arbcombo -- April 3, 2014 Allowance Price Containment Reserve Sale

As of the bid guarantee submittal deadline of March 24, 2014, no
covered entities or opt-in entities had indicated an intent to
bid at the April 2014 reserve sale and provided a bid guarantee.
Therefore, the Air Resources Board will not be holding the
reserve sale scheduled for April 3, 2014.

The next reserve sale is scheduled for June 30, 2014. A notice
for that reserve sale will be posted approximately 30 days prior
to the scheduled date. All allowances for the April 2014 reserve
sale will be made available at the June 2014 reserve sale.

Background:

The California Cap-and-Trade Program includes an Allowance Price
Containment Reserve available to California covered entities and
opt-in covered entities in quarterly reserve sales. More

arbcombo -- Materials and Information - March 17 Workshop on the Proposed Rice Cultivation Offset Protocol and Updates to Existing Offset Protocols

ARB staff previously announced a public workshop to be held on
Monday, March 17, 2014 to discuss initial draft language for a
proposed new Rice Cultivation Projects Compliance Offset Protocol
and proposed updates to existing Compliance Offset Protocols.

At this workshop staff will discuss a draft of a proposed new
Rice Cultivation Projects Compliance Offset Protocol and updates

Offset Protocols at the September Board meeting, a Notice of
Proposed Regulatory Action with the drafts of the new and updated

Background
The California Cap-and-Trade Regulation (Regulation) was formally
adopted by the Air Resources Board (ARB or Board) in 2011. In
response to continued Board direction and further discussions
with stakeholders, staff began a public process to propose a new
Rice Cultivation Projects Compliance Offset Protocol and updates
to existing Compliance Offset Protocols for Board consideration
in 2014. Documents that will be made publicly available prior to
the workshop will provide a discussion of the new Rice
Cultivation Projects Compliance Offset Protocol. Updates to
existing Compliance Offset Protocols will be released at a later
date with additional time allowed for public comment. These
documents will provide the public with the opportunity to discuss
staff's draft language for the new and updated Compliance Offset
Protocols prior to staff formally submitting a Notice of Proposed
Regulatory Action. The public will have additional opportunities
to comment on these protocols during the 45-day public comment
period and Board hearing.

A notice for the Draft Environmental Analysis prepared for the
Proposed First Update to the Climate Change Scoping Plan
(Proposed Update) has been posted on the ARB website. The Draft
Environmental Analysis (EA), prepared in accordance with ARB's
certified regulatory program (California Code of Regulation,
title. 17, sections 60006-60008) to comply with the requirements
of the California Environmental Quality Act (CEQA) is now
available for a 45-day public review and comment period.

The Board will conduct a public hearing at the time and place
noted below to consider approving the Proposed Update. The Board
will also consider the Environmental Analysis and staff's written
responses to comments on the Draft Environmental Analysis
received during the 45-day comment period.

What is the First Update to the Climate Change Scoping Plan?

As required by AB 32, the initial Scoping Plan was developed in
2008. This Plan must be updated every five years. The First
Update to the Climate Change Scoping Plan (Update) builds upon
the initial Scoping Plan with new strategies and recommendations.
The Update defines ARB's climate change priorities for the next
five years and lays the groundwork to start the transition to
achieve California's longer-term climate goals. It highlights
California's progress toward meeting the near-term 2020 GHG
emission reduction goals defined in the initial Scoping Plan and
evaluates how to align the State's longer-term GHG reduction
strategies with other State policy priorities, for water, waste,
natural resources, agriculture, clean energy, transportation and
land use.

The Air Resources Board (ARB) invites you to attend a public
workshop on April 3, 2014 to discuss development of the Assembly
Bill (AB) 118 Air Quality Improvement Program (AQIP) Funding Plan
and allocation of low-carbon transportation Greenhouse Gas
Reduction Fund (GGRF) investments for fiscal year (FY) 2014-15.



As part of developing the FY 2014-15 Funding Plan, ARB staff will
seek public input to evaluate the project categories funded in FY
2014-15 and evaluate potential funding of new categories.

Background: AQIP is a voluntary incentive program administered by
ARB providing about $30 million per year (depending on revenues)
through 2023 for a variety of air quality incentive projects,
including low-emission vehicle and equipment projects, air
quality research, and advanced energy technology workforce
training. Each year the Board approves the AQIP Funding Plan,
which serves as the blueprint for expending AQIP funds during the
current fiscal year.


In 2012, the Legislature passed and Governor Brown signed into
law three bills – AB 1532 (Pérez, Chapter 807), Senate Bill (SB)
535 (De León, Chapter 830), and SB 1018 (Budget and Fiscal Review
Committee, Chapter 39) – that establish the GGRF to receive
auction proceeds and to provide the framework for how the auction
proceeds will be administered. The Governor's Proposed Budget
for FY 2014-15 includes $200 million for low carbon
transportation projects that expand existing efforts and provide
benefits to disadvantaged communities.

Federal, state and local environmental laws have achieved
significant improvements in public health over the past several
decades. The development of these regulations also resulted in
growing scrutiny about the costs and benefits of environmental
rules. Traditionally the costs and benefits of a regulation are
estimated prior to implementation of a law or regulation (what is
known as "ex ante' analysis), but there is also an increasing
push to retrospectively analyze the impact of a regulation after
implementation, through what is known as "ex post" analysis. The
question is:

­ How do the two forms of analysis compare?
­ How accurate are the anticipated ex ante analyses when
measured against the actual, measured costs of the ex post
analysis?

Dr. Richard Morgenstern will present and discuss his research on
the evaluation of environmental regulations and compare the costs
and benefits of federal environmental regulations estimated both
before and after implementation. Dr. Morgenstern's work
highlights pitfalls that can lead to inaccurate results and
proposes a way to conduct retrospective analyses in the
future--to ensure that the estimation of regulatory costs is as
targeted and focused as the underlying environmental
regulations.
