arbcombo -- Wednesday - ARB Research Seminar: Developing a New Methodology for Analyzing Potential Displacement
Presentations are available for downloading.
Karen Chapple, Ph.D. and
Miriam Zuk, Ph.D.
University of California, Berkeley
Wednesday, March 29, 2017 at 1:30 p.m., PDT (WEBCAST)
Sierra Hearing Room, 2nd Floor, Cal/EPA Building
1001 I Street, Sacramento, California
In 2008 California passed Senate Bill 375 requiring metropolitan
planning organizations (MPO) to develop Sustainable Communities
Strategies (SCS) as part of their regional transportation
planning process. While the implementation of these strategies
has the potential for environmental and economic benefits, rising
housing costs and changing neighborhood conditions may compel
low-income residents and households to move out of
transit-oriented neighborhoods. This out-migration is called
"displacement." The study examined the relationship between
fixed-rail transit neighborhoods and displacement in Los Angeles

arbcombo -- 3/28/17 Workshop on the 2017 Climate Change Scoping Plan Update
The California Air Resources Board (CARB) is hosting a public
workshop to present the 2017 Climate Change Scoping Plan Update:
The Proposed Strategy for Achieving California's 2030 Greenhouse
Gas Target (Proposed Plan) and solicit stakeholder input on the
Proposed Plan. CARB staff will present an overview of the
Proposed Plan and present refinements to the plan as part of the
development of the final Scoping Plan. These refinements include
updates to emissions modeling and economic analyses.
The workshop is open to the public and full participation by all
parties is encouraged:
DATE: Tuesday, March 28, 2017
TIME: 10:00 am to 3:00 pm
PLACE:
California Environmental Protection Agency (CalEPA) Byron Sher
Auditorium
1001 I Street, 2nd Floor
Sacramento, California 95814
This workshop is part of the public process to update the AB 32
Scoping Plan to reflect the Governor's Executive Order B-30-15
and Senate Bill 32, which establish a mid-term greenhouse gas
(GHG) emissions reduction target for California of 40 percent
below 1990 levels by 2030. All State agencies with jurisdiction
over sources of GHG emissions were directed to implement measures
to achieve reductions of GHG emissions to meet the 2030 and 2050
targets. CARB was directed to update the AB 32 Scoping Plan.
CARB and other State agencies are identifying the suite of
programs, regulations, incentives, and supporting actions needed
to continue driving down emissions and ensure we are on a
trajectory to meet our mid- and long-term climate goals.
The 2017 Scoping Plan Update Proposed Plan (Proposed Plan) was
made available on January 20th, 2017. The Proposed Plan
describes the actions the State would take to achieve the SB 32
climate goals of reducing greenhouse gases of at least 40 percent
below 1990 levels by 2030. It outlines an approach that cuts
across economic sectors to combine greenhouse gas reductions with
reductions of smog-causing pollutants, while also safeguarding
public health and economic goals. It also describes the need to
extend key reduction programs now underway, lays out new actions
that prioritize direct emission reductions, and establishes the
trajectory that will move the State farther along the path to a
low-carbon future.
The Proposed Plan includes input from a range of State agencies.
It is also the result of extensive public and stakeholder
processes designed to ensure that California's greenhouse gas and
pollution reduction efforts continue to improve public health and
drive development of a more sustainable economy.

arbcombo -- ARB Research Seminar: Developing a New Methodology for Analyzing Potential Displacement
Join us or tune in for an upcoming Research Seminar!.
Developing a New Methodology for Analyzing Potential
Displacement.
Karen Chapple, Ph.D., Professor of City & Regional Planning, UC
Berkeley and Miriam Zuk, Ph.D., Director at Center for Community
Innovation, UC Berkeley.
Wednesday, March 29, 2017 1:00 PM (PDT) WEBCAST
Sierra Hearing Room, 2nd Floor, Cal/EPA Building
1001 I Street, Sacramento, California
In 2008, California passed Senate Bill 375, requiring
metropolitan planning organizations (MPO) to develop Sustainable
Communities Strategies (SCS) as part of their regional
transportation planning process. While the implementation of
these strategies has the potential for environmental and economic
benefits, rising housing costs and changing neighborhood
conditions may compel low-income residents and households to move
out of transit-oriented neighborhoods. This out-migration is
called "displacement."
The study examined the relationship between fixed-rail transit
neighborhoods and displacement in Los Angeles and the San
Francisco Bay Area. The researchers modeled patterns of
neighborhood change in relation to transit-oriented development
(TOD), and found that TOD is associated with changes in the
stability of the surrounding neighborhood, such as increases in
housing costs and the loss of low-income households. The research
found mixed evidence as to whether gentrification and
displacement in rail station areas would cause an increase in
auto usage and vehicle miles traveled (VMT). The results support
the consideration of displacement in the development of SCSs, and
the research also explored the possibility of considering
displacement in travel demand models used by the LA and San
Francisco MPOs and via off-model tools. Finally, researchers
examined the effectiveness of anti-displacement strategies, and
the results may be useful for MPOs, local jurisdictions, and
communities.

arbcombo -- Public Workshop on FY 2017-18 Funding Plan for Low Carbon Transportation Investments, AQIP, and Potential $25 Million VW Settlement Funds
The California Air Resources Board (CARB) invites you to
participate in a public workshop on the Fiscal Year (FY) 2017-18
Funding Plan for Low Carbon Transportation Investments, Air
Quality Improvement Program (AQIP), and the potential $25 million
Volkswagen settlement funds for zero-emission vehicle (ZEV)
aspects of vehicle replacement programs. The meeting will be held
at the following time and place:
Date: Thursday, April 6, 2017
Time: 9:30 a.m. to 4 p.m.
Place: Cal/EPA Headquarters Building
Coastal Hearing Room, Second Floor
1001 I Street
Sacramento, California 95814
A meeting notice for the workshop is posted at:
https://www.arb.ca.gov/msprog/aqip/meetings/meetings.htm.
This meeting will be webcast for those unable to attend in
person. The broadcast can be accessed on the day of the workshop
at https://video.calepa.ca.gov/.
CARB staff plans to post a discussion document outlining its
draft recommendations on project categories, funding allocations,
and project criteria for the Funding Plan several days before the
workshop on CARB's Low Carbon Transportation/AQIP website. The
discussion document will include an agenda. For more information
about these programs, please go to:
https://www.arb.ca.gov/aqip/.
If you have questions regarding the workshop, please contact
Andrew Panson at (916) 323-2809 or andrew.panson@arb.ca.gov.
Background: The Low Carbon Transportation program is part of
California Climate Investments, a statewide program that puts
billions of Cap-and-Trade dollars to work reducing greenhouse gas
emissions, strengthening the economy and improving public health
and the environment—particularly in disadvantaged communities.
California Climate Investments support CARB's advanced
technology, clean transportation incentive programs which are
designed accelerate the transition to low carbon freight and
passenger transportation with a priority on providing health and
economic benefits to California's disadvantaged communities. The
Governor's proposed FY 2017-18 Budget would direct $363 million
for CARB to continue Low Carbon Transportation investments.
AQIP is a mobile source incentive program that focuses on
reducing criteria pollutant and diesel particulate emissions with
concurrent reductions in greenhouse gas emissions. The
Governor's proposed Budget includes $28.6 million for AQIP.
One of the pending consent decrees to resolve claims against
Volkswagen for equipping its diesel vehicles with defeat devices
would require the company to pay CARB $25 million to fund "the
ZEV-related aspects of the EFMP Plus Up Program or the
ZEV-related aspects of similar vehicle replacement programs."
CARB staff intends to include a proposal for how to spend this
$25 million in the FY 2017-18 Funding Plan contingent on court
approval of the consent decree.

California is in a drought emergency.
