arbcombo -- California Cap-and-Trade Program Compliance Instrument Tracking System Service (CITSS) Design Webinar

ARB staff are holding design webinars to discuss stakeholder
proposals that would enhance or modify CITSS functionality.

The Compliance Instrument Tracking System Service (CITSS) is a
market tracking system that supports the implementation of
California's Cap-and-Trade Program. The CITSS provides accounts
for market participants to hold and retire compliance instruments
and to participate in transactions of compliance instruments with
other account holders. To ensure the successful implementation
of the CITSS and California's Cap-and-Trade Program, ARB staff
are holding design webinars to discuss stakeholder proposals that
would enhance or modify CITSS functionality. Interested
stakeholders are encouraged to submit functionality change
proposals to the ARB and to attend the design webinars.

ARB requests that stakeholders submit design proposals or
functionality requests to rlanguel@arb.ca.gov no later than
January 4, 2013. A sample format for submitting design
proposals is available at www.arb.ca.gov/citss/#webinars.

The first webinar will be held to discuss stakeholder design
proposals on January 16, 2013, from 10:00 a.m. to 12:00 p.m. PT.

The California Cap-and-Trade Program became effective on January
1, 2012, with an enforceable compliance obligation beginning with
calendar year 2013 Greenhouse Gas (GHG) emissions. California is
working to develop systems to support the implementation of
California's Cap-and-Trade Program. One of the systems being
developed is the CITSS which is the record of ownership of
compliance instruments; records information related to accounts;
enables and records compliance instrument transfers; facilitates
compliance verification; and supports market oversight through
the collection of relevant information. The CITSS can be
accessed at https://www.wci-citss.org.

Training materials supporting the use of the CITSS and more
information on the webinar are available on the ARB website at
