arbcombo -- Air Resources Board's Fiscal Year 2016-17 Funding Plan - Request for Distribution List Sign-Up and Upcoming Meetings

The Air Resources Board (ARB) is developing the Fiscal Year (FY)
2016-17 Funding Plan for the Low Carbon Transportation
Investments and the Air Quality Improvement Program (AQIP). The
annual funding plan is each year's blueprint for expending funds
appropriated to ARB for advanced technology clean transportation
incentive programs. Project categories consistent with the
Governor's FY 2016-17 budget proposal and the Cap-and Trade
Auction Proceeds Investment Plan, including new project
categories, will be considered for funding.

The public work groups listed below will be used to discuss
topics such as funding allocations, project and technology types,
emission reduction targets, and overall goals for the category.
If you would like to participate in one or more of the work
groups below, please e mail Michael Baker at
Michael.Baker@arb.ca.gov and indicate which work group(s) you are
interested in. If you are already a member in one of the
established work groups, you will continue to be included in that
work group and need not respond to this request. Respondents
will be added to the requested work group(s) e-mail distribution
list(s) for meeting notifications and other information.

Background: Cap-and-Trade auction proceeds provide funding for
ARB's advanced technology, clean transportation incentive
programs, expanding the types of projects ARB has funded through
AQIP. These investments accelerate the transition to low carbon
freight and passenger transportation, supporting the Governor's
climate change strategy pillar of a 50 percent reduction in
petroleum use in vehicles by 2030 and the Administration's goal
to deploy 1.5 million zero emission vehicles in California by
2025.

The FY 2014-15 State budget appropriated $200 million to ARB for
Low Carbon Transportation projects to reduce greenhouse gas
emissions with a target that at least half the investments
benefit disadvantaged communities. The FY 2015-16 State budget
appropriated another $95 million. ARB expects to receive another
appropriation for Low Carbon Transportation investments from the
Greenhouse Gas Reduction Fund in the FY 2016-17 State Budget.
ARB staff intends to develop a joint Funding Plan for the Low
Carbon Transportation and AQIP for the FY 2016-17 funding cycle
as it has done in the past two budget cycles.

AQIP is a voluntary, mobile source incentive program that focuses
on reducing criteria pollutant and diesel particulate emissions
with concurrent reductions in greenhouse gas emissions. AQIP has
an annual budget of about $25 million. ARB focuses AQIP
investments on technology advancing projects that support
California's long-term air quality and climate change goals in
addition to providing immediate emission benefits. In recent
years, the majority of AQIP funds have gone towards the Truck
Loan Assistance Program which helps small business truckers to
secure financing for newer trucks or diesel exhaust retrofits in
advance of compliance deadlines for ARB's in-use truck and bus
regulation.

arbcombo -- February 5, 2016: Environmental Justice Advisory Committee Meeting

The AB 32 Environmental Justice Advisory Committee (EJAC) will be
meeting on February 5, 2016 from 10:00 am to 5:00 pm (PST) in the
Board Room at San Bernardino Associated Governments Offices,
located at 1170 W 3rd Street, Board Room in San Bernardino,
California.

Background:
The California Global Warming Solutions Act of 2006, (AB 32)
calls for the Air Resources Board (ARB or Board) to convene a
global warming environmental justice advisory committee, to
advise the Board in developing the scoping plan, and any other
pertinent matter in implementing AB 32. The advisory committee is
comprised of representatives from communities in the State with
the most significant exposure to air pollution, including, but
not limited to, communities with minority populations or low
income populations, or both.

The Board appointed the first environmental justice advisory
committee to advise it on the Initial Scoping Plan and other
climate change programs. To advise the Board on the First Update
to the Climate Change Scoping Plan, ARB reconvened a new EJAC on
March 21, 2013. To replace members that either changed positions
and had to resign from the Committee or were unable to serve, the
Board appointed four new members on September 25, 2015.

The EJAC will advise the Board on the development of the 2030
Target Scoping Plan, per Governor Brown's Executive Order
B-30-15. Committee meetings are open to the public and include a
public comment period.

arbcombo -- February 4, 2016: Public Workshop to Discuss the Proposed Renewables Portfolio Standard Program Enforcement Regulation

The Air Resources Board (ARB/Board) staff invites you to
participate in a public workshop to discuss a proposed regulation
to create appropriate compliance penalties to support enforcement
of the Renewables Portfolio Standard (RPS) Program for
California's Local Publicly-Owned Electric Utilities. ARB is
developing the proposed regulation to fulfill its
responsibilities to have a penalty mechanism in place to address
notices of violation issued by the California Energy Commission
to Local Publicly-Owned Electric Utilities for failure to comply
with the requirements of Senate Bill 350, De Leon, Statutes of
2015 (SB 350). ARB is developing the proposed regulation in
consultation with the California Energy Commission and the
California Public Utilities Commission.

Staff will use the information gathered at this workshop to
develop the proposed regulation and supporting rulemaking
documents. The Board is scheduled to consider the regulation at
its May 19-20, 2016, meeting.

arbcombo -- Process Information Regarding ARB Compliance Offset Investigation Livestock Methane Destruction

On September 29, 2015, the California Air Resources Board (ARB)
initiated an investigation into whether compliance offset credits
issued for livestock methane destruction events that took place
at the T&M Bos Dairy in Fair Oaks, Indiana (Facility) may have
been generated while the Facility was not in compliance with air
permitting rules of the Indiana Department of Environmental
Management's Office of Air Quality. Identified parties have
provided information to ARB, and the Executive Officer has
requested and received additional information to make a final
determination.

This notice begins the regulatory 30-day period for the Executive
Officer to make a final determination as to whether ARB will
invalidate any compliance offset credits generated at the
Facility. After the 30-day period begins, the Executive Officer
may issue the final determination at any time and does not need
to wait for the 30-day period to conclude. The release of the
final determination will be noticed ahead of time to ensure all
market participants receive the information simultaneously. Once
the final determination is made publicly available, offsets
determined to be valid that were not allowed to be transferred
during the investigation will no longer be blocked from being
transferred.

advancing national freight priorities, objectives, and goals, and

the Executive Order.
