Background
The Advanced Technology Demonstration Projects under the Low
Carbon Transportation Investments accelerate the introduction of
advanced emission reducing technologies that are on the cusp of
commercialization into the California marketplace. A public
investment in these technologies helps to achieve significant
emission reductions in GHGs, criteria pollutants, and toxic air
contaminants. This commitment from the State encourages industry
to expeditiously invent, develop, test, and introduce cutting
edge emission reducing technologies. Advanced Technology
Demonstration Projects will also leverage public investment with
private capital and ingenuity to reach beyond the current
technological forefront and will provide GHG, criteria pollutant,
and toxic air contaminant emission reduction benefits to specific
disadvantaged communities. Eligible disadvantaged communities
are identified by the California Environmental Protection
Agency's California Communities Environmental Health
Environmental Health Screening Tool (CalEnviroScreen 2.0) that
assesses all census tracts in the State to identify areas
disproportionately burdened by and vulnerable to multiple sources
of pollution.

arbcombo -- Financing Assistance for Lower-Income Consumers (Financing Assistance Pilot Project) Grant Solicitation for Fiscal Year (FY) 2016-17
The California Air Resources Board (CARB or Board) is pleased to
announce its grant solicitation for an administrator to implement
the Financing Assistance Pilot Project for FY 2016-17.
This is one of a suite of CARB funded pilot projects that,
together with committed partners, are employing innovative
solutions to bring the benefits of clean transportation to
disadvantaged and lower-income communities that are most impacted
by pollution.
The Financing Assistance Pilot Project is intended to encourage
and accelerate the adoption of zero-emission and near
zero-emission, on-road light-duty vehicles in lower-income
households. The higher cost of advanced technology clean
vehicles can be a significant barrier to vehicle ownership for
many lower-income consumers. The goal for this project is to
help improve access to affordable financing mechanisms, including
a vehicle price buy-down coupled with a low interest loan to
qualified lower-income consumers to purchase advanced technology
clean vehicles.
The current funding available for FY 2016-17 is $6 million, with
a funding split of up to $5 million for a Statewide project and
up to $1 million for local projects. The scope of a Statewide
project is a project that is at least regional or multi-regional
in size to begin with and by design has plans to expand
throughout California. The Statewide project is available to
lower-income consumers with an emphasis to outreach to
lower-income consumers in disadvantaged communities. The local
project(s) can be a region of the state, air basin, or county.
The local project primarily benefits or serves a specific
disadvantaged community but is open to lower-income consumers.
This pilot project is funded by the Low Carbon Transportation
program and is part of California Climate Investments, a
statewide program that puts billions of Cap-and-Trade dollars to
work reducing greenhouse gas emissions, strengthening the economy
and improving public health and the environment—particularly in
lower-income and disadvantaged communities
This solicitation is open to federal, state or local government
entities or agencies, and California nonprofit organizations with
expertise in the implementation of financing programs, grant
programs, and general knowledge of CARB's clean vehicle programs.
Applications are due to CARB by 5:00 p.m. (PST), Thursday, July
6, 2017. The grant solicitation and all associated documents can

Sierra Hearing Room, 2nd Floor, CalEPA Building
1001 I Street, Sacramento, California
This project investigates the direct and quantitative effects of
complicated urban built-environment on near-road dispersion and
levels of on-road air pollution at scales from a few meters away
from the center of the street to several city blocks. This was
studied using ultrafine particle (UFP) concentrations as a
surrogate for on-road air pollution, as it is an excellent proxy
for motor vehicle emissions at short time scales. The project
studies design features of transit oriented developments (TODs);
types of development that are needed to move California
communities toward improved public health combined with SB 375

arbcombo -- May 26, 2017: Public Meeting of the Environmental Justice Advisory Committee
The AB 32 Environmental Justice Advisory Committee will be
meeting on May 26, 2017 from 1:00 pm to 3:00 pm (PDT) at the
CalEPA Headquarters Building, Coastal Hearing Room, 1001 "I"
Street, Sacramento, California 95814.
The meeting notice and agenda are posted at:
www.arb.ca.gov/cc/ejac/meetings/meetings.htm
Background:
The California Global Warming Solutions Act of 2006, (AB 32)
calls for the California Air Resources Board (CARB or Board) to
develop and approve a Scoping Plan that describes the approach
the State will take to reduce GHG emissions to 1990 levels by
2020. AB 32 also required CARB to convene a global warming
environmental justice advisory committee, to advise the Board in
developing the Scoping Plan, and any other pertinent matter in
implementing AB 32. The advisory committee is comprised of
representatives from communities in the State with the most
significant exposure to air pollution, including, but not limited
to, communities with minority populations or low-income
populations, or both.
The Board appointed the first Environmental Justice Advisory
Committee (Committee) to advise it on the Initial Scoping Plan
and other climate change programs. To advise the Board on the
First Update to the Climate Change Scoping Plan, ARB reconvened a
new Committee on March 21, 2013. To replace members that either
changed positions and had to resign from the Committee or were
unable to serve, the Board appointed four new members on
September 25, 2015. The Committee is advising the Board on the
development of the 2017 Climate Change Scoping Plan Update: The
Proposed Strategy for Achieving California's 2030 Greenhouse Gas
Target.
The first Scoping Plan was developed in 2008 and, per AB 32, must
be updated at least every five years. The First Update to the
Climate Change Scoping Plan, approved by the Board on May 22,
2014, defined California's climate change priorities for the
subsequent five years and laid the groundwork for transitioning
to the post-2020 goals set forth in Executive Orders S -3-05 and
B-16-2012. In April 2015, Governor Brown set a new interim
statewide target to reduce greenhouse gas emissions to 40 percent
below 1990 levels by 2030 and directed CARB to further update the
Scoping Plan to chart the path to achieving the 2030 target. In
2016, the Legislature passed SB 32, which codified a 2030 GHG
emissions reductions target of 40 percent below 1990 levels.

To replace members that either

arbcombo -- May 23 - Kick-off meeting for the Dairy and Livestock GHG Reduction Working Group
The California Air Resources Board in partnership with the
California Department of Food and Agriculture (CDFA), California
Public Utilities Commission (CPUC) and California Energy
Commission (CEC) will host the first meeting of the Dairy and
Livestock Greenhouse Gas Reduction Working Group (Working Group)
on May 23, 2017.
The first meeting of the Working Group will be held on:
Date: May 23, 2017
Time: 10:00 AM to 2:00 PM
Location:
CDFA's Main Auditorium
1220 N Street
Sacramento, CA 95814.
The meeting will be live-streamed for online viewing, but this
will be a listen-in only option. Public comment will be received
at the meeting. Members of the public who wish to provide oral
comments at the meeting should plan to attend in person. More
information on the Working Group and meeting materials can be
found at https://www.arb.ca.gov/cc/shortlived/shortlived.htm
The formation of the Working Group is called for by legislation
passed in 2016, Senate Bill 1383 (Lara), which requires the State
to develop and approve a plan to reduce emissions of short-lived
climate pollutants (SLCPs). Short-lived climate pollutants,
including methane from dairy cows and other livestock, are
greenhouse gases that, despite having a relatively short
residence time in the atmosphere, have a powerful warming
influence. They are also harmful air pollutants. Accomplishing
swift reductions of SLCP emissions can have a significant impact
on cumulative climate change, lessening harmful climate change
impacts over the long term, and can improve public health.
Methane from dairy manure and enteric fermentation make up the
largest portion of California agriculture's 8% total greenhouse
gas emissions. CDFA houses two incentive programs to provide
dairies with financial assistance to reduce methane emissions;
the Dairy Digester Research and Development Program and the
Alternative Manure Management Practices Program. Despite the
development of these programs and the growing efforts to reduce
emissions, there are still many challenges which the Working
Group will address.
The newly-formed Working Group will identify and address
technical, market, regulatory, and other barriers to the
development of dairy methane reduction projects. The Working
Group, made up of CDFA, partner agencies and a diverse group of
stakeholders and experts, will produce recommendations to advance
methane reductions on and achieve other co-benefits from
California dairies and livestock operations while also supporting
the resiliency and sustainability of California's world-renown
dairy and livestock industry. The Working Group will also foster
important relationships and build the cooperation necessary to
maximize environmental benefits, minimize impacts to
disadvantaged communities, and utilize available resources
efficiently.

and pavement construction, and thus the life-cycle environmental
impacts. For more go to the announcement at:
