The Air Resources Board (ARB or Board) is proposing additional
potential changes to sections of the Regulation for the Mandatory
Reporting of Greenhouse Gas Emissions (MRR) that cover upstream
oil and gas and natural gas liquids production, petroleum
refineries, and hydrogen production. The document here:

contains the proposed revisions to sections 95113, 95114, and
95156 of the regulation in strikeout/underline format. These
changes are in addition to the informal draft changes that were
posted to the ARB website on June 2, 2014

Stakeholders are invited to review and provide informal comments
on these informal draft revisions by June 23, 2014. Comments can
be electronically submitted at:

The proposed changes correct the complexity weighted barrel (CWB)
equation to be consistent with the Cap-and-Trade Regulation.
These changes also clarify what reporting methodologies are
allowed for upstream oil and gas covered product data, that
natural gas liquids (NGL) that are blended into crude oil cannot
be reported as both crude oil production and NGL production, the
CWB calculation for fluid catalytic cracking units, the reporting
requirements for hydrogen production feedstocks, and the
reporting requirements for finished primary refinery products.
