arbcombo -- Rescheduled to June 23, 2017: Public Meeting of the Environmental Justice Advisory Committee
The June 14, 2017 meeting of the AB 32 Environmental Justice
Advisory Committee has been rescheduled to June 23, 2017 from
10:00 am to 3:30 pm (PDT) at the CalEPA Headquarters Building,
Training Room 1, 1001 "I" Street, Sacramento, California 95814.
The meeting notice and agenda are posted at:
www.arb.ca.gov/cc/ejac/meetings/meetings.htm
Background:
The California Global Warming Solutions Act of 2006, (AB 32)
calls for the California Air Resources Board (CARB or Board) to
develop and approve a Scoping Plan that describes the approach
the State will take to reduce GHG emissions to 1990 levels by
2020. AB 32 also required CARB to convene a global warming
environmental justice advisory committee, to advise the Board in
developing the Scoping Plan, and any other pertinent matter in
implementing AB 32. The advisory committee is comprised of
representatives from communities in the State with the most
significant exposure to air pollution, including, but not limited
to, communities with minority populations or low-income
populations, or both.
The Board appointed the first Environmental Justice Advisory
Committee (Committee) to advise it on the Initial Scoping Plan
and other climate change programs. To advise the Board on the
First Update to the Climate Change Scoping Plan, ARB reconvened a
new Committee on March 21, 2013. To replace members that either
changed positions and had to resign from the Committee or were
unable to serve, the Board appointed four new members on
September 25, 2015. The Committee is advising the Board on the
development of the 2017 Climate Change Scoping Plan Update: The
Proposed Strategy for Achieving California's 2030 Greenhouse Gas
Target.
The first Scoping Plan was developed in 2008 and, per AB 32, must
be updated at least every five years. The First Update to the
Climate Change Scoping Plan, approved by the Board on May 22,
2014, defined California's climate change priorities for the
subsequent five years and laid the groundwork for transitioning
to the post-2020 goals set forth in Executive Orders S-3-05 and
B-16-2012. In April 2015, Governor Brown set a new interim
statewide target to reduce greenhouse gas emissions to 40 percent
below 1990 levels by 2030 and directed CARB to further update the
Scoping Plan to chart the path to achieving the 2030 target. In
2016, the Legislature passed SB 32, which codified a 2030 GHG
emissions reductions target of 40 percent below 1990 levels.

arbcombo -- Solicitation for Fiscal Year 2016-17 Off-Road Advanced Technology Demonstration Project
The California Air Resources Board (CARB or Board) is pleased to
announce its Grant Solicitation for the Off-Road Advanced
Technology Demonstration Project.
The opportunity was approved by the Board as part of the Fiscal
Year (FY) 2016-17 Funding Plan for Low Carbon Transportation and
Fuels Investments and the Air Quality Improvement Program (AQIP).
Up to $17 million is available for this project, which will
provide greenhouse gas (GHG), criteria pollutant, and toxic air
contaminant emission reduction benefits to disadvantaged
communities. Along with the separate On-Road Advanced Technology
Demonstration Project which was released on May 19, 2017, it is
part of a $34 million allocation for advanced technology freight
demonstrations.
Eligible projects will be those that demonstrate advanced port
equipment, zero-emission cargo handling equipment, zero-emission
ground support equipment, and zero-emission freight locomotive
equipment. Non-freight categories such as construction
equipment, agricultural equipment, and passenger transportation
equipment will also be eligible for a smaller portion of the
funding, although the focus will be on technologies that are
freight enabling.
California-based public agencies such as air districts, ports,
and local government entities or agencies as well as
California-based non-profit organizations with expertise
implementing large scale advanced technology demonstration
projects and the requisite knowledge of advanced technology
off-road operations may apply.
Applications are due to CARB by 5:00 p.m., Thursday, September 7,
2017.

Background
The Advanced Technology Demonstration Projects under the Low
Carbon Transportation Investments accelerate the introduction of
advanced emission reducing technologies that are on the cusp of
commercialization into the California marketplace. A public
investment in these technologies helps to achieve significant
emission reductions in GHGs, criteria pollutants, and toxic air
contaminants. This commitment from the State encourages industry
to expeditiously invent, develop, test, and introduce cutting
edge emission reducing technologies. Advanced Technology
Demonstration Projects also leverages public investment with
private capital and ingenuity to reach beyond the current
technological forefront and provides GHG, criteria pollutant, and
toxic air contaminant emission reduction benefits to specific
disadvantaged communities. Eligible disadvantaged communities
are identified by the California Communities Environmental Health
Screening Tool (CalEnviroScreen 2.0) which assesses all census
tracts in the state to identify areas disproportionately burdened
by and vulnerable to multiple sources of pollution.

arbcombo -- Today, June 6, 2017 - ARB Research Seminar: Sound Wall-Vegetation Combination Barriers as Near-Roadway Pollutant Mitigation Strategies
Presentation is available for downloading!.

Tuesday, June 6, 2017 at 2:00 p.m., PDT (WEBCAST)
Sierra Hearing Room, 2nd Floor, CalEPA Building
1001 I Street, Sacramento, California
Traffic-related air pollutants are a significant public health
concern near freeways. Previous studies have suggested that
soundwall and/or vegetation barriers (defined here as any
substantial installation of vegetation on either side of the
sound barrier, trees or tall bushes etc.) may reduce near-freeway
air pollution, but the literature is inconsistent, and data for
vegetation and other conditions common in California are very
limited. This research project combined mobile and stationary
measurement and modeling approaches to evaluate the impact of
various barrier configurations at four sites in California, and
made pair-wise comparisons of the following configurations: no
wall, sound wall only, vegetation only, and combined
soundwall-vegetation combinations (eight study locations in
total, each with a perpendicular transect). Chosen study sites
were located along major highways in Santa Monica, Encino,
Sacramento and Riverside, and if present, trees were
substantially taller than the solid barriers. Three of these
sites were chosen as test sites for daytime conditions
(Sacramento, Encino and Riverside) and one was chosen for
nighttime and early morning conditions (Santa Monica). For more

arbcombo -- June 14, 2017: Public Meeting of the Environmental Justice Advisory Committee
The AB 32 Environmental Justice Advisory Committee will be
meeting on June 14, 2017 from 9:00 am to 2:30 pm (PDT) at the
CalEPA Headquarters Building, Sierra Hearing Room, 1001 "I"
Street, Sacramento, California 95814.

Background
The Sustainable Communities and Climate Protection Act of 2008,
or SB 375, requires MPOs to add a Sustainable Communities
Strategy (SCS) to their Regional Transportation Plans. The intent
of the SCS is to better integrate land use and transportation
policies to meet long-term sustainability goals. To help guide
these regional planning efforts, CARB is required to establish
regional GHG emission reduction targets for 2020 and 2035. CARB
adopted initial targets for the MPO regions in 2010. CARB is
required to update the targets at least every eight years, and
may revise them every four years.
In August 2014, CARB staff released a preliminary draft staff
report on the status of SB 375 efforts and factors that ARB could
consider during development of the methodology to update the
targets. CARB staff discussed this preliminary draft staff
report at three public workshops during September 2014 and
presented the report to the Board in October 2014. Since that
time, CARB staff continued to engage stakeholders and the MPOs on
the target update process through regular stakeholder meetings,
additional public workshops, and an informational report to the
Board in March 2017.
The June 2017 workshops are an opportunity for the public to
learn more about, as well as provide feedback to CARB staff on
the draft proposal for target updates.
