The California Air Resources Board (CARB) invites you to
participate in a public workshop on the Fiscal Year (FY) 2017-18
Funding Plan for Low Carbon Transportation Investments, Air
Quality Improvement Program (AQIP), and the potential $25 million
Volkswagen settlement funds for zero-emission vehicle (ZEV)
aspects of vehicle replacement programs. The meeting will be held
at the following time and place:

CARB staff plans to post a discussion document outlining its
draft recommendations on project categories, funding allocations,
and project criteria for the Funding Plan several days before the
workshop on CARB's Low Carbon Transportation/AQIP website. The
discussion document will include an agenda. For more information

Background: The Low Carbon Transportation program is part of
California Climate Investments, a statewide program that puts
billions of Cap-and-Trade dollars to work reducing greenhouse gas
emissions, strengthening the economy and improving public health
and the environment—particularly in disadvantaged communities.
California Climate Investments support CARB's advanced
technology, clean transportation incentive programs which are
designed accelerate the transition to low carbon freight and
passenger transportation with a priority on providing health and
economic benefits to California's disadvantaged communities. The
Governor's proposed FY 2017-18 Budget would direct $363 million
for CARB to continue Low Carbon Transportation investments.
AQIP is a mobile source incentive program that focuses on
reducing criteria pollutant and diesel particulate emissions with
concurrent reductions in greenhouse gas emissions. The
Governor's proposed Budget includes $28.6 million for AQIP.
One of the pending consent decrees to resolve claims against
Volkswagen for equipping its diesel vehicles with defeat devices
would require the company to pay CARB $25 million to fund "the
ZEV-related aspects of the EFMP Plus Up Program or the
ZEV-related aspects of similar vehicle replacement programs."
CARB staff intends to include a proposal for how to spend this
$25 million in the FY 2017-18 Funding Plan contingent on court
approval of the consent decree.
