The California Air Resources Board (ARB) staff will hold a public
workshop on June 5, 2014, at 1:30 pm to discuss potential
revisions to ARB's Regulation for the Mandatory Reporting of
Greenhouse Gas Emissions (title 17, California Code of
Regulations, sections 95100-95157) (MRR) and Cost of
Implementation Fee Regulation (title 17, California Code of
Regulations, section 95200-95207) (Fee Regulation).
The potential revisions would support alignment of the Mandatory
Reporting Regulation and Fee Regulation and also clarify and
update several sections of the regulations.
TOPIC: Workshop to discuss draft proposed amendments to MRR and
Fee Regulation

At this workshop, staff will discuss potential updates to MRR to
support the Cap-and-Trade Program, including clarifications to
product data reporting requirements, align the Fee Regulation
data reporting requirements with MRR, and make other minor
clarification changes. Staff will also discuss potential updates
to the Fee Regulation including applicability thresholds of
carbon dioxide equivalent, inclusion of applicability thresholds
to align with MRR verification requirements, and make other minor
clarification changes.

Background:
The California Air Resources Board (ARB) first approved the
mandatory reporting regulation in 2007, with revisions in 2010,
2012, and 2013. The 2013 MRR revisions clarified the reporting
requirements necessary for submittal of complete and accurate
emission data reports, and add or modify data elements for
product data reporting necessary to support the Cap-and-Trade
Program. The 2012 MRR revisions became effective on January 1,
2014.

ARB adopted the Fee Regulation following a public hearing on
September 25, 2009. The Fee Regulation became effective on July
17, 2010 and was subsequently amended in 2011 and 2012 to better
align it with the Mandatory Reporting Regulation and the
Cap-and-Trade Regulation.
