The Air Resources Board (ARB or Board) staff will hold a
technical workshop at the time noted below to discuss emissions
leakage research and a proposal to monitor for emissions leakage
related to the Cap-and-Trade Program, as directed by the Board at
the October 2011 Board Meeting, and reflected in Resolution
11-32.

BACKGROUND:
The California Cap on Greenhouse Gas Emissions and Market-Based
Compliance Mechanisms Regulation went into effect on January 1,
2012.
The California Global Warming Solutions Act of 2006 (AB 32),
which authorized the use of a market-based compliance mechanism
such as a cap-and-trade program, required ARB to minimize
emissions leakage to the extent feasible. AB 32 further defines
emissions leakage as a reduction in emissions of greenhouse gases
within the State that is offset by an increase in emissions of
greenhouse gases outside the State. Leakage is possible when a
business in California incurs regulatory costs not incurred by
out-of-State businesses.
In Resolution 11-32, the Board directed ARB staff to continue to
review information concerning the emissions intensity, trade
exposure, and in-State competition of industries in California,
and to recommend to the Board changes to the leakage risk
determinations and allowance allocation approach, if needed,
prior to the allocation of allowances for the second compliance
period.
At this workshop, staff and researchers will discuss planned
ARB-sponsored research efforts to establish baselines from which
to measure leakage, along with models upon which to simulate
potential leakage. One study will examine how changes in
relative energy prices have historically impacted plant output,
emissions, and employment. A second study will examine and
document recent trends in trade flows in emissions-intensive,
trade-exposed industries and estimate how trade flows have
historically responded to changes in relative (domestic versus
foreign) operating costs.
Staff will also discuss a proposal to collect facility-level
economic data from covered industrial entities necessary for the
timely measurement and monitoring of potential emissions leakage
related to the Cap-and-Trade Program.
Staff will further discuss a possible proposal for increases in
the percentages of the assistance factors generated from leakage
risk calculations. Any potential changes to assistance factors
will require regulatory amendments, and will therefore not be in
place until 2013 at the earliest.

California and the United States face grave challenges in
economy, environment, and health. "Easy oil" is gone and other
resources are being depleted. Global heating increasingly
threatens human health and species survival worldwide. Medical
care costs will continue to escalate for reasons of technology
and population aging, and the tripling of obesity and doubling of
diabetes rates will impose staggering health and productivity
costs, so that by the year 2030 eleven percent of U.S. adults
will have a Body Mass Index over 40 (100 pounds overweight).
These challenges demand solutions that solve problems across the
domains of economy, environment, and health. To meet these
fiscal, social, and environmental needs, California must demand
top-down and bottom-up solutions. California is showing
leadership in greenhouse gas reduction and sustainability, in new
technologies and pollution reduction, but needs a vision for
human habitats, homes and offices, neighborhoods, and transit
systems that salvage health as well as the economy and the
planet: communities that use fewer resources and at the same time
offer rich engagement in life, meaningful work, local healthy
food, and plenty of "incidental" physical activity.
Dr. Jackson will present strategies to get these options to
work.

arbcombo -- Cap-and-Trade Compliance Instrument Tracking System Service Now Available
The California Air Resources Board's (ARB) California
cap-and-trade program became effective on January 1, 2012, with
an enforceable compliance obligation beginning with calendar year
2013 Greenhouse Gas (GHG) emissions.
California is working with WCI Partner jurisdictions and WCI,
Inc. to develop systems to support the common goals of developing
a regional program and the implementation of state and provincial
GHG trading programs, including California's cap-and-trade
program.
One of the systems being developed is the Compliance Instrument
Tracking System Service (CITSS). The CITSS is the record of
ownership of compliance instruments; records information related
to accounts; enables and records compliance instrument transfers;
facilitates compliance verification; and supports market
oversight through the collection of relevant information.
There are two primary components to the CITSS in the first
release: user registration and account application. User
registration is required in the CITSS prior to applying for
entity compliance instrument accounts. Compliance instrument
accounts must be established before an entity can apply to
participate in the November GHG allowance auction.
Today, July 9, 2012, the CITSS is being released for
Cap-and-Trade User Registration and Compliance Instrument Account
Application activities. The CITSS can be accessed at
https://www.wci-citss.org
For entities or individuals that intend to participate in the
November 2012 auction:
ARB recommends that
(1) CITSS user registration for their account representatives be
completed as quickly as possible, and no later than August 1,
2012; and
(2) CITSS account application be completed no later than
September 1, 2012.
Following these deadlines will better ensure that necessary time
is available for CITSS user registration and for account
application approval required to participate in the November GHG
allowance auction.
To support California's program implementation, the CITSS will be
released in phases. User registration and account application
functions are now available in Release 1. Additional CITSS
functions such as allowance issuance and transfer are expected to
be in Release 2 available in September of 2012.

Training materials supporting the use of the CITSS and more
information on the webinars are available on the ARB website at

Preventing chronic diseases and protecting the environment by

California and the United States face grave challenges in
economy, environment, and health. "Easy oil" is gone and other
resources are being depleted. Global heating increasingly
threatens human health and species survival worldwide. Medical
care costs will continue to escalate for reasons of technology
and population aging, and the tripling of obesity and doubling of
diabetes rates will impose staggering health and productivity
costs, so that by the year 2030 eleven percent of U.S. adults
will have a Body Mass Index over 40 (100 pounds overweight).
These challenges demand solutions that solve problems across the
domains of economy, environment, and health. To meet these
fiscal, social, and environmental needs, California must demand
top-down and bottom-up solutions. California is showing
leadership in greenhouse gas reduction and sustainability, in new
technologies and pollution reduction, but needs a vision for
human habitats, homes and offices, neighborhoods, and transit
systems that salvage health as well as the economy and the
planet: communities that use fewer resources and at the same time
offer rich engagement in life, meaningful work, local healthy
food, and plenty of "incidental" physical activity.
Dr. Jackson will present strategies to get these options to
work.
