California Energy Commission (CEC), California Office of Planning
and Research (OPR), California State Transportation Agency
(CalSTA), California Strategic Growth Council (SGC), and
California Air Resources Board (ARB) are jointly hosting a public
workshop on the Transportation sector on September 14, 2016.
This public workshop will provide an overview on the process to
update the 2030 Target Scoping Plan, and will include CEC and ARB
staff presentations on efforts that contribute to greenhouse gas
(GHG) reductions in the vehicle and fuel technology sectors.
ARB staff will also present and introduce the newly developed
Biofuel Supply Module. The Biofuel Supply Module is being
developed to aid in assessing potential low carbon fuel
availability in California as part of the Scoping Plan modeling
effort. The Biofuel Supply Module will be posted on Wednesday,
September 7.
In addition, OPR, CalSTA, SGC, and ARB staff will present on
current initiatives that contribute to reductions in vehicle
miles travelled (VMT) and GHG emissions, and a land-use vision
and potential additional transportation and development
strategies to achieve greater VMT and GHG emissions reductions in
the future. In advance of the workshop, Agencies will post a
White Paper containing initial land use protection, management,
and development ideas that will be considered and evaluated as
part of California's 2030 climate change vision and strategy for
the Transportation sector.
The Biofuel Supply Module and Land-Use White Paper will be posted
by September 7th, and the Land-Use White Paper will be posted in

Background
This Transportation sector workshop is part of the public process
to update the Scoping Plan to reflect the Governor's Executive
Order B-30-15, which established a mid-term GHG reduction target
for California of 40 percent below 1990 levels by 2030. All
state agencies with jurisdiction over sources of GHG emissions
were directed to implement measures to achieve reductions of GHG
emissions to meet the 2030 and 2050 targets. ARB was directed to
update the AB 32 Scoping Plan to reflect the 2030 target, and
therefore, is moving forward with the update process. The
mid-term target is critical to help frame the suite of policy
measures, regulations, planning efforts, and investments in clean
technologies and infrastructure needed to continue driving down
emissions.
This workshop will support the process to update the AB 32
Scoping Plan to reflect California's goal to reduce statewide
greenhouse gas emissions 40 percent below 1990 levels by 2030, as
directed in Executive Order B-30-15.
In an effort to further the vision of AB 32, Governor Brown
identified key climate change strategy pillars in his January
2015 inaugural address. The pillars recognize that several major
areas of the California economy will need to reduce emissions to
meet the 2030 greenhouse gas emissions target. One of the key
pillars identified by Governor Brown is to cutting petroleum use
in half by 2030.

Reducing greenhouse gas (GHG) emissions requires knowledge of the
sources and activities which emit GHGs. California's Central
Valley has a number of agricultural and natural sources of GHGs
in addition to urban, anthropogenic sources. This work
investigates the seasonal variability of CH₄ and N₂O
source apportionment from year-long measurements of GHGs, CO, and
a suite of VOCs in Walnut Grove, about 23 miles south of downtown
Sacramento, from summer 2012 through early fall 2013. We apply
the statistical technique of positive matrix factorization (PMF)
on the combined GHG - VOC data set over seven separate periods
that are representative of broad seasonal patterns observed in
the region. We also compare our results to inverse modeling

The AB 32 Environmental Justice Advisory Committee (Committee)

The California Global Warming Solutions Act of 2006, (AB 32)
calls for the Air Resources Board (ARB or Board) to convene a

comprised of representatives from communities in the State with
the most significant exposure to air pollution, including, but
not limited to, communities with minority populations or
low-income populations, or both.
The Board appointed the first Environmental Justice Advisory
Committee to advise it on the Initial Scoping Plan and other
climate change programs. To advise the Board on the First Update
to the Climate Change Scoping Plan, ARB reconvened a new
Committee on March 21, 2013. To replace members that either
changed positions and had to resign from the Committee or were
unable to serve, the Board appointed four new members on
September 25, 2015.
The Committee will advise the Board on the development of the
2030 Target Scoping Plan Update, per Governor Brown's Executive
Order B-30-15. Committee meetings are open to the public and
include a public comment period.

Per Resolution 15-19, ARB staff began a process to develop a
guidance document to support implementation of the Compliance
Offset Protocol U.S. Forest Projects (June 25, 2015). On July 27,
2015, ARB staff held a workshop to solicit stakeholder input on
the proposed guidance document. As a result of that workshop, and
the comments received, staff has created a draft guidance
document that will be made available to stakeholders on August
16, 2016. ARB staff will conduct a webinar on September 14, 2016

BACKGROUND
The Board first formally adopted the Cap-and-Trade Regulation in
October 2011, and subsequently approved limited amendments to the
Cap-and-Trade Regulation in June 2012, October 2013, April 2014,
September 2014, and most recently June 2015.
Offsets are a key element of the flexibility afforded by a
Cap-and-Trade Program to help ensure that the needed GHG
emissions reductions are cost-effective. Offsets offer low- cost
emissions-reduction opportunities for covered entities to meet up
to 8% of their compliance obligation. Offsets are tradable
credits that represent verified GHG emissions reductions made in
areas or sectors not covered by the Cap-and-Trade Program. One
offset credit is equal to one metric ton carbon dioxide
equivalent of GHG emission reductions. In addition to providing
compliance flexibility, the inclusion of offsets in the program
will support the development of innovative projects and
technologies from sources outside capped sectors that can play a
key role in reducing emissions both inside and outside
California.
Offsets must meet rigorous criteria that demonstrate that the
emissions reductions are real, permanent, verifiable,
enforceable, and quantifiable. To be credited as an offset, the
action or project must also be in addition to what is required by
law or regulation or would otherwise have occurred under a
conservative business-as-usual scenario.

BACKGROUND
The Board first formally adopted the Cap-and-Trade Regulation in
October 2011, and subsequently approved limited amendments to the
Cap-and-Trade Regulation in June 2012, October 2013, April 2014,
September 2014, and most recently June 2015.
Offsets are a key element of the flexibility afforded by a
Cap-and-Trade Program to help ensure that the needed GHG
emissions reductions are cost-effective. Offsets offer low- cost
emissions-reduction opportunities for covered entities to meet up
to 8% of their compliance obligation. Offsets are tradable
credits that represent verified GHG emissions reductions made in
areas or sectors not covered by the Cap-and-Trade Program. One
offset credit is equal to one metric ton carbon dioxide
equivalent of GHG emission reductions. In addition to providing
compliance flexibility, the inclusion of offsets in the program
will support the development of innovative projects and
technologies from sources outside capped sectors that can play a
key role in reducing emissions both inside and outside
California.
Offsets must meet rigorous criteria that demonstrate that the
emissions reductions are real, permanent, verifiable,
enforceable, and quantifiable. To be credited as an offset, the
action or project must also be in addition to what is required by
law or regulation or would otherwise have occurred under a
conservative business-as-usual scenario.

California Energy Commission (CEC), California Public Utilities
Commission (CPUC), and California Air Resources Board (ARB) are
jointly hosting a public workshop on the Energy sector on August
23, 2016. This public workshop will provide an overview and
update on the process to update the 2030 Target Scoping Plan, and
will include CEC, CPUC, and ARB staff presentations on current
and forthcoming initiatives that contribute to greenhouse gas
emissions reductions in the electricity, energy efficiency, and
natural gas sectors. Staff will also provide preliminary
thinking on energy policy interaction across sectors, including
cross-sector trade-offs and synergies.
This workshop will support the process to update the AB 32
Scoping Plan to reflect California's goal to reduce statewide
greenhouse gas emissions 40 percent below 1990 levels by 2030, as

Background
This Energy sector workshop is part of the public process to
update the Scoping Plan to reflect the Governor's Executive Order
B-30-15, which establishes a mid-term GHG reduction target for
California of 40 percent below 1990 levels by 2030. All state
agencies with jurisdiction over sources of GHG emissions were
directed to implement measures to achieve reductions of GHG
emissions to meet the 2030 and 2050 targets. ARB was directed to
update the AB 32 Scoping Plan to reflect the 2030 target, and
therefore, is moving forward with the update process. The
mid-term target is critical to help frame the suite of policy
measures, regulations, planning efforts, and investments in clean
technologies and infrastructure needed to continue driving down
emissions.
In an effort to further the vision of AB 32, Governor Brown
identified key climate change strategy pillars in his January
2015 inaugural address. The pillars recognize that several major
areas of the California economy will need to reduce emissions to
meet the 2030 greenhouse gas emissions target. Two of the key
pillars identified by Governor Brown were increase from one-third
to 50 percent our electricity derived from renewable sources and
to double energy efficiency savings from existing buildings by
2030.

The AB 32 Environmental Justice Advisory Committee (Committee)

Background:
The California Global Warming Solutions Act of 2006, (AB 32)
calls for the Air Resources Board (ARB or Board) to convene a
global warming environmental justice advisory committee, to
advise the Board in developing the Scoping Plan, and any other
pertinent matter in implementing AB 32. The advisory committee is
comprised of representatives from communities in the State with
the most significant exposure to air pollution, including, but
not limited to, communities with minority populations or
low-income populations, or both.
The Board appointed the first Environmental Justice Advisory
Committee to advise it on the Initial Scoping Plan and other
climate change programs. To advise the Board on the First Update
to the Climate Change Scoping Plan, ARB reconvened a new
Committee on March 21, 2013. To replace members that either
changed positions and had to resign from the Committee or were
unable to serve, the Board appointed four new members on
September 25, 2015.
The Committee will advise the Board on the development of the
2030 Target Scoping Plan Update, per Governor Brown's Executive
Order B-30-15. Committee meetings are open to the public and
include a public comment period.

Background:
The California Global Warming Solutions Act of 2006, (AB 32)
calls for the Air Resources Board (ARB or Board) to convene a
global warming environmental justice advisory committee, to
advise the Board in developing the Scoping Plan, and any other
pertinent matter in implementing AB 32. The advisory committee is
comprised of representatives from communities in the State with
the most significant exposure to air pollution, including, but
not limited to, communities with minority populations or
low-income populations, or both.
The Board appointed the first Environmental Justice Advisory
Committee to advise it on the Initial Scoping Plan and other
climate change programs. To advise the Board on the First Update
to the Climate Change Scoping Plan, ARB reconvened a new
Committee on March 21, 2013. To replace members that either
changed positions and had to resign from the Committee or were
unable to serve, the Board appointed four new members on
September 25, 2015.
The Committee will advise the Board on the development of the
2030 Target Scoping Plan Update, per Governor Brown's Executive
Order B-30-15. Committee meetings are open to the public and
include a public comment period.
