Petroleum dependence is a serious economic and national security
problem for the U.S. High levels of consumption and imports,
coupled with the use of monopoly power in global oil markets and
a historical lack of alternatives, have imposed significant costs
on the U.S. economy.
Today, direct economic costs from petroleum dependence are higher
than they were during the oil embargoes of the 1970s and are
estimated to have exceeded $2 trillion since 2005. These costs
represent wealth transfer out of the country and lost economic
output due to monopoly pricing and price spikes. (They do not
account for indirect costs related to congestion, defense, or
health impacts).
Reducing petroleum dependence by transitioning to a low carbon
transportation system can generate hundreds of billions of
dollars annually in economic and national security benefits for
the U.S. By greatly increasing energy efficiency and
substituting hydrogen, electricity and biofuels produced with low
net greenhouse gas emissions, the U.S. can develop a sustainable
and diverse transportation system while fostering a crucial link
to economic and national security.

arbcombo -- ARB is providing additional information on corporate associations and consolidated entity accounts under the Cap-and-Trade Program
Guidance documents on corporate associations and consolidated
entity accounts, including a Consolidated Entity Account Form,
are now available.
This information is available at the following website:
http://www.arb.ca.gov/cc/capandtrade/markettrackingsystem/markettrackingsystem.htm.
The guidance on corporate associations will aid in the submittal
of the information on the Compliance Instrument Tracking System
Service (CITSS #3) Corporate Associations and Structure Form
generated from the CITSS during the account application process.
The guidance on consolidated entity accounts will aid in the
submittal of the information on the Consolidated Entity Account
Form. The Consolidated Entity Account Form is provided for
entities to confirm the creation of a consolidated entity account
for entities with which they have a direct corporate association.
The form allows for the entities subsumed under a consolidated
entity account to confirm their inclusion. The form also allows
for entities to opt-out of a consolidated entity account and
indicate how the purchase and holding limits will be shared
between itself and the consolidated entity account and other
opt-outs in the direct corporate association.
The processing of the Consolidated Entity Account Forms will not
impact the processing and issuance of entity accounts in the
CITSS.
Participants are advised to submit this information to ARB by
September 15th, 2012 to allow ARB sufficient time to consolidate
entity accounts prior to the November, 2012 auction. Any entity
that will receive allowances from ARB or plans to participate in
the auction must have an account in the CITSS.

arbcombo -- The Air Resources Board is providing an allowance distribution form for publicly owned utilities (POU) and electrical cooperatives (Co-op)
The Cap-and-Trade Program POU and Co-op allowance distribution
form is now available.
This form is available at the following website:
http://www.arb.ca.gov/cc/capandtrade/allowanceallocation/allowanceallocation.htm.
The purpose of these forms is to specify how a POU or Co-op
would like to have its allowances distributed in eligible
accounts. Any entity that will receive allowances from a POU or
Co-op, must also confirm the decision.
Participants are advised to submit these forms to ARB by
September 1st, 2012 to allow ARB sufficient time to distribute
the 2013 vintage allowances to utilities on September 14th, 2012.
Staff is also providing a table where electricity distribution
utilities can look up the number of free allowances they will
receive. This information is needed to complete the form for
POUs and Co-ops to indicate how they wish to distribute their
allowances.
