas disproportionately burdened
by and vulnerable to multiple sources of pollution.
