approval of the Proposed Funding Plan for the AB 118 Air Quality
Improvement Program and Low Carbon Transportation Greenhouse Gas
Reduction Fund Investments for Fiscal Year 2014-15 (Funding
Plan).
ARB staff will present the Proposed AB 118 Air Quality
Improvement Program Funding Plan for Fiscal Year 2014-15 at the
meeting. Copies of the report may be obtained from ARB's Public

least 30 days prior to the scheduled meeting on June 26, 2014.

Background: The Air Quality Improvement Program (AQIP) is
designed to support development and commercialization of advanced
technologies that are necessary to meet California's air quality
and climate goals. Established through the Alternative and
Renewable Fuel, Vehicle Technology, Clean Air, and Carbon
Reduction Act of 2007 (AB 118; Núñez, Chapter 750, Statutes of
2007), the program focuses on reducing criteria pollutant and
diesel particulate pollution with concurrent reductions in
greenhouse gas (GHG) emissions. The AQIP program is expanding.
Originally funded at around $30 million dollars per year, the
program almost tripled in funding last year to about $90 million
dollars, primarily to support the Clean Vehicle Rebate Project
(CVRP), which provides incentives for the purchases of zero and
near-zero emissions passenger vehicles.
The Governor's FY 2014-15 proposed budget identifies $200 million
from the State's share of auction proceeds under ARB's Cap and
Trade program to be spent on low carbon transportation projects
that reduce GHG emissions primarily in disadvantaged communities.
Because the Governor's goals for the investment of Cap and Trade
proceeds are consistent with the established objectives of the
AQIP program, and because of the past success of the AQIP program
structure, this year staff is combining the two funding sources
(AQIP and Low Carbon Transportation Investments) into one funding
plan.

arbcombo -- Workshop to Discuss Potential Revisions to the Greenhouse Gas Mandatory Reporting and Cost of Implementation Fee Regulations

revisions to ARB's Regulation for the Mandatory Reporting of
Greenhouse Gas Emissions (title 17, California Code of
Regulations, sections 95100-95157) (MRR) and Cost of
Implementation Fee Regulation (title 17, California Code of
Regulations, section 95200-95207) (Fee Regulation).
The potential revisions would support alignment of the Mandatory
Reporting Regulation and Fee Regulation and also clarify and
update several sections of the regulations.

Fee Regulation

At this workshop, staff will discuss potential updates to MRR to

to the Fee Regulation including applicability thresholds of
carbon dioxide equivalent, inclusion of applicability thresholds
to align with MRR verification requirements, and make other minor
clarification changes.

Background:
The California Air Resources Board (ARB) first approved the
mandatory reporting regulation in 2007, with revisions in 2010,
2012, and 2013. The 2013 MRR revisions clarified the reporting
requirements necessary for submittal of complete and accurate
emission data reports, and add or modify data elements for
product data reporting necessary to support the Cap-and-Trade
Program. The 2012 MRR revisions became effective on January 1,
2014.

ARB adopted the Fee Regulation following a public hearing on
September 25, 2009. The Fee Regulation became effective on July

the final version of the proposed First Update to the Climate
Change Scoping Plan (First Update), staff's written responses to
comments received on the Draft Environmental Analysis (EA) and
the Final EA.
The First Update released today includes additional clarification
and edits to reflect comments received by ARB over the past
several months.

Background:
In February 2014, ARB released the Proposed First Update and held
a Board meeting discussion that included opportunities for
stakeholder feedback and public comment. In March, ARB released
the Appendix F – Draft Environmental Analysis, 45-day review
public notice, Appendix B - Status of Scoping Plan Measures, and
Appendix C - Focus Group Working Papers.
What is the First Update to the AB 32 Scoping Plan?
As required by AB 32, ARB developed the initial Scoping Plan in
2008. AB 32 requires the scoping plan to be updated at least
every five years. The First Update builds upon the initial
Scoping Plan with new strategies and recommendations. The First
Update defines ARB's climate change priorities for the next five
years and lays the groundwork to start the transition to achieve
California's longer-term climate goals. It highlights
California's progress toward meeting the near-term 2020 GHG
emission reduction goals defined in the initial Scoping Plan and
evaluates how to align the State's longer-term GHG reduction
strategies with other State policy priorities, for water, waste,
natural resources, agriculture, clean energy, transportation and
land use.
