Cap-and-Trade Program Greenhouse Gas (GHG) Allowance Auction on
February 19, 2013.
The Auction Notice is posted on the ARB website at:

The February 19, 2013, GHG allowance auction will offer year 2013
current vintage allowances and year 2016 future vintage
allowances for sale.
The February 2013 auction is scheduled to take place from 10:00
AM Pacific Time (PT) until 1:00 PM PT. The Auction Notice
provides information about eligibility, auction format and
procedures, and participation requirements.

the Auction Administrator Support Team at

BACKGROUND:
The California Cap on Greenhouse Gas Emissions and Market-Based
Compliance Mechanisms Regulation and the Regulation for the
Mandatory Reporting of Greenhouse Gas (GHG) Emissions were
adopted by the California Air Resources Board in October of 2011,
and formally went into effect January 1, 2012.
The Cap-and-Trade Regulation allows covered entities to use a
limited number of ARB offset credits to fulfill up to 8% of their
compliance obligation. Offset credits are tradable compliance
instruments that represent verified GHG emission reductions or
removal enhancements made in sectors and sources not covered by
the Cap-and-Trade Program. The Board has adopted four Compliance
Offset Protocols: Livestock Projects, Ozone Depleting Substances
Projects, U.S. Forest Projects, and Urban Forest Projects. The
release of the updated webpages, guidance document, and forms
will assist participants in the Compliance Offset Program with
complying with all regulatory requirements for issuance of ARB
offset credits.

arbcombo -- California Cap-and-Trade Program Compliance Instrument Tracking System Service (CITSS) Design Webinar
proposals that would enhance or modify CITSS functionality.
The Compliance Instrument Tracking System Service (CITSS) is a
market tracking system that supports the implementation of
California's Cap-and-Trade Program. The CITSS provides accounts
for market participants to hold and retire compliance instruments
and to participate in transactions of compliance instruments with
other account holders. To ensure the successful implementation
of the CITSS and California's Cap-and-Trade Program, ARB staff
are holding design webinars to discuss stakeholder proposals that
would enhance or modify CITSS functionality. Interested
stakeholders are encouraged to submit functionality change
proposals to the ARB and to attend the design webinars.
ARB requests that stakeholders submit design proposals or
functionality requests to rlanguel@arb.ca.gov no later than
January 4, 2013. A sample format for submitting design
proposals is available at www.arb.ca.gov/citss/#webinars.
The first webinar will be held to discuss stakeholder design
proposals on January 16, 2013, from 10:00 a.m. to 12:00 p.m. PT.

The California Cap-and-Trade Program became effective on January
1, 2012, with an enforceable compliance obligation beginning with
calendar year 2013 Greenhouse Gas (GHG) emissions. California is
working to develop systems to support the implementation of
California's Cap-and-Trade Program. One of the systems being
developed is the CITSS which is the record of ownership of
compliance instruments; records information related to accounts;
enables and records compliance instrument transfers; facilitates
compliance verification; and supports market oversight through
the collection of relevant information. The CITSS can be

Training materials supporting the use of the CITSS and more

arbcombo -- Posting of approved Asset-Controlling Supplier system emission factors for reporting 2012 and 2013 GHG data by Electric Power Entities
asset-controlling supplier (ACS) system emission factors for use
by Electric Power Entities for reporting 2012 and 2013 greenhouse
gas data as required by the Regulation for the Mandatory
Reporting of Greenhouse Gas Emissions (MRR). These factors are
calculated and published pursuant to section 95111(b)(3),
"Calculating GHG Emissions" of the MRR, and are based on verified
reports submitted pursuant to section 95111(f), "Requirements for
Asset-Controlling Suppliers."

hdghg -- The Air Resources Board Further Clarifies the Low Rolling Resistance Tire Requirements for 2010 and Older Tractors.
Mail-Out MSC# 12-26 to explain how the low rolling resistance
tire requirements of the regulation will be implemented for (1)
tractors that use 2 or more open shoulder drive tires and (2)
2011 and newer model year tractors and trailers that use
retreaded tires.
The regulation requires tractors that use 2 or more open shoulder
drive tires to use SmartWay verified low rolling resistance tires
by January 1, 2013. This advisory clarifies that tractors using
new non-SmartWay open shoulder drive tires that were manufactured
prior to January 1, 2013, can continue to use those tires for the
useful life of that tread, or until January 1, 2015, whichever
comes first. Any new open shoulder drive tire manufactured after
January 1, 2013, must be a SmartWay verified low rolling
resistance tire. This advisory also clarifies that tractors
using non-SmartWay open shoulder retreaded tires manufactured
prior to January 1, 2014, to continue to use those tires for the
useful life of that tread, or until January 1, 2016, whichever
comes first. Any open shoulder retreaded drive tire retreaded
after January 1, 2014, must be capped with a SmartWay verified
low rolling resistance retread material on any casing.
The regulation requires 2011 model year and newer tractors and
trailers to use SmartWay verified low rolling resistance tires
beginning January 1, 2010. This advisory clarifies that 2011
model year and newer tractors and trailers using retreaded tires
comprised of SmartWay casing capped with any retread material
prior to January 1, 2013, can continue to use those tires for the
useful life of the tread or until January 1, 2015 for tractors
and January 1, 2017 for trailers, whichever comes first. Any
tire retreaded after January 1, 2013 must be capped with a
SmartWay verified low rolling resistance retread material on any
casing.
Background
The Tractor-Trailer GHG Regulation (regulation) applies to
53-foot or longer dry van or refrigerated van trailers (box-type
trailers) and the tractors that pull them on California highways.
The regulation requires tractor-trailers operating in California
to use tractors and box-type trailers that utilize certain
aerodynamic equipment and low rolling resistance tires, as
verified by the U.S. EPA SmartWay program, to meet specified fuel
efficiency improvements.
