arbcombo -- Financing Assistance for Lower-Income Consumers (Financing Assistance Pilot Project) Grant Solicitation for Fiscal Year (FY) 2016-17

The California Air Resources Board (CARB or Board) is pleased to
announce its grant solicitation for an administrator to implement
the Financing Assistance Pilot Project for FY 2016-17.

This is one of a suite of CARB funded pilot projects that,
together with committed partners, are employing innovative
solutions to bring the benefits of clean transportation to
disadvantaged and lower-income communities that are most impacted
by pollution.

The Financing Assistance Pilot Project is intended to encourage
and accelerate the adoption of zero-emission and near
zero-emission, on-road light-duty vehicles in lower-income
households. The higher cost of advanced technology clean
vehicles can be a significant barrier to vehicle ownership for
many lower-income consumers. The goal for this project is to
help improve access to affordable financing mechanisms, including
a vehicle price buy-down coupled with a low interest loan to
qualified lower-income consumers to purchase advanced technology
clean vehicles.

The current funding available for FY 2016-17 is $6 million, with
a funding split of up to $5 million for a Statewide project and
up to $1 million for local projects. The scope of a Statewide
project is a project that is at least regional or multi-regional
in size to begin with and by design has plans to expand
throughout California. The Statewide project is available to
lower-income consumers with an emphasis to outreach to
lower-income consumers in disadvantaged communities. The local
project(s) can be a region of the state, air basin, or county.
The local project primarily benefits or serves a specific
disadvantaged community but is open to lower-income consumers.

This pilot project is funded by the Low Carbon Transportation
program and is part of California Climate Investments, a
statewide program that puts billions of Cap-and-Trade dollars to
work reducing greenhouse gas emissions, strengthening the economy
and improving public health and the environment—particularly in
lower-income and disadvantaged communities

This solicitation is open to federal, state or local government
entities or agencies, and California nonprofit organizations with
expertise in the implementation of financing programs, grant
programs, and general knowledge of CARB's clean vehicle programs.
Applications are due to CARB by 5:00 p.m. (PST), Thursday, July
6, 2017. The grant solicitation and all associated documents can

CARB will hold an Applicant Teleconference to answer questions
regarding this grant solicitation on Wednesday, June 14, 2017.

provide an opportunity for potential applicants to ask clarifying

Background:
Funding of up to $6 million for this project is provided by Low
Carbon Transportation Investments, which is funded from the
Greenhouse Gas Reduction Fund. Up to $5 million is available for
a Statewide project and up to $1 million is available for a local
or expansion project. The Financing Assistance Pilot Project is
one project in the Fiscal Year 2016-17 Low Carbon Transportation
Greenhouse Gas Reduction Fund Investments and the Air Quality
Improvement Program.
