Background
In July 2016, California released the Action Plan. The Action
Plan was developed in response to Governor Brown's Executive
Order B-32-15 and led by the Secretaries of the California
Transportation Agency, California Environmental Protection
Agency, and the Natural Resources Agency. It was an
unprecedented effort to identify State policies, programs,
investments, and pilot projects to achieve a freight transport
system that meets the State's transportation, air quality,
climate, energy, and economic needs.
The Action Plan includes a long-term 2050 Vision and Guiding
Principles for California's future freight transport system;
Targets for 2030 to guide the State toward meeting the Vision;
opportunities to leverage State freight transport system
investments; actions to initiate over the next five years to make
progress towards the Targets and the Vision; potential pilot
projects to achieve on-the-ground progress in the near-term; and
additional concepts for further exploration and development, if
viable.
The Action Plan elements noted were the results of State agencies
implementing a more comprehensive look across the State's
existing policies, programs, and investments to identify
opportunities to collaborate and innovate. The Action Plan was
the result of significant input received through multi agency
stakeholder outreach conducted from July 2015 through spring
2016.

The California Air Resources Board (CARB or Board) invites you to
attend a public roundtable meeting to discuss and provide
feedback on the Draft Senate Bill 350 Clean Transportation Access
Guidance Document.
The meeting will be held at the following time and place:
Date: Monday, May 8, 2017
Time: 9:00 a.m. to 11:30 a.m.
Place: Cal/EPA Headquarters Building
Sierra Hearing Room, Second Floor
1001 I Street Sacramento, California 95814
A teleconference will be available during the roundtable for
those unable to attend in person. Please see teleconference
information below:
Dial-In Number: (888) 769-9727
Passcode: 1117971
Information for this meeting is currently available at:
https://www.arb.ca.gov/transoptions
Materials will be posted on this website prior to the
roundtable.
Background:
The Clean Energy and Pollution Act of 2015 Senate Bill (SB) 350
(De León, Chapter 547, Statutes of 2015) established as a State
priority the reduction of greenhouse gas emissions through the
promotion of various clean energy policies, including widespread
transportation electrification, for the benefit of all
Californians. Transforming the State's transportation sector to
support widespread electrification requires increasing access for
all residents, including low-income and those living in
disadvantaged communities, across a broad spectrum of clean
mobility options.
SB 350 directs CARB to examine the barriers low income residents
must overcome to increase access to zero-emission and near zero
emission transportation and develop recommendations on how to
overcome these barriers. CARB undertook a public process and
directly engaged local community members, including low-income
residents, to determine the main barriers to clean transportation
access. CARB framed the results of this effort as a guidance
document, which provides a pathway to overcome barriers to clean
transportation and mobility options.
The draft guidance document, formally titled, "Low-Income
Barriers Study, Part B: Overcoming Barriers to Clean
Transportation Access for Low Income Residents" (Draft SB 350
Clean Transportation Access Guidance Document), and supporting
Appendices are available for public review and comment at:
https://www.arb.ca.gov/transoptions
The Draft SB 350 Clean Transportation Access Guidance Document is
an initial step in identifying the main barriers and providing
recommendations as a framework to address them moving forward.
Recommendations include steps that the Legislature, communities,
State and local planning, transportation, and air quality
agencies can take to overcome specific barriers and begin to
formulate innovative, meaningful solutions. Many of the
recommendations build upon the current programs State and local
agencies are implementing to increase access to transportation
electrification for all Californians.
Meeting Information:
At this roundtable, CARB staff will discuss and seek input on the
Draft SB 350 Clean Transportation Access Guidance Document.
Staff is particularly interested in stakeholder feedback on
recommendations to increase clean transportation access for
low-income residents, and what items should be given highest
priority over the next two years.

arbcombo -- ARB Petition to U.S. EPA for updated emission standards for locomotives
ARB petition to U.S. EPA for more stringent locomotive emission
standards.
On April 13, 2017, Air Resources Board Chair Mary Nichols
submitted a petition to U.S. EPA urging federal action to
establish more health-protective emission standards for
locomotives. The focus of this request is to accelerate the
movement to zero- and near-zero emission locomotives. Proposed
emission standards would cut toxic and smog-causing emissions by
85% for diesel particulate matter (PM) and 66% for oxides of
nitrogen (NOx) below current 'Tier 4' levels. Newly manufactured
locomotives would also have some zero-emission mile capability,
reducing harmful diesel emissions in railyards, and benefitting
the disadvantaged communities around them.
California is requesting that U.S. EPA respond by Summer, 2017.
The full petition to the U.S. EPA is at:
https://www.arb.ca.gov/railyard/railyard.htm
Background: New locomotives are regulated by U.S. EPA. U.S. EPA
first established emission standards applicable to locomotives
and locomotive engines in 1998, and the standards were last
revised in 2008. The current Tier 4 line haul locomotive
standard is effective for locomotives manufactured in 2015.

arbcombo -- April 26, 2017: Joint Meeting of the California Air Resources Board and the EJAC
The California Air Resources Board and the AB 32 Environmental
Justice Advisory Committee (Committee) will hold a joint public
meeting on April 26, 2017 from 1:00 pm to 5:00 pm (PDT) at the
CalEPA Headquarters Building, Coastal Hearing Room, 1001 "I"
Street, Sacramento, California 95814.
The meeting notice and agenda are posted at:
www.arb.ca.gov/cc/ejac/meetings/meetings.htm
Background:
The California Global Warming Solutions Act of 2006, (AB 32)
calls for the California Air Resources Board (CARB or Board) to
develop and approve a Scoping Plan that describes the approach
the State will take to reduce GHG emissions to 1990 levels by
2020. AB 32 also required CARB to convene a global warming
environmental justice advisory committee, to advise the Board in
developing the Scoping Plan, and any other pertinent matter in
implementing AB 32. The advisory committee is comprised of
representatives from communities in the State with the most
significant exposure to air pollution, including, but not limited
to, communities with minority populations or low-income
populations, or both.
The Board appointed the first Environmental Justice Advisory
Committee (Committee) to advise it on the Initial Scoping Plan
and other climate change programs. To advise the Board on the
First Update to the Climate Change Scoping Plan, ARB reconvened a
new Committee on March 21, 2013. To replace members that either
changed positions and had to resign from the Committee or were
unable to serve, the Board appointed four new members on
September 25, 2015. The Committee is advising the Board on the
development of the 2017 Climate Change Scoping Plan Update: The
Proposed Strategy for Achieving California's 2030 Greenhouse Gas
Target.
The first Scoping Plan was developed in 2008 and, per AB 32, must
be updated at least every five years. The First Update to the
Climate Change Scoping Plan, approved by the Board on May 22,
2014, defined California's climate change priorities for the
subsequent five years and laid the groundwork for transitioning
to the post-2020 goals set forth in Executive Orders S -3-05 and
B-16-2012. In April 2015, Governor Brown set a new interim
statewide target to reduce greenhouse gas emissions to 40 percent
below 1990 levels by 2030 and directed CARB to further update the
Scoping Plan to chart the path to achieving the 2030 target. In
2016, the Legislature passed SB 32, which codified a 2030 GHG
emissions reductions target of 40 percent below 1990 levels.

arbcombo -- SB 350 Overcoming Barriers to Clean Transportation Access for Low-Income Residents Draft Guidance Document Available for Comment
The Clean Energy and Pollution Act of 2015 Senate Bill (SB) 350
(De León, Chapter 547, Statutes of 2015) established as a State
priority the reduction of greenhouse gas emissions through the
promotion of various clean energy policies, including widespread
transportation electrification, for the benefit of all
Californians. Transforming the State's transportation sector to
support widespread electrification requires increasing access for
all residents, including low-income and those living in
disadvantaged communities, across a broad spectrum of clean
mobility options.
SB 350 directs the California Air Resources Board (CARB or Board)
to examine the barriers low income residents must overcome to
increase access to zero-emission and near zero emission
transportation and develop recommendations on how to overcome
these barriers. CARB undertook a public process and directly
engaged local community members, including low-income residents,
to determine the main barriers to clean transportation access.
CARB framed the results of this effort as a guidance document,
which provides a pathway to overcome barriers to clean
transportation and mobility options. The guidance document,
formally titled, Low-Income Barriers Study, Part B: Overcoming
Barriers to Clean Transportation Access for Low Income Residents
(Draft SB 350 Clean Transportation Access Guidance Document), and
supporting Appendices are now available for public review and
comment at: https://www.arb.ca.gov/transoptions
The Draft SB 350 Clean Transportation Access Guidance Document is
an initial step in identifying the main barriers and providing
initial recommendations as a framework to address them moving
forward. Recommendations include steps that the Legislature,
communities, State and local planning, transportation, and air
quality agencies can take to overcome specific barriers and begin
to formulate innovative, meaningful solutions. Many of the
recommendations build upon current actions State and local
agencies are implementing to increase access to transportation
electrification for all Californians.
CARB is seeking public input on the Draft SB 350 Clean
Transportation Access Guidance Document. To submit written
feedback, please contact Ms. Ashley Dunn, Air Pollution
Specialist, at (626) 459-4385 or by email at
ashley.dunn@arb.ca.gov.
To facilitate an ongoing public process, CARB will hold a public
roundtable meeting in the next two months. Further details for
the roundtable will be announced soon and posted on the project
webpage provided above. Please make sure you are subscribed to
the following project listserv to receive details on this
meeting:
https://www.arb.ca.gov/listserv/listserv_ind.php?listname=transoptions
CARB also plans to provide an informational update to the Board
in Spring 2017. Staff will update the Board on key findings in
the Draft SB 350 Clean Transportation Access Guidance Document,
present initial recommendations, and summarize public comments
received.
CARB intends to publish a final guidance document in late Summer
2017. Continued coordination and engagement across the State is
critical for building continued understanding and solutions for
increased clean transportation access for all residents,
including low-income residents. CARB will continue coordinating
with the California Energy Commission (CEC), transportation
agencies, and key stakeholders in developing implementable
actions, and ensuring progress is made to achieve the goals of
transportation electrification, including increased access for
low-income residents and disadvantaged communities.
Further information about this effort is available at:
https://www.arb.ca.gov/transoptions
Background:
Transportation electrification is the cornerstone of California's
future towards meeting both air quality and climate goals, along
with ensuring economic prosperity and energy security needs. SB
350 plays an important role in ensuring the State is taking
positive steps forward to promote widespread electrification
across transportation and mobility options and in turn increasing
clean transportation access for all residents.
Portions of SB 350 are intended to address legislative findings
that there is insufficient understanding of the barriers to
access for low-income customers to:
- Zero-emission and near zero-emission transportation options
- All forms of renewable energy being generated in the State
- Energy efficiency investments
As a result, CARB was directed to develop and publish a study, in
consultation with CEC and with input from other relevant state
agencies and the public, on barriers for low-income customers to
access zero-emission and near-zero-emission transportation
options, including those in disadvantaged communities as well as
recommendations on how to increase access. Similarly, CEC was
directed to develop and publish a study on barriers for
low-income customers to energy efficiency and weatherization
investments, including those in disadvantaged communities as well
as recommendations on how to increase access to energy efficiency
and weatherization investments to low-income customers.
The results of these efforts are two separate, but related,
reports that provide recommendations intended to have a
transformative effect on access to clean energy and
transportation investments for low-income residents, including in
disadvantaged communities. In December 2016, CEC published their
study, formally titled, Low-Income Barriers Study, Part A:
Overcoming Barriers to Energy Efficiency and Renewables for
Low-Income Customers and Small Business Contracting Opportunities
in Disadvantaged Communities, which is available at:
http://www.energy.ca.gov/sb350/barriers_report/documents/index.html

CARB is seeking public input on the Draft SB 350 Clean
Transportation Access Guidance Document. To submit written
feedback, please contact Ms. Ashley Dunn, Air Pollution
Specialist, at (626) 459-4385 or by email at
ashley.dunn@arb.ca.gov.
To facilitate an ongoing public process, CARB will hold a public
roundtable meeting in the next two months. Further details for
the roundtable will be announced soon and posted on the project
webpage provided above. Please make sure you are subscribed to
the following project listserv to receive details on this
meeting:
https://www.arb.ca.gov/listserv/listserv_ind.php?listname=transoptions
CARB also plans to provide an informational update to the Board
in Spring 2017. Staff will update the Board on key findings in
the Draft SB 350 Clean Transportation Access Guidance Document,
present initial recommendations, and summarize public comments
received.
CARB intends to publish a final guidance document in late Summer
2017. Continued coordination and engagement across the State is
critical for building continued understanding and solutions for
increased clean transportation access for all residents,
including low-income residents. CARB will continue coordinating
with the California Energy Commission (CEC), transportation
agencies, and key stakeholders in developing implementable
actions, and ensuring progress is made to achieve the goals of
transportation electrification, including increased access for
low-income residents and disadvantaged communities.
Further information about this effort is available at:
https://www.arb.ca.gov/transoptions
Background:
Transportation electrification is the cornerstone of California's
future towards meeting both air quality and climate goals, along
with ensuring economic prosperity and energy security needs. SB
350 plays an important role in ensuring the State is taking
positive steps forward to promote widespread electrification
across transportation and mobility options and in turn increasing
clean transportation access for all residents.
Portions of SB 350 are intended to address legislative findings
that there is insufficient understanding of the barriers to
access for low-income customers to:
- Zero-emission and near zero-emission transportation options
- All forms of renewable energy being generated in the State
- Energy efficiency investments
As a result, CARB was directed to develop and publish a study, in
consultation with CEC and with input from other relevant state
agencies and the public, on barriers for low-income customers to
access zero-emission and near-zero-emission transportation
options, including those in disadvantaged communities as well as
recommendations on how to increase access. Similarly, CEC was
directed to develop and publish a study on barriers for
low-income customers to energy efficiency and weatherization
investments, including those in disadvantaged communities as well
as recommendations on how to increase access to energy efficiency
and weatherization investments to low-income customers.
The results of these efforts are two separate, but related,
reports that provide recommendations intended to have a
transformative effect on access to clean energy and
transportation investments for low-income residents, including in
disadvantaged communities. In December 2016, CEC published their
study, formally titled, Low-Income Barriers Study, Part A:
Overcoming Barriers to Energy Efficiency and Renewables for
Low-Income Customers and Small Business Contracting Opportunities
in Disadvantaged Communities, which is available at:
http://www.energy.ca.gov/sb350/barriers_report/documents/index.html
